As a Property Disposal Specialist (Hazardous Waste Management), you will:

• Serve as BPA's Hazardous and Toxic Waste Disposal Officer.
• Consult with Pollution Prevention & Abatement Staff on policy changes to prioritize operational needs.
• Serve as contracting officer's technical representative (COTR) for the Agency's centrally coordinated disposal contracts.
• Represent BPA with Federal, State, and local regulatory agencies on BPA's disposal program compliance issues.
• Serve as BPA lead on the Hazardous Material Transportation Group, monitoring the Agency wide transportation of hazardous waste.
• Serve as the BPA's technical expert on environmental and regulatory requirements.
• Determine best value to BPA of disposal, including equipment donations, auctions and negotiated sales, or contracts for disposal services.
• Act as fully authorized backup to the Property Disposal Officer.

The successful candidate will work closely with postal management responsible for USPS's portfolio of tens of thousands of owned and leased facilities nationwide. The candidate must have experience drafting and reviewing complex agreements and advising clients in sophisticated transactions. The selected attorney should have expertise providing legal advice with respect to real estate matters - sales, leases, acquisitions, complex development transactions, and property management, easements, and facility construction and maintenance.

The attorney will also represent the Postal Service in contractual real estate disputes in a first-chair capacity before the Postal Service Board of Contract Appeals, primarily with respect to claims pertaining to leases. Assignments may also include providing legal advice on government procurement and environmental matters. Knowledge of government contracts, and commercial litigation is a plus. Candidates should demonstrate an ability to work independently on multiple projects.

The candidate must have a minimum of three years of legal experience. Experience as a federal judicial clerk is a plus. The candidate must be an exceptional communicator who is capable of complex negotiations, working with diverse clients, and multi-tasking. The candidate must have the ability to be a dealmaker, a team player, and possess proven initiative and follow through.

Responsibilities

1. Conducts legal research and prepares written material for use in representing the Postal Service and advising postal management officials.
2. Participates in conferences necessary to representing or advising Postal Service officials.
3. Directly advises postal management officials and represents the Postal Service in legal matters involving outside parties.
4. Prepares replies to inquiries from Congress, government agencies, and the public.
5. Prepares opinions, memoranda, decisions, regulations, testimonies, or formal filings in proceedings in which the Postal Service is a party.
