This position as a Biologist, GS-0401-11/12, with the Colorado Ecological Services Field Office will serve as the office's lead technical expert on environmental contaminants and pesticides as they relate to effect of wildlife, fish, plants and their habitats. Duties will include but are not limited to the following:

• Plans, investigates, conducts, and reviews on-site ecological investigations on a wide variety of the most complex and diverse actual or suspected contaminant sites to determine their effects on fish and wildlife resources and their habitats, with special emphasis on rare, candidate, proposed, and federally listed threatened and endangered species, and aquatic systems, including wetlands and other habitats of concern.
• Prepares objective and complete written reports and other documents and delivers oral presentations to Service, professional, and public groups as to investigations conducted, and results of such investigations with regard to impacts of environmental contaminants on fish and wildlife resources.
• Serves as field office technical expert on environmental contaminants and pesticides as they relate to effects on fish and wildlife resources for assigned area of duty. Negotiates with project proponents and Federal/state agencies concerning measures, standards, and procedures to protect, restore, and enhance fish and wildlife resources adversely affected by contaminated sites and discharge permits.
• Provides technical assistance to other Service project leaders relative to environmental contaminant related issues and opportunities, and provides guidance on proper implementation of policies, procedures, standards, and guidelines. Reviews existing, new, and proposed regulations, legislation, and statutes pertaining to environmental contaminants and fish and wildlife resources. Recommends appropriate procedures for implementing provisions of these mandates and establishes key contacts with other agencies.
• Plans, investigates, conducts, and reviews on-site ecological investigations on a wide variety of the most complex and diverse Federal land and water resource development proposals to determine their effects on fish and wildlife resources, with special emphasis on rare, candidate, proposed, federally listed threatened and endangered species habitat, riparian habitat, wetland ecology and management, and other habitats of concern in the affected area.

As a Project Management Specialist your duties will include but are not limited to the following:

• Develops and implements detailed project plans to improve the organization's financial assistance processes and policies, including defining objectives, resources, and deliverables.

Arizona Fish and Wildlife Conservation Office is part of a network of field stations located throughout the nation that works to conserve fish and aquatic resources. Over 300 biologists from the Arctic Circle to the Florida Keys monitor and control invasive species ; protect imperiled species; evaluate native fish stocks and their habitats; and work with our partners to solve problems. Since 1956, the Arizona Fish and Wildlife Conservation Office has worked throughout the state and beyond on projects to monitor and conserve native fish species and aquatic habitats in the American Southwest. The Parker office, which is co-located with the Bill Williams National Wildlife Refuge, work on conservation efforts on the Lower Colorado River with an emphasis on Razorback Sucker and Bonytail Chub and conduct water quality monitoring on important fish habitat in Arizona.

AZFWCO'S mission is to "work with others to conserve, protect, and enhance fish and other aquatic organisms and their habitats in Arizona." Our daily activities are driven by 3 primary focus areas or goals and include Aquatic Species Conservation and Management, Aquatic Habitat Conservation and Management, and Cooperation with Native American Tribes. AZFWCO is the U.S. Fish and Wildlife Service's lead station for recovery of threatened and endangered fish including Apache trout and Little Colorado spinedace, and also works with loach minnow, Gila topminnow, and the "big river" fish such as razorback sucker, humpback chub, and bonytail that inhabit the Colorado River.Key duties for this position are:

• Assist with the development and review of comprehensive fish management plans and coordinates with other fish programs that effect biological resources including, but not limited to: fish culture, fish management assistance, sampling of aquatic species, assessing fish populations, and recommending habitat restoration/management.
• Analyze and review biological implications of environmental assessments or comprehensive resource planning reports to evaluate environmental consequences of proposed actions on Federal projects.
• Utilize standard analytical techniques to design studies and interpret results for aquatic evaluations and evaluations of ecological interactions for wild fish populations.
• Leads and supervises employees on multi-day, fish sampling and data collection at remote field sites.

As a Program Support Specialist your duties will include but are not limited to the following:

• Provides HR policy guidance to management and staff which encompasses, hiring process, organizational charts process, time and attendance polices.
• Utilizes qualitative and quantitative analytical techniques to conduct reviews of current administrative operations, analyze workload, workflow, manpower distribution, and productivity data for presentation as well as identifying issues in these areas.
• Frequently utilizes a variety of databases to analyze data, edit, create, and update HR information.
• Works closely with the Budget department and/or Management to determine the fiscal implications of upcoming or pending personnel actions.

As a Land Management Law Enforcement Officer your duties will include but are not limited to the following:

• Serves as a commissioned law enforcement officer performing law enforcement duties that have been enacted to insure the protection and safe use of National Wildlife Refuge System resources.
• Familiarizes other law enforcement personnel with Federal and state laws governing management of natural resources and maintains liaisons, exchanges information, and coordinates ongoing law enforcement activities.
• In direct coordination with the Patrol Captain, provides liaison and coordinates prosecution of cases with the state and local courts.
• Coordinates activities with the Patrol Captain on all multi-jurisdictional law enforcement operations and investigations with other Federal, state, and local agencies, including all civil and criminal case investigations.
• Provides assistance to local law enforcement agencies, including occasional emergency assistance.

As a Social Scientist your duties will include but are not limited to the following:

• Provides leadership and expert advice on conservation social science in addressing the human dimensions of wildlife and other natural resource conservation.
• Brings innovative social science approaches and supports the development of strategies and activities aimed at achieving improved conservation outcomes for regional, Program, and Service priorities.
• Represents program in agency-wide strategic planning for mainstreaming social science in conservation planning, implementation and evaluation as standard practice in the Service.

As a Biological Science Technician your duties will include, but are not limited to, the following:

• Participating in multi-faceted wildlife studies, including carrying out a variety of research and survey methods, analyzing established data, and monitoring environmental elements related to conservation, management, and/or control of wildlife.
• Surveying and observing avian populations, looking for abundance, behavior, habitat, sex and age structure, and seasonal movements.

As a Wildlife Refuge Manager your duties will include but are not limited to the following:

• Plans, manage, evaluate and carries out the biological program at the assigned refuge. Oversees, reviews, and approves conservation projects; prepares proposals for development projects (to include timeframes and costs) and submits proposals for review/approval during annual budget cycle.
• Remains abreast of current and everchanging natural resources laws, rules and regulations that affect the National Wildlife Refuge System.
• Develops long-range plans, annual work plans, budgets and work schedules. Implements short, medium, and long-range operation plans based on existing or approved plans, and coordinates work schedules for equipment and resources with other Refuges/WMDs within the Complex.
• Supervises a small team of professional, technical, analytical, administrative support staff, and blue collar workers (permanent and seasonal staff), setting a team attitude of adhering to high professional standards and completion of accurate, high quality work. Overall direct supervisory responsibilities include, but are not limited to, planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work; assigning work to subordinates; evaluating work performance of subordinates; providing advisory, counsel, or instruction to employees on a variety of matters; interviews candidates for positions in the unit.

As a Biological Science Technician (Fish) your duties will include but are not limited to the following:

• Work individually or as part of a team in all aspects of the daily care and production of fish eggs, fry, fingerling and adult brood stock at a large cold water fish production facility.
• Perform assignments and general maintenance required for the upkeep of a fish hatchery including use of simple hand tools and power equipment (mowers, trimmers, hammers, saws) and other tools for minor repairs on hatchery facilities, equipment, and grounds.
• Operate fish distribution tanker units up to 66,000 pounds GVWR.
• Compile and summarize biological and water quality data for analysis as part of monthly sampling procedures.
• Support outreach activities including providing basic information to the public and partners about the fish hatchery and its programs.

As a Realty Officer your duties will include but are not limited to the following:

• Participates with the National Wildlife Refuge System (NWRS) leadership team in interpreting and implementing legislation and legal decisions and assessing their impact on NWRS Realty program.
• Reviews, formulates, and influences the establishment of plans, programs, and procedures of national scope.
• Develops position papers, prepares reports, presents briefings, and reviews and edits summaries of plans and accomplishments for the Directorate.
• Provides information at meetings and conferences at the State, Regional, and National level.
• Serves as a real estate expert consultant to the NWRS leadership team and Directorate and immediate staff by directing and coordinating overall operations of the total Realty function necessary to accomplish National goals and objectives.

As a SUPERVISORY FISH & WILDLIFE BIOLOGIST your duties will include but are not limited to the following:

• Plans and conducts status surveys for both listed and candidate species, in cooperation with other Federal and state agency personnel, private organization representatives, and contractors; negotiates agreements for status surveys with prospective contractors and personnel of cooperating agencies.
• Reviews rules, regulations, legislation and statutes pertaining to rare, candidate, proposed, threatened, and endangered fish, wildlife, and plant resources. Recommends appropriate procedures for implementing provisions of these mandates and establishes key contacts with other agencies, organizations, and the public.
