Quantity Surveyor
Based in Tyne & Wear with Requirement to Travel throughout GB & Ireland as required

£45K-55K Plus Package

PERMANENT Contract

Generally managing the Commercial Functions of each Project from commencement to completion, including but not limited to;
* Communicating with clients, colleagues, suppliers and sub-contractors to determine the financial needs of the project(s).
* Providing support pre-contract in relation to contract terms & conditions; including risk & opportunity analysis.
* Work with the client on all changes in scope, questions or clarifications regarding the work, during the bidding process.
* Managing the handover of projects from pre-construction to construction team.
* Managing the Contracts in line with specific conditions (NEC / Bespoke / JCT etc.)
* Completion of timely Cost-To-Complete on new projects, and ensuring the management and update of same throughout the life of the project(s)
* Developing and managing Cash Flow based on project plan.
* Conducting pre-start meetings with supply chain, preparation and issue of Contracts for sub-contractors.
* Preparation of Sub-Contractor / Supplier packages.
* Management of sub-contractors from commencement, through interim application to final account.
* Ensuring robust, accurate and timely CVR reporting at both project and business unit level, in line with reporting timetable.
* Completing robust, accurate and timely weekly commercial reports in line with business requirements.
* Completing the Application for Payment process in line with cash flow plan and contract conditions.
* Managing Change Control in line with contract conditions.
* Management of procurement for the project, including PO's and invoice approval.
* Completing project re-measurement including the capture and evaluation of project variations
* Compilation of claims / significant variations and progressing these to resolution, with support from Managing Surveyor / Commercial Manager where appropriate
* Compiling the final account on projects and negotiating these to agreement, with support from the Managing Surveyor / Commercial Manager where appropriate.

Any other tasks which may be reasonably required by the business.

Skills and Qualifications
The Quantity Surveyor will have the following qualification or equivalent
* A BSc in Quantity surveying or third level qualification in the construction industry with 5 years surveying experience or qualification through by experience (7 years) working at a quantity surveyor.
* A CSR card - level black
* A good working knowledge of construction and engineering processes
* A good working knowledge of construction and engineering contracts

The Quantity Surveyor will have a skill base that will include;
* IT proficient - Microsoft packages
* Experience in working with an industry project accounts software package e.g. COINS, REDSKY etc
* Experience in industry management software packages e.g. FOUR PROJECTS - ASTA Powerproject planning software
* Be strong in verbal and written communication skills
* Be a team leader with motivational and empathy skills

Preferred Qualifications and Skills
The Quantity Surveyor will have, or be encouraged to work towards developing the following qualifications and skills;
* Chartered membership of the RICS (or equivalent)

Typical day as a Maintenance Surveyor

Your new role

Here at National Highways, we have an exciting opportunity for a Quantity Surveyor to join our Commercial team within Operations. The Quantity Surveyor will provide expert commercial and contract management services to the National Highways Maintenance and Response Framework Contract and provide commercial advice and support to the service delivery team and manage a portfolio of cyclic maintenance, reactive maintenance and minor capital works in the region of £10 million per year.

What you'll be leading on

• Provide contractual advice to the business and the service delivery team.
• Day to day contract and commercial management including managing communication and notifications to timescales, managing and valuing compensation events and early warnings, and review and agree final accounts using CEMAR contract management portal.

To be successful

• B.Sc(Hons) in Quantity Surveying or similar / extensive experience working as a QS within a commercial function delivering value to the business, preferably experience working on civil engineering projects.
• Membership of or be working towards a Chartered qualification within a relevant professional organisation, such as RICS, ICES,
• Excellent commercial awareness and experience with successfully delivering a variety of projects using different forms of contract (NEC desirable).
• Proficient user of MS Software specifically Excel and familiarity of contract management and payment administration software e.g. CEMAR, Confirm.
• Demonstrable experience of mentoring and training to commercial teams and supporting their professional development is desirable.

Key purpose of the role is to ensure pro-active management of the Council's estate ensuring the efficient management, use and occupation of the estate and working with the wider team identifying opportunities for rationalisation and/or disposal.

Key responsibilities will include but not be limited to:

• co-ordinate and manage the work of Surveyors and Senior Surveyors, thereby supporting the Consultant Surveyors in directing and co-ordinating all matters relating to the management of the Council's land and property portfolio
• be responsible for all disposals of the Council's land and property interests including the marketing of land and property from receipt of instructions until completion of transactions
• be responsible for all acquisitions of land and property interests for Council purposes including the implementation of Compulsory Purchase powers
• be responsible for the completion and sign off of market valuations, capital accounting valuations and any other valuations as required, in conjunction with the Consultant Surveyors and other officers within Property Management

The Candidate

To be considered for this role you will require to be educated to degree level or equivalent in a relevant subject and have relevant professional qualification and membership of an appropriate professional body

It will be essential to be in experiences in the below:

• Experience of delivering service improvements and achieving value for money in service delivery
• Experience of managing a range of property related functions and staff, including valuation, estate management, acquisitions, disposals, leasing/letting, asset valuation, covenants, compensation and rating
• Experience in assessing property performance

The client is looking to move quickly with this role and as such are offering between £30 - £35 p/h Umbrella Ltd. (approx. £25 - £28 p/h PAYE)

Typical day as a Semi-skilled Construction Operative

• As a Semi-skilled Construction Operative, all allocated jobs are completed right first time, with a whole job repair approach, providing a brilliant service for our customers.


• Supporting our trades team (Joiners, Roofer, Decorators, Bricklayers and Plumbers etc,. across a range of repairs, maintenance and property refurbishment.

Chartered Surveyor – Role Overview

District Valuer Services (DVS) provides professional property services across the public sector, including to private and third sector clients in delivering public services and functions of a public nature. Our clients include the Central, Local and Devolved Government, Health and Transport.

This role sits within the Transport Sector, where we work with major infrastructure providers including National Highways, Transport Scotland, Welsh Assembly Government and HS2. We deal with all aspects of compulsory purchase and compensation, working as part of a multi-disciplinary team to deliver infrastructure projects from early stage design to the final settlement of compensation.

You will work within a fast-paced team to meet increasing client requirements across a range of complex compulsory purchase casework including litigation cases. You will deliver complex casework, provide technical guidance to clients and colleagues and support other caseworkers within DVS. You will also assist with building capability within the team.

This exciting opportunity will also include project management and leading high profile casework for high profile clients.

Chartered Surveyor – Key responsibilities

• Dealing with a large complex portfolio of work requiring extensive experience of complex Compulsory Purchase casework
• Maintaining and applying an advanced level of valuation surveying knowledge to casework activity, review of high profile or complex valuations and project management. 
• Identifying risks and issues and making recommendations on action to be taken
• Collaboration with all internal stakeholders across DVS.
• Ensuring an awareness of the wider political, economic, social, technical, environmental, and legislative agendas that impact the Transport Sector.
• Acting as an expert witness, appearance before arbitrators or submission of evidence to independent experts and Lands Tribunals, where required.

Role summary - The Property Repairs Support role is a vital position within the company. As Property Repairs Support, you will be responsible for providing high-quality administrative support to the Property Repairs Teams, including repairs, voids, gas, and electrical teams. You will ensure that the Property Repairs administrative systems are used to their full potential and that information is accurate, up to date and passed to other departments as required.

Key Responsibilities:

• Provide high-quality administration and support to the Property Repairs Teams
• Ensure that Property Repairs policies, procedures and timescales relating to administration support are followed.
• Responsible for productivity and performance and yourself and your team ensuring the day to day support tasks are carried out
• Ensure that the Property Repairs administrative systems are used to their full potential and that information is accurate, up to date and passed to other departments as required.
• Demonstrate high levels of customer experience, including dealing with customer enquiries immediately following first contact with the customer within corporate timescales and ensuring that the customer is at the heart of decision making.
• Update the Housing Management and Property Repairs systems including data entry, raising works orders, investigating queries, dealing with variations and completing works orders with accurate information within designated deadlines.
• Responsible for contacting customers in relation to seeking and providing information and arranging of appointments including providing support to adhere to compliance of legislation in relation to the gas servicing and electrical inspection programmes.
• Raise purchase orders and requisitions on the company finance system abiding by company and financial procedures, monitor progress on those orders and assist in the approval and completion process.
• Provision of administrative support in the procurement and daily management of vehicle fleet to help ensure an effective and efficient fleet service is maintained.
• Update the void tracking system, collating void packs and certification and ensuring all completed repairs and SORs are entered into the system.
• Work with the Property Repairs Supply Chain assisting in ordering materials, replenishing van stock, tracking orders and liaising with Planners and Team Leads to ensure contractual KPIs are met.

Requirements:

• Demonstratable experience in customer service skills and delivering front line services to customers in a challenging operational environment.
• Demonstrate a thorough understanding and track record of managing the pressures of conflicting priorities within a Property Repairs team.
• Effective use of repairs ICT as well as other IT and media as appropriate
• Able to prioritise to achieve realistic targets, costs, and time deadlines.
• Demonstrates excellent communication skills including face to face, telephone, and written.
• Understand the work of Property Repairs and the remits of different departments.
• Demonstrates continuous development in a customer driven service.
