Incumbent serves as a Senior Attorney Advisor in the Appeals Policy and Operations Division (APOD) performing the following duties:

• Provides expert technical legal advice, research, and guidance in the formulation, development, and implementation of OMHA policies related to appeal processing, agency guidance, and certain operational procedures.
• Handles novel issues in application and interpretation of laws and regulations governing Medicare coverage and payment claims under Part A, B, C, and D, as well as IRMAA and entitlement claims and disputes of Part B and D premium surcharges.
• Works on highly complex problems, proposed legislation, or proposed changes in Medicare policies or regulations that may affect OMHA appeals processing, operations, and/or the adjudication process OMHA administers.
• Researches statutes, legislative history, public policy implications, precedent cases, applicable regulations, and procedures; and demonstrates the ability to convey clear legal analysis.
• Reviews and comments on proposals for changes to new or existing adjudication policies and procedures affecting OMHA appeal processing.
• Contributes to developing, reviewing, and delivering agency-wide presentations.
• Coordinates on data analytics impacting OMHA adjudicative policies, agency goals, operational matters, data integrity, and workload management.
• Produces well-researched and well-written memoranda.
• Communicates effectively with OMHA managers, OMHA staff, Medicare stakeholders, and external entities.
• Serves as a liaison between APOD and other divisions within Headquarters.

• Applies knowledge of management principles, common business practices, administrative regulations, guidelines, and analysis of multiple programs for PM&RS
• The incumbent plays a critical support role in maintaining and coordinating internal review systems and records management to assure both clinical and administrative activities follow agency and accrediting and regulatory requirements.
• Responsible for ensuring compliance with Departmental guidelines involving outside professional activities for remuneration.
• Monitors PM&RS for compliance with the standards of external bodies and accrediting agencies and responds to internal actions for noncompliance with VHA Directive or Medical Center Policy.
• Provides service level reports, completes requests for operational data, and recommends remedial actions as necessary.
• Writes, reviews, and revises policies, as appropriate, coordinates timely responses as required for written formal and informal correspondence on behalf to the PM&RS service line, to include PATSR, VISN Suspense, Congressional and White House Hotline inquiries.
• Provides fund control oversight and budgetary data support duties that require the analytical ability, judgment, discretion, and knowledge of a vast array of programs in the PM&RS Service.
• Provides direct supervision to subordinate administrative personnel within the PMR&RS Service Line.
• Responsible for assuring accurate HR recruitment and on-boarding, labor mapping, supply and equipment procurements, timekeeping, and regularly recurring service line internal cost accounting data is accurate and responses timely.
• Coordinates management of a variety of electronic request platform systems to ensure optimized operational efficiency to include but not limited to: MSS, HR Smart, AIS, OIT, PIV, Work Life Balance, Telework, BioMed, Travel, Education, and Interior Design.
• Broad knowledge of the organizational principles, and practices which govern the way a VA Health Care System conducts business.
• Knowledge of the policies, precedents, goals, objectives, regulations, and
• guidelines of financial management, budget administration, accounts management.
• Knowledge of organizational structure, human resources staffing and utilization, position management, work methods, and related requirements to analyze and advise on managerial approaches and problems.
• Ability to oversee effective utilization of human resources, financial, and logistical resources.
• Serves as the primary Contracting Officer Representative (COR) for VISN 22 and PVAHCS contracts.
• Oversees all acquisition processes within the Service, inclusive of the establishment and administration of contracts and procurement of supplies and equipment.

POSITION SUMMARY
This position provides leadership and expertise to the representatives providing customer service to providers and members of benefit plans; supports the development of the company health plans as well as the staff by coordinating the training, documentation, client communication techniques, and other resources necessary to ensure an excellent quality of service. This position serves as a primary resource in complex and/or sensitive cases and takes escalated calls. May be assigned to work in a variety of team leadership, work flow management and/or quality assurance functions.

CORE FUNCTIONS
1. Provides customer service, researches and solves problems for escalated calls and member or provider issues requiring investigation and problem solving.

2. Provides training and informational/reference resources for the service center.

3. Maintains records, tracks cases, issues correspondence and log events for assigned area of benefits services.

4. Provides direction and leadership in daily work and workflow of a service center team.

5. Works on special projects as assigned.

7. Works under limited supervision to provide for diverse customer service needs for multiple benefit plans. Interprets company and contracted managed care organization policy and procedure. Makes decisions within structured definitions and defined policy. This position manages diverse customer needs while positioning services and programs as the preferred choice for meeting the stated needs. This position independently interprets benefits and managed care policies and procedures and communicates accordingly to customer base, following general guidelines and standards, this position will determine appropriate action to meet customer needs.

MINIMUM QUALIFICATIONS

High school diploma/GED or equivalent working knowledge.

Must have substantial previous related work experience in managed care benefits member/provider services work are required, with three to fours years of experience in a high volume service center or managed care environment, preferably with self-insured plans.

Must possess excellent communication skills to handle moderately complex inquiries, while maintaining a positive and helpful attitude. Requires the ability to handle a high volume of incoming calls, search the database or resources tools for correct and timely information, and maintain a professional demeanor all times. Must have the ability to learn and effectively use the company’s customer information systems, as well as developing and maintaining a fundamental knowledge of the organization’s benefit plans.

PREFERRED QUALIFICATIONS

Experience working with self-insured plans is highly preferred. Bilingual Spanish/English skills are a plus.

Position Summary/Purpose: The purpose of this position is to assist the Discover program managers by completing essential administrative tasks to support the operations of GCU's Discover program.

Primary Responsibilities /Accountabilities/ Essential Functions:

• Determine weekly staffing needs for Discover Hosts and Leads.
• Publish weekly staff schedule based on staffing needs.
• Organize arrival and departure shuttle schedule on a weekly basis.
• Organize campus shuttle schedule on a weekly basis.

The Warehouse Clerk receives, unpacks, checks, and stores equipment and supplies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Packages and prepares equipment and supplies prior to distribution.
• Fills orders by preparing supplies to be distributed to patients. 
• Processes paperwork for distribution of equipment and supplies.  
• Ensures distribution forms, requisitions, purchase order forms and packaging slips are completed accurately.
• Performs quality assurance checks on all products received before stocking or distributing goods.
• Ensures warehouse is maintained in an efficient, clean and safe manner. 
• Reports stock levels to supervisor. 
• Assists with the ordering of equipment and supplies to maintain appropriate inventory levels.
• Assists in completing periodic inventory count.
• Cleans and sterilizes medical equipment.
• Performs minor equipment repair and maintenance as required. Maintains files on all equipment.
• Acts as back-up to delivery employees when necessary. 
• May deliver equipment to home healthcare patients. 
• May set up and instruct patients on the basic use of their medical equipment, as approved or allowed by local and state licensure limitations. 
• Assists patients in solving problems regarding equipment use.
• May perform other delivery duties as assigned.
• Performs other duties as required.

MINIMUM REQUIRED QUALIFICATIONS

• Meets company minimum standard of Background Check.
• Pass the Department of Transportation Physical.

Education and/or Experience

• High School diploma or GED required
• At least one year of related work experience is required. 
• Minimum of three years driving history required.
• Two years inventory management preferred.
• Previous interaction with the general public in a service management industry preferred.

Certificates, Licenses, Registrations or Professional Designations

• Valid driver’s license required.
