Calderdale’s newly formed Systems & Finance Team is composed of a new and realigned teams from across the Council’s social care and commissioning teams. The Team sits within the Integrated Commissioning & Partnerships Service and has the responsibility for a diverse portfolio within the business including the quality and delivery of the:
• social care business / case management and finance (ICT) systems and their related system projects, business procedures and processes;
• financial assessment of social care clients, and the charging and debt management of clients in receipt of social care services;
• finance functions pertaining to social care service commissioning and brokerage and the payments to those care providers,
• payments made to social care clients (via direct payments).
These functions support the Adult Services & Wellbeing (ASW) and Children’s &
Young People (CYP) Directorates in their provision of safe and effective care and services, and the delivery good outcomes for vulnerable adults, young people and families in Calderdale.
We’re looking for a motivated leader to create and develop the overall Team, directly supervise and manage the three managers and a staff of approximately 40 people. This is a varied portfolio with a broad spectrum of responsibilities from ensuring the supporting ICT systems are fit for purpose, leading business change projects, to highlighting where the finances are heading and flagging up any areas that need particular attention. • Engaging and friendly, able to build, collaborate and motivate a team
The successful candidate will have strong financial acumen and financial management experience; along with project and change management, staff management and team building experience coupled with knowledge of social care practice. You will be degree-qualified in a related area (or equivalent) with any additional qualifications (eg Prince 2) and/or experience in project management being ideal.
