This position is located in the Southeast Sunbelt Region (R4) within Atlanta, GA or Fort Lauderdale, FL. The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period.

• Provides policy oversight and expertise for specialists assigned major capital lease projects to ensure customer satisfaction and attainment of all organizational and project goals and objectives.
• Ensures projects are completed in accordance with GSA policies and ensures all reasonable steps are taken to ensure projects are completed within each project’s budget and schedule. 
• Identifies practices and procedures which deviate from prescribed policies and procedures, directs appropriate corrective actions, and monitors its progress.
• Anticipates and resolves project related problems to the maximum extent possible within vested authority, negotiates resolution of problems not within the authority of specialists negotiating and administering contracts related to these projects, and develops contingency plans to mitigate the impact of unresolved problems.
• Assures timely accomplishment of all tasks assigned to specialists, assuring each specialist has an integral role in developing the final product or service, articulates and communicates to specialists’ problems to be solved or program issues under review, ensures the organization’s vision is integrated into the project goals.
• Provides expert advice on specific tasks and makes available written instructions, reference materials, and relevant background material, maintains current knowledge and answers questions from specialists assigned to projects on procedures, policies and directives, as needed.
• Serve on a variety of committees and task forces involving persons internal and external to GSA at a national level.
• Responsibility for the business management of the most complex, long range (3-5 years), lease projects from the preliminary planning stage through the development of the Solicitation for Offers, negotiation objectives, source selection criteria, and other elements comprising all aspects of the capital projects. Assignments encompass responsibilities such as planning, organizing, controlling, coordinating, reviewing and approving lease procurements and related work performed by other GSA organizations.
• Facilitates the effort and expertise of numerous staff members within various disciplines. Works with personnel in various disciplines including but not limited to project development, building management, realty, engineering and architecture, construction, contracting, lease budget and finance, security, quality assurance, environmental, historic preservation, valuation, and business and government management.

• Responsible for interpreting and administering accountability procedures for personal property and special property such as historical artifacts.
• Trains appointed hand receipt holders on established policies and procedures set forth by the organizations chain of command.
• Serves as the subject matter expert in all aspects of property accountability procedures and operations for the organization.
• Maintains 100% property accountability to include equipment on hand, and/or on valid requisition or redistribution orders.
• Perform space utilization and lease management duties in support of DCS, G-8 and Financial Management and Comptroller building management activities.
• Performs as the Safety Officer for both agencies.
• Manages 125 parking allocations for DCS, G-8 and Financial Management and Comptroller.

• Serve as the DLA Energy Section Chief for Property, Plant and Equipment.
• Responsible for the supervision and oversight of a wide variety of support services unique to DLA Energy to include Property, Plant and Equipment services, Real Property (RP) assets, and Military Departments and DoD agencies.
• Direct the work of employees engaged in providing Property, Plant and Equipment accountability and financial reporting, management of real and personal property, and full compliance with all applicable regulations and inspections.
• Provide technical assistance to the Branch Chief by inspecting the physical conditions of facilities, installed equipment, and real property improvements.
• Furnish administrative and management support to develop, coordinate and implement policies, procedures, programs, and daily planning in support of the mission.
• Provide input to the Branch Chief for program management and oversight for DLA Energy Property, Plant and Equipment in accordance with DoD Property Accountability and DLA Real Property management guidance.
• Participate in the development and maintenance of an Enterprise Business System (EBS) and other automated tools for use by field personnel for RP, facility project management, and accountability.
• Trace any constantly evolving mission requirements, resource capabilities, regulatory restraints, customer base, and workload progression.

• Prepares or demonstrates capabilities of newly automated disposal methods, operational processes and techniques.
