Duties include:

• Compiles and verifies data, frequently developing worksheets to improve the accuracy and completeness of information. Responsible for working with numerous, different, and unrelated systems.

• Reviews pending items and ensures that follow-up action is taken on all items pending for excessive periods of time. Traces and resolves discrepancies.
• Reviews and analyzes reports, classifies errors, takes corrective action to balance reports, verifies corrected copy and determines the source of processing deficiencies and recommends corrective procedures.
• Analyzes documents for accuracy and authorization, obligations, and payments.
• Responsible for transactions involving the disbursement and receipt of funds, and shows attention to detail when applying appropriations, object classes, and fund control points, to ensure proper deposits and credits.
• Locates, reviews, and interprets guidance including manuals, directives, handbooks, financial policies, decisions.
• Ensures compliance with technical guidance, federal law, and internal controls.

As a Accounting Technician, GS-07 you will perform the following duties:

• Managing processes for accuracy, compliance with regulations.
• Preparing documents for input into the accounting system.
• Reviewing documents for accuracy, compliance with regulations, and proper approval prior to entering information into the financial system.
• Utilizing multiple databases to ensure transmitted transactions and processes are accomplished timely and accurately.

• Maintains accounts by reviewing documents to verify accounting data as necessary, entering data into the system.
• Prepare reports reflecting the examinations made, discrepancies noted, and the corrective entries required to adjust accounts.
• Reviews and reconciles all third-party payer documents for correct data, on all third-party vouchers for accurate claims number.
• Prepares monthly, quarterly and annual reconciliation and recapitulation of third-party billing to assure that collection, billed data, and the computerized and manual reports are in balance.
• Maintains current documentation and guidelines pertaining to reimbursement activities inappropriate files, binders, etc., and ensures preparation and distribution of copies to all appropriate disciplines.

Work Schedule: Monday - Friday; 7:00 a.m. - 3:30 p.m.; Must be able to work during these hours.

Duties include but are not limited to:

• Responsible for the overall day-to-day operations of the Accounting Section relative to matters of policy, interpretation of regulations and procedures which are of greater than average difficulty.
• Planning, establishing, and maintaining a commercial-type double entry accounting system covering several appropriations, one revolving fund, general post funds, personal funds of patients, research, grants and construction appropriations, the overall budget is over $520,000,000.
• Serves as technical accounting advisor to the Chief Financial Officer and station management; including advising or proper procedures to be followed when procedures have not been disseminated or must be developed locally to meet station needs, is often called upon to attend meetings related to financial matters and inter-service relations.
• As a principal staff member of Fiscal Service, incumbent is a member of VASNHCS committees and attends both formal and informal management meetings.
• Advises VASNHCS on proper accounting procedures to ensure that the data conforms to regulations.
• Performs financial audits, analysis, and evaluations of the financial operations and related procedures as part of the Fiscal Service Quality Assurance System.
• Verifying, analyzing and/or reconciling a very large number of computer generated reports validating General Ledger control accounts to their related subsidiary records maintained in Fiscal, Supply, Voluntary Services, Medical Administration, Research, Prosthetics and Engineering and Facilities Management Services.
• Reviews present computer system and recommends and implements changes and improvements as needed to interface with other computer systems, to meet other services' and supported facilities' needs arid requirements and to improve the overall functions of the Accounting Section.
• Responsible for the complete management of the section, identifying the needs of the section, including but not limited to manpower, equipment, supplies, and space, as well as identify methods to reduce costs in these areas.
• The incumbent may cover during the absence of the Assistant Fiscal Officer.
• Other duties as assigned.

Performs highly complex managerial work administering the daily operations and activities for the Program Review Branch, utilizing the Generally Accepted Government Accounting Standards (GAGAS) or other auditing standards adopted by the Federal Bureau of Prisons.

Manages the activities of staff auditors, ensuring the collection, analysis, interpretation, and documentation of information is sufficient to support audit results through reviewing and approving audit programs, priorities, scope, and methodologies for accomplishment of audit objectives; oversees audit activities to ensure all audit program steps are completed as planned; and monitors performance of audit activities to ensure accuracy of results in conformance with professional auditing standards.

Evaluates the results of audit findings and management responses to recommendations, timing, and extent of follow-up activities; oversees follow-up activities to ascertain if appropriate action is taken on reported audit findings; conducts quality assurance reviews of completed audits to ensure compliance with applicable standards; evaluates quality assurance reviews to identify potential improvements in operations; and identifies staff development needs and prepares and presents training to improve staff performance in conformance with professional auditing standards.

Develops training materials and presents training to internal auditors, field staff, and agency leadership.

Oversee the development of technical data, estimates, statistics, suggestion, and other information useful to higher level managers in determining which goals and objectives to emphasize.

The role is Monday - Friday 8 AM - 5PM, the location is remote and the team is open to out of state candidates but would like their team to be available to be onsite once per quarter. In this role you will be responsible for managing audits, mentoring staff, and managing reporting for all Banner plans and networks. POSITION SUMMARY
This position conducts scheduled audits defined in the annual audit plan, as well as, requested unplanned audits resulting from an internal request or a government investigation. Plans, coordinates and manages audits and third party investigations under the direction of compliance leadership. Conducts coding, billing and other business procedure audits and prepares and presents reports of findings at the direction of compliance leadership. Assists with the development of corrective actions and monitoring activities to mitigate risk and validate ongoing compliance with government regulatory requirements. Conducts internal investigations reported though the compliance/ethics line as applicable, assists the organization’s compliance officers as directed to research and investigate concerns or questions related to compliance or regulatory requirements. Provides support to compliance leadership during government investigations, including document indexing, medical record review, research regarding applicable laws and regulatory requirements, internal policies, procedures/operational processes and maintaining investigation file integrity.

CORE FUNCTIONS
1. Researches regulatory requirements relative to assigned audits and develops audit tools. Conducts audits utilizing defined audit standards, communicates the audit process through a pre-audit conference, identifies areas of potential risk, prepares audit reports, communicates results though an audit exit conference, assists in the development of corrective action plans, monitors effectiveness of corrective action plans, and provides training if indicated.

2. Identifies training opportunities based on audits, designs and presents such education to prevent repeated compliance risks at the direction of the compliance leadership team. Provides compliance/documentation education sessions to physicians and other staff.

3. Coordinates external investigation efforts in conjunction with the Banner Legal Department and Compliance leadership. Maintains investigation integrity by managing investigation files, reviewing applicable laws and regulations, Banner internal policies and relative operational processes.

4. Assists the organization's compliance leadership, as directed, to research and investigate complaints, concerns or questions relative to compliance issues. Investigates and follows up on reported issues as directed.

5. Maintains awareness of laws and regulations and conducts research as needed to identify applicable laws, regulations and practices to maintain compliance. Reviews related policies and procedures and literature. Communicates applicable compliance issues to the compliance officers and assists in the distribution of training of such changes.

6. Assumes additional responsibilities to assist and support the organization's compliance program often dealing with complex and unique situations and problems.

7. Performs job functions on a system-wide basis. Internal and external customers include, but are not limited to, executives and managers, compliance committees, physicians and clinical staff. Must maintain relevant professional licensure/certification.



MINIMUM QUALIFICATIONS

Requires knowledge typically gained with completion of a bachelor's degree in business, nursing, internal audit or related field.

Requires skills and abilities normally acquired with two to three years of payer, clinical or healthcare operations experience and/or three to five years of experience in medical coding or audit experience within a complex care or payer environment. Must be able to understand, apply and interpret complex rules and regulatory requirements in a variety of payer or provider settings and relevant healthcare-related government regulations, including Medicare and Medicaid.

Requires clinical or payer knowledge, critical and analytical thinking skills to conduct compliance audits and draft reports. Written and verbal communication skills required. Computer skills in word processing and spreadsheets required. Ability to organize workload, manage multiple projects, and maintain confidentiality of all work information.

PREFERRED QUALIFICATIONS

Relevant certification based on assigned area of focus. Experience in Payer or Healthcare operations, regulatory requirements, legal, revenue cycle, coding registered nurse (RN) or audit standards preferred as relevant to the position.

Additional related education and/or experience preferred.
