About Surrey County Council
Our ultimate ambition is that no-one is left behind. This means we help those Surrey residents who need us most and work in partnership to improve quality of life for everyone. This is our guiding mission. We want Surrey to be a uniquely special place where everyone has a great start to life, people live healthy and fulfilling lives, and are enabled to achieve their full potential and contribute to their community.
The Council has undergone significant transformation in the last five years and made major improvements. Our strategic framework, The Surrey Way, sets out our purpose, the kind of organisation we want to be and the culture we need to achieve this.
There is still work to be done and we have ambitious plans to continue transforming our services so we can deliver on our priority objectives to grow a sustainable economy, tackle health inequalities, empower our communities, and ensure a greener future.
About the Design and Transformation Team
The Design and Transformation Team sits at the heart of the Council. We design and deliver transformational change, using innovation and creativity to meet changing needs and enable the Council to achieve its ambitions.
We add value by leading complex, cross-cutting programmes of work that improve outcomes for residents, enable sustainable service improvements and build organisational capacity, resources and resilience.
About the Role
As the Design and Transformation Practitioner, you will play a key role in designing and delivering priority transformation programmes, working with a wide range of colleagues inside and outside of the Council to improve outcomes for residents while also contributing to the financial resilience of the Council.
You will help to facilitate a pipeline of activity, including by developing business cases - setting out anticipated benefits alongside required resources - and delivery plans to ensure work progresses as needed. You will also work with governance arrangements with a view to mitigating/issues risks and ensuring effective budgetary controls.
You will foster effective relationships and partnerships - between and beyond services - and help the team to develop, including by looking beyond the Council to identify and import effective practice and innovative approaches.
In return, the Design and Transformation Team promises autonomy, collaborative working and personal stretch aligned to individual development goals.
We are looking for people who:
- Can evidence effective change management in a complex environment
- Are curious, creative problem-solvers, ready to generate new ideas and insights
- Can establish and maintain effective relationships with a wide range of stakeholders and can communicate clearly and effectively, bringing people with us on the design and transformation journey
- Have experience of commissioning and/or working closely with commissioners
- Have experience of developing and delivering business cases and project delivery plans
- Understands of the key strategic issues facing local government, the wider public sector and partners
As part of the application process, you will be asked to answer the following questions along with uploading your CV:
- What has motivated you to apply for this role?
- Can you provide an example of when you have worked on a complex change programme that involved multiple stakeholders?
- What strategies or methodologies did you employ to ensure a smooth and successful implementation of a change programme?
- What excites you about working on transformational change in a complex organisation?
- How do you envision fostering a culture of inclusivity and innovation?
