The Advanced MSA must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs. The incumbent may be required to serve on more than one PACT or in more than one Specialty Clinic area, or rotate in any MSA area. Major duties include, but are not limited too:

• Collects, scans, and updates health insurance information serving a major role in the revenue process. The incumbent(s) contributes to the revenue collection process by identifying patients with third-party insurance.
• Promotes veteran registration for and utilization of MyHealtheVet (MHV).
• Supports patient safety standards using the correct Veterans Affairs identification of all patients through the use of two forms of identification, name and full Social Security Number.
• When records are received, the incumbent(s) will ensure that all necessary health/administrative information are integrated into Computerized Patient Record System (CPRS) by sending the documents to scanning or performing the function within their area.
• Must screen/receive phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established clinic processes.
• Interpret and communicate requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities and assist in training other MSA levels, if required.
• Daily review of active/pending consults for scheduling, accuracy and disposition.
• MSAs who work outside of PACT must be able to interpret and communicate requirements for such areas Care in the Community, Health Benefits, Emergency Room, Ward Administration and any other services with approved MSAs.
• Participates in the daily team huddles and/or weekly team meetings where patient care planning and management occur.
• Performs other duties as assigned

The following are the duties of this position at the full working level.

Represents the SCR in contacts with other IRS officials, representatives of other agencies and officials from the private sector regarding cross functional or building/geographic area-wide administrative support matters and initiatives. Provides key linkage/coordination between customers and providers in ensuring cross-functional support activities and initiatives are carried out. Serves as the primary liaison with service providers requiring information about activities impacting multiple functions within a single location.

Serves as the SCR's principal problem solver for identifying, analyzing, and resolving building/geographic area- wide or multi-functional problems and complex issues. Develops new or 'cutting edge' solutions/courses of action that ensure all related issues are identified and effectively integrated across functional lines as appropriate. Ensures that the appropriate senior leadership/managers or other service providers are alerted of any emerging issues, systemic problems, developing trends, etc. As necessary, coordinates with service providers to implement solutions/courses of action.

Assumes a leadership role in coordinating building/geographic area-wide or cross-functional administrative activities and initiatives. Continually studies, analyzes, and anticipates building/geographic area-wide program activities, initiatives, and/or requirements. As needed, coordinates the development of action plans and schedules for initiating multiple cross-functional projects, including projected personnel, equipment, and/or budget requirements. Establishes criteria for measuring degree of project achievement and customer satisfaction. Analyzes plans to ensure consistency with Service goals and policies while meeting customer needs and expectations. Provides briefings and prepares comprehensive reports to keep the SCR, other managers, and NTEU (National Treasury Employees Union) officials apprised of all facets relative to cross-functional program initiatives and projects.

Provides advice and feedback to the SCR on critical, sensitive, or confidential matters relating to cross-functional governance issues. Consults with senior management within the business units serviced, and with staff/management at higher levels on critical organizational and management issues impacted by administrative support activities. Works directly with executives, managers, service providers, and NTEU officials to ensure issues impacting on multiple functions are identified and resolved in a timely and appropriate manner

Develops and implements strategies for creating effective relationships with NTEU representatives. Creates methods and approaches for establishing and maintaining positive work relationships in order to foster trust and cooperation. On behalf of the SCR, serves as the initial key focal point in addressing/developing remedies to significant building/geographic area-wide or cross-functional administrative support issues/disputes/concerns between management and NTEU.

• Serves as a respiratory therapist independently administering complex respiratory therapy treatment to critically ill patients.
• Assesses the cardiopulmonary condition of assigned patients using data acquired through physical examination and respiratory monitoring and diagnostic equipment.
• Sets up and monitors a variety of complex respiratory equipment such as volume ventilators for critical care patients.
• Provides in-service training to other respiratory therapists and nursing personnel relative to the types of treatments given, various types of medications used, and the set up and operation of respiratory equipment including the necessary cleaning and safety precautions.
• Records treatment, findings, and progress pertinent to patient care.

This position encompasses the following responsibilities in partnership with the Administrative Officer and the support of the section chiefs and supervisors. The incumbent ensures appropriate time mapping and resources to ensure they are empowered to meet expected proficiencies in administration, clinical practice, education, and research.

• Obligations/Responsibilities: Attend staff meeting, communicate with PACT team staff and administrative personnel to help facilitate quality care and access to a panel of Veterans and to help in preparation of issue briefs related to adverse patient outcomes, congressional inquiries or any other non-judicial investigation/summary.
• Clinical Management including indirect patient care: Open encounter and open consult maintenance, CPRS documentation requirements, monitoring of clinic management. Maintains involvement in matters concerning clinic productivity, relevant performance, Quality and Patient Safety oversight, as well as process improvements (system redesigns)
