Senior Surveyor
Role Purpose
Provide a high level of expertise in the delivery of disrepair, structural, insurance and statutory nuisance related issues. Working with internal and external stakeholders to provide high levels of customer service, quality, value for money and Health and Safety.
Managing a small team of surveyors on various surveying disciplines to provide a comprehensive specialised technical service which is professional and effective.
Responsible for budget management and ensuring compliance with Haringey Council policies and procedures.
Main Responsibilities
1. Manage and lead a team to negotiate with tenants and their representatives’ access arrangements, to carry out appropriate inspections and produce detailed specifications of work itemised from the schedule of rates or using composite values. Prepare estimates, feasibility studies, plans, sketches, drawings and photo’s as may be necessary
2. To undertake the lead role for Property Services in the defence and management of legal claims to minimise costs and reputational impact. Carry out root cause analysis of claims to identify any problems to be addressed and any opportunities for reducing the incidence of legal disrepair.
3. Liaise with legal colleagues on individual cases as necessary and on more general issues such as legal procedures and interpretation of legislation. Available to attend Court to give evidence and represent the council.
4. Maintain a comprehensive database of all property related legal claims. Ensure that all deadlines are recorded on the database and monitor progress to ensure actions are completed within the deadlines.
5. Work collaboratively with delivery teams, service providers and stakeholders to ensure delivery is compliant with contracts, specifications and schedule of rates, fully documenting decision making and variations.
6. Establish and maintain good lines of communication with other key stakeholders, both Haringey Council and external bodies
7. Provide workload delivery, financial and contractor performance data for Heads of Service, Directors and Executive Team as and when required.
8. Authorise damages and costs up to agreed levels and documenting the same, whilst having regard for budget monitoring and forecasting.
9. Ensure team carries out appropriate inspections and provide advice to tenants on a range of housing issues. Maintaining robust records of visits and inspection findings on Haringey operating systems. Providing process for making recommendations to senior managers on any areas needing further actions / funding.
10. To manage the delivery of party wall surveys, preparation of notices and awards
11. Lead on the resolution of boundary disputes, RTB queries, reports of dangerous structures, requests for decants, leasehold service enquires, and any other similar specialist concerns. In addition, have strong knowledge of building pathology.
12. Ensure good management of obtaining tenders and quotations from approved contractors for works not covered by the DLO, ensuring compliance, with statutory budget and audit requirements (within delegated authority), standing orders and financial regulations. Working closely with the procurement team to ensure procurement compliance.
13. Performance management of a team of surveyors, ensuring support is available and encourage upskilling and personal development. All associated HR matters included.
14. Carry out periodic reviews of team processes and procedures to identify opportunities for improvement. Proactively identify areas of exposure to the business, making recommendations and taking appropriate actions to minimise risk.
15. To ensure team and working practices are compliant in all related health and safety legislation
Knowledge, Qualifications, Skills and Experience
HNC / degree or above qualification in building, construction surveying or related subject and and/or membership of a recognised professional
body or equivalent qualification or experience
Knowledge of the legal framework relating to disrepair, including the application of the Housing Health and Safety Rating System.
Experience of dealing with potentially difficult people in potentially
difficult situations
Experience of supervising staff and contractors
Delivering excellent standards of customer service and the ability to deliver accurate and clear communications in writing, face to face or by telephone.
Experience in preparing clear written specifications and reports in line with legislation and legal protocols on repair issues
Ability to survey buildings, diagnose defects and correctly specify required works, or where necessary manage expert external consultants
Experience of preparing and issuing performance reports
Ability to successfully manage and motivate surveying and technical staff
Knowledge of contracts, procurement methods and constructions
technology.
Excellent knowledge of relevant legislation, building regulation, standards and ability to manage Health and Safety on site effectively
Understanding and demonstrating awareness of cultural and community diversity.
Effective relationship/client or stakeholder management
Excellent IT skills, with experience in using various IT systems including Microsoft Office packages and Housing Management systems
In depth knowledge of the activities of Social Housing
Experience of preparing cases attending court on legal disrepair related matters
