MID-CAREER SYSTEMS ENGINEERS

SENIOR SYSTEMS ENGINEERS

Seasoned professionals drive the Agency's largest and most challenging technical projects to ensure success. These engineers participate in technical decision-making, or function in an advisory role. Working in collaborative teams, these professionals define and manage technical requirements throughout product lifecycle; identify and manage technical program risk; evaluate the architectural design for efficiency improvements; capture, analyze and recommend updates to the enterprise and mission architectures to ensure resiliency; design and enforce configuration management and interoperability standards; and define, manage and perform testing and evaluation. Senior Systems Engineers mentor other systems engineers in their tradecraft, which lays the foundation for future successes.

• Provides overall direction and guidance for the development and implementation of a comprehensive product support strategy for the materiel system throughout the system life cycle.
• Develops the product support strategy and life cycle sustainment plan (LCSP) for assigned projects in accordance with Army acquisition policies and procedures.
• Conducts appropriate cost analyses to validate the product support strategy, including cost-benefit analyses as outlined in Office of Management and Budget Circular A-94.
• Establishes priorities for the product support management, design interface, sustaining engineering, supply support, technical data, training and training support, and funding resources necessary to accomplish the product support mission.
• Reviews project operations on a continuous basis through application of administrative controls, review of completed work, and results obtained to assure maximum efficiency, economy, and effectiveness of the operations.
• Oversees cost estimating, planning, programming, budgeting, program integration, interoperability, product support integrators and product support providers, and oversight of the product support function.

The Installations & Logistics organization is seeking Electrical Engineers with a focus or specialty in control and monitoring of electrical systems. Candidates with this specialty should be knowledgeable about or interested in learning about Supervisory Control and Data Acquisition (SCADA) and electrical control systems, electrical power systems, Schweitzer protective relays, Real-Time Automation Controllers (RTAC) as well as Programmable Logic Controllers (PLCs). Knowledge of the protocols used by these devices including mirrored bits, Modbus, DNP, and SNMP is desired.

As an Electrical Engineer at NSA, responsibilities may include:

Advisory/Consulting Services

An authoritative subject matter expert providing advisory services on the evaluation, development and management of compensation management programs; specifically Federal HR programs, policies, and guidance related to Title 5 and Title 38 compensation. Provides policy interpretations on interrelated program and policy issues that are sensitive, highly complex, visible, and controversial and/or involve more than one HR functional area.

Policy Development and Guidance

Develop and write compensation documents to include policies, delegations of authority, IHS circulars, special general memorandum, standard operating procedures, fact sheets, memorandum, delegations of agreement, and leadership briefings. Applies an in-depth understanding of compensation decisions and precedents to modify or establish new HR policies, and guidance.

Program Evaluation

Independently conducts and/or directs the conduct of surveys, studies, or evaluations relating to Title 5 and Title 38 compensation. Determines scope of project based on initial discussion with senior management officials. Manages the project to include data gathering, analysis, and report writing phases. Continually evaluates approval processes, taking into consideration HHS and OPM requirements, to develop more effective and efficient HR processes. Utilizes automated OHR systems, for recruitment and personnel processing as well as IHS and HHS databases, to fully support policy and program evaluation activities. Analyzes vacancy rates, turnover rates, compensation data and other pertinent information to determine which occupational series most need a Title 38 SSR or an increase to an already authorized SSR.

Compensation Management Case Auditing

• Serves as Branch Chief of the financial management and budget execution functional area in the Business Management Division.
• Establishes program goals and objectives, develops resource estimates, and determines resource allocations for an ever-changing organization.
• Ensures program objectives, planning, and execution include consideration and coordination with similar Department of the Army (DA) programs.
• Develops and presents convincing oral/written presentations to all levels of government and industry management.
• Analyzes, coordinates, and recommends proposals and revisions to DoD, other/joint service, DA or industry initiatives and policies for assigned programs.
• Performs the full range of administrative and technical supervisory duties.

Newly-hired mathematicians and mathematical statisticians begin their careers in the Mathematics Development Program (MDP). The goal of the three-year MDP is to provide on-the-job training in the broad range of mathematical and statistical sciences at NSA. This is primarily accomplished through 6-month tours in NSA offices of the MDP participant's choosing. Mentorship is provided for each tour and participants work on real mission problems.

MDP members also study cryptologic mathematics, statistical data mining, and related subjects in courses taught by Agency experts. Participants are required to develop skills in programming and using computational resources to solve mission problems. Various short-term and long-term travel opportunities exist for interested participants but are not required. MDP members are able to take advantage of other professional development opportunities available at NSA as well. This includes continuing education opportunities and optional Agency courses in everything from professional communication to goal setting to machine learning. Career mentorship and participation in professional networks such as WIMS (Women in the Mathematical Sciences) are strongly supported.
