As a Drug and Alcohol Policy Advisor, you will:

• Provide authoritative information and analysis, either written or oral, that identifies, interprets, and develops alternatives and options to complex questions of Drug and Alcohol policy.
• Recommend effective methods to implement and comply with the drug and alcohol statutes and regulations.
• Draft policies and procedures and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements.
• Assist with providing technical and program training and seminars at the national level to specific audiences
• Serve as a technical Drug and Alcohol policy advisor in dealing with government officials, modal administrators, officials, and representatives of private transportation industries, members of professional associations, labor unions, and academia, and the public in the areas of federal laws and regulations.

The ideal candidate is a highly motivated and innovative candidate with a background in drug and alcohol treatment programs, drug and alcohol counseling, and/or equipment with drug and alcohol counselor credentialing requirements. You must have excellent writing skills for authoring regulations, policies, and advisory documents. You must also possess strong verbal abilities to explain everything from basic to complex topics. You must be able to work cooperatively as part of a team of experts and communicate well. Knowledge of drug and alcohol testing regulations is recommended.

Duties include but are not limited to the following:

• Define appropriate levels of system availability based on critical system functions and ensure that system requirements identify appropriate disaster recovery and continuity of operations requirements to include any appropriate fail-over/alternate site requirements, backup requirements, and material supportability requirements for system recover/restoration.
• Identify and prioritize critical business functions in collaboration with organizational stakeholders. Provide advice on project costs, design concepts, or design changes.
• Provide input to the Risk Management Framework process activities and related documentation (e.g., system lifecycle support plans, concept of operations,operational procedures, and maintenance training materials).
• Write detailed functional specifications that document the architecture development process.
• Analyze user needs and requirements to plan architecture.
• Plan implementation strategy to ensure that enterprise components can be integrated and aligned. Translate proposed capabilities into technical requirements.
• Document how the implementation of a new system or new interface between systems impacts the current and target environment including but not limited to security posture.

The following are the major duties of the GS-15 Supervisory Contract Specialist.

• Serves as a departmental technical expert and authority on all aspects of procurement and contract actions.
• Manages major and often complex programs such as nationwide Information Technology services which require long-range planning, scheduling, and problem-solving abilities based upon a solid foundation of contracting methods and contract types.

The major duties of the Administrative Officer position include, but are not limited to, the following:

• Supervise a team to ensure administrative services of the business office is successful.
• Responsible for keeping the organization's revenues and spending in balance.
• Oversee the successful formulation, implementation, tracking and close-out of all interagency agreements, contracts, and task agreements.
• Participate on the management team and ensures all administrative services to managers and program staff are implemented.

• Assist the Director and Senior Staff in coordinating, scheduling, and prioritizing meetings, visits, appointments, agendas, and travel requirements.
• Support planning and coordination of Directorate events, seminars, workshops, retreats; provide site coordination, including audio/visual equipment support, hybrid/virtual arrangements, documentation, and meeting announcements and communications.
• Coordinate with other administrative assistants within the Directorate to ensure timely, accurate, and consistent support for the Director and Senior Staff.
• Serve as the Directorate lead for records management. Identify, update, maintain, and catalog records for management systems. Provide retention schedules for records.
• Lead the implementation of administrative management policies. Interpret and provide advice to employees and managers on policies and regulations pertaining to administrative matters, including travel.
