Here at National Highways, we have an exciting opportunity for a Quantity Surveyor to join our Commercial team within Operations. The Quantity Surveyor will provide expert commercial and contract management services to the National Highways Maintenance and Response Framework Contract and provide commercial advice and support to the service delivery team and manage a portfolio of cyclic maintenance, reactive maintenance and minor capital works in the region of £10 million per year.

Please note that this is a hybrid position and can be based from either of our Darlington or Leeds offices however, frequent attendance to the Darlington office on a weekly basis will be required.

What you'll be leading on

• Provide contractual advice to the business and the service delivery team.
• Day to day contract and commercial management including managing communication and notifications to timescales, managing and valuing compensation events and early warnings, and review and agree final accounts using CEMAR contract management portal.
• Assess payment applications using National Highways 'Confirm' Enterprise Asset Management portal.
• Provide regular cost and contract audits to ensure contractor compliance with contract conditions.
• Monitor actual costs against budget and prepare contract forecasts, identification of risks and opportunities to Opex and Capex budgets.
• Act as a line manager and mentor to Assistant Quantity Surveyors, Graduates and Apprentices and provide on-going support in their professional development.

To be successful

• B.Sc(Hons) in Quantity Surveying or similar / extensive experience working as a QS within a commercial function delivering value to the business, preferably experience working on civil engineering projects.
• Membership of or be working towards a Chartered qualification within a relevant professional organisation, such as RICS, ICES,
• Excellent commercial awareness and experience with successfully delivering a variety of projects using different forms of contract (NEC desirable).
• Proficient user of MS Software specifically Excel and familiarity of contract management and payment administration software e.g. CEMAR, Confirm.
• Demonstrable experience of mentoring and training to commercial teams and supporting their professional development is desirable.
• You will have good written and verbal communication skills enabling you to engage effectively with a variety of stakeholders.

This role will be split between site, remote / home and head office in Durham. You will be working on a £60m D&B mixed tenure designer outlet centre comprising of over 100 retail units.

Duties of a Quantity Surveyor:

• To be involved in negotiation of prices and obtaining quotes for works, materials and plant as required in compliance with company procedure
• To quality check invoice details from all suppliers, ensuring the company gets value for money on all jobs carried out.
• To build strong relationships with our customers to ensure open communication and expectations of invoicing is met at all times.
• To prepare and submit regular and accurate cost/value reports. To manage the commercial aspects of subcontracts in compliance with commercial procedures. Includes obtaining quotations, evaluating tender returns, valuing subcontract works and payments and agreeing subcontract final accounts.

Requirements of a Quantity Surveyor:

• Relevant Degree or Qualifications
• Experience working for a main contractor
• Experience on new build projects.
• Proven experience of developing client relationships.
• Excellent communication skills, both written and verbal.
• Excellent planning, organising, prioritisation and project management skills.

2. Principle Accountabilities
2.1 To assist in the organisation and maintenance of the workshops, stores and teaching areas within the area, generally with more specific responsibilities within the workshops.
2.2 To assist in the maintenance of stores, tools and equipment within the Directorate.
2.3 To monitor and maintain stock records as required, issue and receive stores and maintain an acceptable standard of security for the stores.
2.4 To ensure an adequate supply of materials are available to accommodate the practical assessments the students are required to undertake by liaising with the tutors.
2.5 To assist tutor to ensure an adequate supply of materials and working space is maintained at all times.
2.6 To replace, repair and maintain all tools within the area as required. To oversee the tool stores and keep tool records up to date.
2.7 To monitor the machinery performance, to clean, empty, check and maintain the machinery.
2.8 To monitor and check the workshop areas in line with Health & Safety requirements.
2.9 To conform, where required, to the Health and Safety at Work Act, the Electricity at Work Act (portable appliances) and COSHH regulations. This may involve assisting in maintaining data records for the aforementioned legislation.
2.10 To carry out such work, as necessary, to update equipment and stores in line with current trends.
2.11 To comply with all college policies and procedures in particular to those relating to Finance, Personnel, Health & Safety and Equal Opportunities.
2.12 To undertake such work, commensurate with grade and ability, as requested by the management.
