- You will serves as an expert consultant and provide technical advice to field personnel such as NAVSEA, Naval Shipyards, other field activities and to Huntington Ingalls Incorporated (HIINC) design personnel.
- You will provide surveillance of Contractor design and production engineering products.
- You will conduct surveillance of Contractor engineering practices (including subcontractors) to the extent necessary to demonstrate that the Contractor is meeting contract and specification requirements.
- You will review and evaluate the Contractor’s “scoping” of engineering changes, when requested, to determine that the scope of the work envisioned by the Contractor meets the intent of the contract change.
- You will review and prepare proposed engineering contract changes to determine that the proposed change contains sufficient specifications to ensure clarity, correctness, adequacy, suitability and engineering feasibility.
- You will review engineering studies, design and technical aspects of proposals (including reasonableness of engineering equivalency, man-hours and scope of work involved when requested by the Contracting Officer).
- You will evaluate, monitor and report on Contractor engineering efforts in accordance with contract terms.
- You will review, on a continuing basis, the Contractor’s plans and directives for compliance with contract terms.
- You will evaluate new designs and systems and determine their acceptability and compliance with the intent of the specifications.
- You will confer with engineering personnel at equipment manufacturers, design agents, HIINC, naval shipyards and private shipyards to establish acceptable design and construction procedures.
- You will provide guidance and oversight to contractor personnel hired to supplement SUPSHIPNN engineering department reviews of HIINC work being submitted for review and approval.
- You will review test procedures for new material and devices in order to improve safety/cost/delivery.
- You will review scientific data and evidence presented by major companies (subcontractors) through prime contractors such as HIINC in order to establish suitability of materials/methods/design for Marine and Naval Combatant Ships.
- You will evaluate and perform surveillance of Contractor configuration management systems and procedures, including all requests for engineering changes, Departures from Specification, etc.
- You will develop contract Field Modification Requisitions (FMRs) with authority granted or as directed by higher authority or other applicable commands concerning engineering decisions reserved to those activities.
- You will evaluate the adequacy of the contractor’s engineering data control systems to provide assurance that it results in timely incorporation of data changes.
