A Data Architect is required to be accountable for the design and build of the Force’s overall data architecture, taking full responsibility for its implementation and its ability to serve the data required to produce information, intelligence and insights products for the Force and its partners. The role is integral to the Force being able to create value from the vast amount of data it collects, in particular the data it uses to create intelligence, carry out research and investigations, and make decisions across all levels, commands and services, from strategic to operational, to stop crime and ASB, to protect people from harm and to help those in need.
Key responsibilities:
Make a significant contribution to both force and regional data strategy, championing the importance of good data architecture across policing, advising on and building the right data structures, and they will lead any significant data projects that will to help the Force achieve its priorities and outcomes.
Responsible for the delivery of a high-quality user experience for anyone who needs to access and re-use data, including its availability, usability, usefulness, while ensuring these remain in line with statutory obligations, data ethics, privacy policies and sharing agreements.
Have line management responsibilities for the data engineers, the developers and designers who are responsible for producing business intelligence products for the Force, and as the Force’s expert authority on the management of its data, support the Head of Strategic Development and the Enterprise Architect in the running of the Intelligence and Informatics Design Authority and Enterprise Design Authority.
Cultivate strong and effective working relationships with individuals, teams and colleagues, both internal and external to the Force, and participate in regional design authorities representing the interests of the Force in national data strategy and architecture.
Demonstrate the Force values at all times and carry out the functions of this role in accordance with the principles of the Code of Ethics. The aim of the Code of Ethics is to support each member of the policing profession to deliver the highest professional standards in their service to the public.
Subject matter expert on data architecture for the Force and, as required provides expertise to partner organisations, and representing the Force’s interest in regard to data.
Accountable, on behalf of the Chief Digital Information Officer (CDIO) for the design and build of the Force’s overall data architecture, taking full responsibility for its implementation. Responsible for the manage, storage and provision of the data required to produce information, intelligence and insights products for the Force and its partners. Accountable for the selection and adoption of appropriate data tools, technologies, and frameworks to optimise data management and enhance data analytics capabilities across the Force.
Engage in national and regional data strategy and develop, implements, and maintain a comprehensive and robust data architecture strategy, aligned to the strategic aims and the data-drive initiatives of the Force.
Partner with and guides chief officers and heads of department across the Force to help them understand what is possible with data, turning their visions into tangible data solutions working together to build any related business case for investment and lead on its implementation. Lead on the defining of the Force’s data classification and standards, ensuring these are in line with these being defined nationally for crime and justice.

Qualifications:
Degree in Computer Science, Information Systems, or a related field. or a combination of education and relevant experience
Query languages e.g. SQL, Java, Hive, R, Data Management technologies e.g. ETL tools, data integration platforms.
Data visualisation tools e.g. PowerBI, Qlik desirable.
Experience:
Proven experience as a Data Architect, Data Engineer (or a related role, with a strong emphasis on data architecture design and implementation) employing modern data engineering tools and technologies.
Hands-on experience with cloud-based data platforms and services (e.g., Azure, AWS) including familiarity with cloud-based data storage, and big data technologies.
Experience of establishing data classification systems and standards.
Working in the public sector experience desirable.
Leading a team delivering data solutions, products or services desirable.
Knowledge:
A highly comprehensive level of knowledge and functional understanding of the modern tools, technicians, technologies, platforms, standards and practice of the data professions and industry, with an innate ability to explain their purpose, use and value to non-technical people.
Deep understanding of data modelling techniques, data integration patterns, and data governance frameworks.
In-depth knowledge of modern data practices, including the technologies used, platforms and services, and the interface with cloud technologies.
Familiarity with data warehouse technologies (e.g., Snowflake, Redshift) and big data frameworks (e.g., Hadoop, Spark).
Strong knowledge of data security, data privacy, and regulatory compliance standards (e.g., GDPR, CCPA) and their implications for data architecture.
Knowledge of the evolution of data practices, skills, frameworks and strategy in the UK public sector, as well as the supplier market desirable.
Good understanding of the working practices of a Police Force desirable.

Excellent analytical and problem-solving skills, and the ability to translate complex requirements into practical, scalable data architecture solutions.
Able to connect disparate data sets together from different systems to build useful analytics and to map journeys.
Able to architect and deploy data cloud solutions based on service requirements ensuring effectiveness, price efficiency and security.
Ability to plan, coordinate and prioritise workload for self and team.
Ability to manage teams and supervise individuals to ensure tasks are completed within expected timescales.
Able to produce good quality documentation and reports, and present information to stakeholders of varied levels in an accessible and engageable manner.
Excellent communication skills, and at ease in ability to engage people at all levels of an organisation in an inclusive and professional manner.
Highly effective user-centric leader, who is responsive and empathetic, employs tact and diplomacy. Able to act with integrity and demonstrate humility and a wiliness to learn, especially when things go wrong.
