The Service
You will be an integral part of the Adults Care and Support service, which works with all adults over the age of 18 with social care needs, except for those that are supported through our specialist Learning Disability and Mental Health Services.
The Role
Reporting to the Head of Service, you will be responsible for the delivery of a variety of commissioning programmes for the population of Portsmouth, working closely with colleagues in procurement and contracts. You will work with and build positive relationships with a variety of stakeholders, including users, carers and their representatives, senior managers, and clinical leaders in both the Council and the NHS, finance and performance, team managers and practitioners, the voluntary and community sector as well as elected members and strategic leads.
You will lead the development of care pathways and services which are effective, person centred, and strengths based and use innovative approaches to facilitate service improvement. You will ensure that all commissioning decisions are based on robust evidence, strengths and needs assessment.

You will have/be:
Able to excel at working collaboratively, building effective relationships to deliver ambitious outcomes for the residents of Portsmouth.
A strong sense of initiative, with the ability to multi-task and prioritise your work.
Able to motivate and inspire others and be able to work strategically to deliver outcomes.
An excellent understanding of Adult social care, the social care market, and the associated legislation (such as the Care Act 2014 and the Care Standards Act 2000).
