• Serves as senior DoD specialist and advisor on DoD major acquisition programs, policies, and associated procedures.
• Monitors Business Process Re-engineering and Information Management initiatives within the OUSD(A and S) supported community to ensure coordination and integration.
• Assists in the development, evaluation and implementation of DoD acquisition resource management systems and improved business processes.

The incumbent provides expertise and insight to support the delivery of a high-quality final
report which will discuss all relevant issues, explains the research and analysis conducted under
the auspices of the review, and presents a strategy for implementing the recommendations of the
report. The incumbent will advise and assist leadership in coordinating within the Office of the
Secretary of Defense and the Military Departments to integrate and implement recommendations
of the Quadrennial Review of Military Compensation.

The incumbent provides expertise and insight to support the following actions:

1. The drafting of the charter of the QRMC.
2. The development of a mission and vision for the Quadrennial Review of Military
Compensation.
3. Integration of compensation policies with other personnel policies and that supports the
readiness of the military manpower force to achieve United States strategic policies and
objectives.
4. Liaising with the Quadrennial Review of Military Compensation Senior Advisory Group
through providing progress reports, as required by either the Senior Advisory Group or
the Deputy Under Secretary of Defense for Personnel and Readiness and by planning,
arranging and supporting Steering Committee meetings.
5. Supporting briefings and reviewing public information releases as necessary to explain
the work of the Quadrennial Review of Military Compensation to official and public
audiences.
6. Supporting engagements with Congressional Committee Staffs, with other Federal
Agencies and with other involved functional areas within Department of Defense and the
Service Departments and with the private sector and the public as necessary in
accordance with standing Department of Defense policies.

Serves as an Agency travel advisor, responsible for providing guidance in support of preparation for making travel, hotel and other arrangements related to domestic and international business mission related travel by agency staff.

Conducts training for the Agency on travel related processes and procedures and period reviews of Agency processes to ensure accuracy and proper use. Works closely with Agency offices to implement new travel processes and/or initiatives, including working directly with partnering organizations.

Serves as a Contracting Officer Representative responsible for the management of administrative/operational contracts including managing and tracking contract related funds and working with the Acquisition's Office to ensure effectiveness of contract support.

Provides support for the Personnel Security Program and Assistant Information Systems Security Officer, including support with applying Department of State and agency regulations for all personnel security related processes and procedures.

Works closely with the Administrative Officer (AO)/Deputy AO to ensure that the operational needs of the agency are met efficiently, expeditiously, and in accordance with agency and federal policies and procedures.

As appropriate, evaluates, recommends and facilitates implementation of new approaches and alternatives to address current or anticipated implementation issues. Analyzes the workflow of specific administrative programs to determine if processes can be streamlined or made more customer friendly.

Participates in the continual review and evaluation of activities to remove any barriers to achieve streamlined, cost-effective operations. Highlights redundancies and areas for improvement.
