The Administrative Officer of Care Management and Social Work (CMSW) Service reports to and serves as the principal assistant to the Chief of the Service and works with supervisors within the Service to facilitate efficient and effective operations and administration. The incumbent is an integral member of the Health Care System's Care Management and Social Work administrative team by providing personnel administration, financial management and administrative management essential to the direction and operation of the Service:

MAJOR DUTIES AND RESPONSIBILITIES

• preparing job analyses for job postings, coordinating personnel actions, maintaining personnel-related records in the six-part system
• Advises management on the administrative and clinical orientation processes for new staff to the Service and program areas
• Provides Service administrative orientation and training, and assures appropriate documentation is completed and filed in the employee's competency folder.
• Audits competency folders for all Social Work staff within the Health Care System on a quarterly basis to assure competency folders meet facility, The Joint Commission, CARF and other accrediting body requirements
• Consults with supervisors to draft, implement and review Service level personnel policies ensuring they are in accordance and compliance with internal operations and policies, agency personnel policies, AFGE Master Agreement, budgetary constraints, and work priorities
• Serves as an approving official for purchase orders for the Service
• Attends Director's Morning Report with Service administration and follows-up on issues as assigned by members of the Executive Leadership
• Assists the Chief in assessing the effectiveness of the professional services provided to the patients utilizing automated programs and through the use of feedback mechanisms; including surveys
• Conducts special studies and analyzes complex problems of manpower, office equipment, workload statistics, space utilization, etc. to monitor needs of the Service
• Prepares and certifies timecards, administers the unplanned leave system, and tracks leave in collaboration with the supervisors to ensure adequate coverage
• Responsible for the overall administrative management of the Service

• Receives telephone calls and visitors to the clinic, determines the nature of call or visit, obtains identifying information, and verifies the patient's eligibility for treatment. and updates the existing medical record or prepare new record.
• Schedules appointments, completes the client admission forms. Screens/Updates the existing medical record or collects sufficient information to prepare new record. Reviews discharge information or handouts with client.
• Maintains clinic exterior, reception area and exam rooms to ensure general cleanliness (to include cleaning urine, feces and blood). Dispenses medications, annotates prescriptions and refills prescriptions accordance with polices and procedures
• Completes bi-weekly payroll reports. Prepares and submits required end of month reports. Assists with preparation of the yearly clinical budget. Initiates personnel actions at the direction of management. Monitors and replenishes inventory.
• Receives payments for services rendered. Balances cash and checks daily; makes daily bank deposit. Monitors and replenishes inventory. Serves as clinic ordering official and Government Purchase Cardholder. Processes purchasing documents.

As a Program Analyst, you will:

• Serve as an expert advisor on all aspects of quality assurance for the public housing programs, including housing agencies (HA) performance, cost containment data integrity, and Departmental requirements.
• Analyze data from a variety of systems in making determinations regarding the compliance and performance requirements of the HAs in administering public housing program funds for maximum benefit in their local communities.
• Perform complex onsite and remote review and analysis of a wide variety of performance, leasing, financial and market data to determine the effectiveness of Public Housing Authorities (PHAs) performance and or the programs operations. Use information from these analytical reviews to identify programmatic errors, management weaknesses, inappropriate administrative policies and procedures, cost or financial management errors, and data integrity problems.
• Utilize a variety of computer applications to gather and analyze data and project future trends, costs and activities.
• Recommend appropriate solutions to complex operational problems and takes an active role in presenting, implementing, and or overseeing the needed changes. Provide expert technical assistance to PHAs, HUD field and Headquarters staff, and others as necessary on issues relating to the quality assurance function and on the development and implementation of program design and operation corrections and improvements.
