The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Program Analyst, you will:
Conduct analyses of regulatory and statutory proposals, initiatives, and multifamily housing program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes.

Under the direction and guidance of the supervisor or senior staff recommend and develop research programs and strategies to assess program effectiveness; prepare policy proposals that are based on the results of those evaluations.

Serve as a Government Technical Monitor on contracts involving multifamily housing activities, including reviewing contractor's work products, adherence to contractual requirements, initiating/recommending corrective actions, and consulting with the GTR (Government Technical Representative) associated with the contract.

Review and analyze legislative proposals based on the Department's overall goals and program needs to ensure that there is no negative impact of such legislation on existing multifamily housing policies or legislation. Develop legislative proposals and coordinate their development by program offices.

• Performs clerical and administrative work in support of the office/organization. Incumbent acts as office manager for HQ AMC/CS ensuring all administrative practices and procedures used by action officers and administrative personnel in 21 directorates are consistent with those of the organization.
• Reviews and processes incoming and outgoing correspondence, reports, and other material submitted from the 21 directorates for the Chief of Staff's signature. Uses multiple office automation software with varied functions to produce a wide range of documents with complex formats, such as graphics or tables within text, revising databases or spreadsheets.

• You will serve as a Contract Specialist assigned to the Contracts Directorate of the Naval Information Warfare Systems Command (NAVWAR).
