- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Provides overall direction and coordination of Program administrative activities. Develops and implements administrative policies in consultation with the Program’s Management.
- Applies and executes financial, procurement, property, personnel, and administrative policies and systems as they relate to the Program and Divisions.
- Ensures that Science and Technology administrative and program policies are uniformly implemented to achieve objectives.
- Participates in the overall management improvement program of the Agency, Department and OMB, utilizing budgetary controls to improve management whenever and wherever possible.
- Plans, organizes, coordinates, and conducts analytical studies to identify and examine program, administrative, and resource management trends and problem areas.
- Organizes workload to incorporate analysis, interpretation, and dissemination of key information in support of Program officials.
- Consults with all levels of management and other federal agencies. Establishes and maintains liaison with program directors and works closely with their representatives.
- Ensures that administrative processes are efficient and cost-effective and that adequate controls are in place to avoid fraud, waste, and abuse of Government resources.
