Senior Building Control Officer based in Bury, £21.98ph PAYE - Reference: 0009 7CAE / 1

To ensure that all building works are carried out in accordance with Building Regulations, Public Health and Local Acts and that public and private buildings are in the condition required by legislation to protect the health and safety of the public (within the limits of the experience of the postholder).

1. Ensure all new building works comply with Building Regulations and current legislation within the context of the Client's constraints through the provision of advice to developers and contractors.

2. Liaise with relevant organisations and bodies relating to submissions received, carry out on-site meetings and inspections, make necessary recommendations and issue completion statements as appropriate.

3. Maintain and update computerised records in respect of all inspections carried out relating to building regulations.

4. Investigate complaints from members of the public, elected members and other members of staff relating to building works and provide advice on building issues which fall outside the scope of building regulations. All transactions will be carried out in line with the Authority’s Customer Care policy.

5. Respond to emergency situations relating to dangerous structures, make safe through the removal of dangerous conditions, obtain tenders for and supervise works of a remedial nature, serve relevant legal notices and represent the Authority at the Magistrates Court as appropriate. Responsibility for the monitoring of the condition of dangerous buildings.

6. Respond to other Departments and give appropriate advice to ensure compliance with registration and licensing conditions in respect of the uses to which land and buildings are put, including structures of a temporary nature and ensure safety standards are adhered to.

7. Check the siting of buildings as requested by the Development Control Section and supervise duties in relation to land charge searches and the naming and numbering of streets within new residential developments.

8. Investigate complaints regarding non compliance with Building Regulations, enforce compliance by the provision of advice, through negotiation or prosecution and represent the Authority in Court as necessary.

9. Prepare reports as required by the Chief Planning Officer or Building Control Section and make recommendations in line with Delegated Powers for action at the relevant Committee meeting.

This is working full time hours on temporary contract.

An exciting opportunity has arisen in the Trading Standards Team for a full time, (Senior) Trading Standards Officer . The ideal candidate will have experience of working within a Trading Standards team, be adaptable, creative and have experience and understanding in dealing with food standards, product safety, fair trading, weights and measures and a good understanding of enforcement, including the preparation of prosecution reports.

As part of the wider Public Protection Team, you will have the opportunity to work alongside colleagues who carry out a wide range of statutory functions, including Neighbourhoods Enforcement, Private Sector Rented Housing, Licensing and Commercial and there will be opportunities to work collaboratively across the teams when necessary.

About the role

We are looking to recruit a passionate and committed Senior Family Practitioner to join our newly established ‘Keeping Families Together’ team within Bury Children's Social Care and Family Help service. Keeping Families Together is a new initiative which focusses on providing short term (between 6 and 12 weeks) intensive support to children, young people and families who are identified as experiencing multiple and complex issues. This is an exciting time to join our new service as we look for a passionate individual who will strive to deliver positive outcomes that make a real difference to our children, young people and families.

The senior practitioner will hold a small case load and will support other members of the team to work with more complex families, in addition to supervising the Youth Engagement Practitioners.

The team will support families where there are children / young people who are identified as;

• likely to require accommodating / looking after by the local authority unless intensive support is provided.

• Or, living with connected carers, and the arrangement is fragile and would result in a child having to be cared for by the local authority without intensive support.

• Or, requiring intensive support during a plan of reunification

• Or, being in acute distress and there is a risk of family breakdown without immediate support.

The team will work with children and young people between the ages of 8 and 18, along with their families providing time limited periods of intervention. They will use a variety of approaches to assist in rebuilding relationships and supporting children and young people to remain safely in the care of their family and promoting long-term sustainable change. The practice model is trauma informed and building relationships with, and within families will be central to the delivery and success of the keeping families together team. The team will engage with the family’s wider support networks to build resilience and strength within the family unit and support them to develop their own plans detailing how problems and difficulties can be managed without the need for professional intervention.

The core team will be required to work flexibly, and work around the family to address the areas of need identified, developing and delivering bespoke intervention work that will be delivered in a planned way. Members of staff will work their core hours (37 hours) flexibly between 7am and 8pm Monday to Friday depending on a family’s needs. Staff will also be expected to work a Saturday between the hours of 9am and 5pm on a rota basis, however, would have a day off during the week to compensate, and receive an enhanced weekend payment.

The service is borough wide but will be based at 3 Knowsley Place / Elizabethan Suite in Bury.

Normal hours of work are 37 hours per week based around the usual business working week. Dependent on service requirements, you may be required to work on a rota basis.

Executive Support Officer

Working within the Corporate Core this will be a key role in supporting the Leader of the Council and the Cabinet working across the organisation and partners locally, regionally and nationally. The role will provide strategic advice to the Leader and Cabinet on current issues and other matters impacting on Council policies. It will also support the Leader in his lead role in the Greater Manchester Combined Authority (GMCA).

Key responsibilities

• Working with the Leader and Cabinet in support of the development of policies and strategies.
• Deliver accurate and timely advice to the Leader on current issues including advice on local and national policy proposals affecting the people of Bury and the social and economic wellbeing of the Borough, ensuring there are links with Cabinet Member portfolios and members of the Executive Team.
• To research, prepare briefing papers, develop policy proposals and prepare responses on a wide range of issues for the Leader of the Council and the Cabinet. This to include reading and analysing agenda papers, minutes and reports to identify issues of interest and to prepare briefings for the Leader.
• To co-ordinate responses to Council questions.
• To work in conjunction with corporate policy colleagues to drive and contribute to corporate strategy and to ensure this planning activity is aligned to member discussions and decision making.
• Take responsibility for effective liaison between the Leader and the Chief Executive, as well as other members of the Cabinet and the Executive Team, to ensure smooth operation of policy development and Executive responsibility.
• Working closely with the Communications Team to convey the priorities of the Council so that these are understood both internally and externally.
• To attend Cabinet, Council, Committee and other meetings to identify areas of research and to assist the Leader when attending these meetings.
• To support the Leader in his lead role on the GMCA, supporting the specific portfolio of responsibilities.

Key Requirements

To succeed in this role you will need as a minimum:

• Experience of working within a political environment providing balanced advice, inspiring trust and confidence on strategic and operational matters.
• Experience of working with, advising and influencing councillors, officers and other stakeholders, developing positive working relationships that generate confidence, respect, credibility and trust.
• Excellent organisational and planning skills with proven ability to manage projects and programmes, whilst meeting quality and time considerations.
• A proven ability to undertake policy research, development and implementation within a local authority or similar setting.
• The ability to take issues from a local, regional and national level and translating those into guidance, policy and projects that will achieve the right outcomes for Bury.
• Proven analytical and problem solving capabilities.
