Responsibilities:

• To provide planning of needed resources, materials, personnel and contracts, scope preparation, and schedule integration on mechanical scope for turnaround.
• Assist in scope gathering, scope optimization using available database.
• Conduct regular site visits and prepare detailed work packages.
• Work closely with other supporting functions to develop the work plan. Liaise with contractors and/or external vendors to determine their work scopes.
• To participate in the execution of the Project/Turnaround while ensuring compliance on HSE, quality and duration.
• Monitor and control work execution based on the approved plan.
• Close-out all document upon project completion.

Requirements:

• Minimum Diploma in Mechanical Engineering or equivalent.
• Minimum 5 years’ experience in Oil/Refinery/Chemical plants, mainly in mechanical works.
• Experience in process plant shutdown maintenance works.
• Know-how in plant maintenance processes and equipment maintenance activities.
• Ability to understand engineering and technical drawings and documentation.
• Able to work independently with minimum guidance.
• Good communication and interpersonal skills.
• Knowledge in Primavera will be added advantage.

Roles and Responsibilities

• Responsible to ensure compliance to HSSE standards and requirements in a process plant.
• Perform field observations of contractor worker productivity on site by collecting productivity measurements data throughout the whole day until completion of work via Activity Analysis or other similar productivity measurement method. This observation to be done across maintenance, turnaround, and project construction.
• Accountable for ensuring sampling occurs on regular frequency to ensure holistic representative of the data at site and ensure that the observations size is large enough for the population of the work disciplines performed.
• Carry out site checks across functions to ensure that the data are verified and accuracy of data.
• Carry out check against contractor productivity measurement data to ensure consistency and validity of data compare to internal observation.
• Compiles and distributes daily and monthly reports to stakeholders. Analyse the data gathered from the observations and identify and highlight root cause of low productivity, blockers, and area of improvement.
• Propose and work with relevant stakeholders to remove obstacles that is causing inefficiencies at site to ensure Productivity is improved at site.
• Drive & promotes continuous improvement to achieve Productivity and Cost Competitiveness in all activities.
• Support any training/coaching on Activity Analysis for new observers.
• Carry out any other related duties as & when required.

Requirements

• Diploma or NITEC
• Minimum of 3-5 years of work experience in the oil or petrochemical industry in area of productivity and continuous improvement or site work.

The Supply Chain Commercial Specialist will develop sourcing strategies and tactics based on a deep understanding of the current situation of the business, the business strategy and drivers, the local supplier market and global strategies. To manage and lead the execution of the complete Category Management & Contracting Process (CMCP) including Contract Strategy, Tactics and Contract Management activities in the area of third-party services, e.g., catalyst handling/recovery, toxic waste management, and support other key services contracts in engineering, maintenances and services (EMS), Turnarounds (TA).

Roles

• Designing and improving with business partners the assigned supply chains, starting with inhouse/outsource choices and (re)designs, the contracting strategy and commercial tactics and post award contract management.
• Building and maintaining strong network in the market, being fully aware of supplier developments and opportunities coming up in the market.
• Applying the CMCP process and Contracting & Procurement (CP) operations practices while focusing on contribution to the business drivers and not compromising on compliance for Health Safety Security & Environment and Social Performance, Ethics & Compliance, Code of Conduct, Laws and regulations.
• Understanding the changes in the business, business drivers and external environment and triggering adjustment of supply chain end to end processes, category strategies and contracts.
• Managing relationships across the end-to-end supply chain for the assigned categories and ensuring that stakeholders understand the intent of the contract and work together to achieve the desired business outcomes.
• Determining the right remuneration model (e.g., output-based contract) to encourage the right behaviors and expectations from suppliers to optimize alignment of supply chain and asset delivery.

• Implement TA scheduling premise document for TA scheduling system/tool.
• Custodian of TA Event Milestone Schedule (MMS), capturing key calendar dates/milestones covering every phase of TA process.
• Custodian of TA Event Execution Schedule (MES), integrating all work tasks, work packages, support plans, Operation plans and activities for TA events.
• Ensure that all phases of TA are updated timely and accurately for review at every formal strategy, steering & planning meetings.
• Ensure that all sub-milestone schedules utilized by TA teams, Operations, Maintenance, Engineering, Projects, Construction, Contractors, Specialist, services providers deployed and pre/post-TA preparation works are synchronized at all times.
• Ensure accuracy and high quality of MES through sound network of activity logic/dependencies, resource loading, simultaneous operation (SimOps) constrains and congestions due to other works.
• Provide assurance for Capital Projects that are to be executed during TA are properly constructed and integrated into the TA Master Schedule.
• Ensure review and buy-in of the integrated TA Master Schedule with key stakeholders and contractors.
• Ensure schedule backups are made at reasonable intervals for network insurance & traceability purposes.

• Develop in-dept familiarity with TA Work Processes, and Recommended Practices.
• Participate in TA Contracting Management activities including prepare bid packages, contracting strategy formulation, assembling acceptable bidders, technical/commercial bid evaluation and contractor management.
• Drive schedule reviews for critical operations and maintenance tasks.
• Coordinate risk assessments and mitigation implementation for high risk activities.
• Support MOC process for TA activities, including necessary temporary facilities, as required.
• Act as Focal point in TA plan-the-plan (Navitrack) tracking.

• Responsible for TA related RE scopes which includes but not limited to TA Planning, Preparation works, Pre TA works, Job Execution during TA, Post TA works, related documentations etc. with highest safety and quality standards.
• Collection of RE scopes from various disciplines like Operation, Routine Maintenance (RM), Engineering etc.
• Evaluate the scope of work and perform scope optimization/scope challenge and identify the scope of work that can be done in OTR or can be done by Projects (Like MOC Etc.).
• Provide Cost Estimation for all the RE scope. Work closely with Cost Engineer on RE budget Management. Provide cost saving initiatives for cost optimization.
• Prepare work pack for all RE scope which includes but not limited to Equipment cross sectional drawings, PEF’s, GA Drawings, BOM, Spare parts lists, Special tools list, Equipment pictures, Lifting plans, Method statement, Detail Planning, Check list, ITP Etc.
• Based on Equipment’s identify the long lead/short lead spare parts.
• Prepare detail work scope for TA Execution Contractor Tender package.
• Prepare detail planning for all the RE scopes and submit to Master Scheduler.
• Responsible for all TA related documentation work.
• Prepare Method statements, lifting plans, Permit requirements, Confined space Entry / Working at height requirements etc. and review and get it approved with respective Engineers
• Participate in TAR (Turnaround Review Meeting) with External auditor
• Prepare what if scenario plans and discuss with Block Leads, TA Manager, Cost Engineer, REE to manage last minute equipment surprises.
• Work closely with OEM specialist/Engineering/Internal discipline Engineers/Contractor partners/CP/Cost Engineer/Logistic Engineer/Schedulers for safe and smooth TA completion.
• Work closely with Logistic Engineer on RE related logistic requirements like Mobile Cranes, Forklifts, Lorry, Tentage requirements for safe and smooth job execution
• Work as an Execution Engineer during TA and ensure the safety of all team members and ensure job is executed with highest safety standards to ensure GOAL ZERO.
• Work closely with REE on entire TA works and ensure all the Hold Point (QC Check) are verified, witnessed by Execution Engineer/OEM/REE/RESPECTIVE ENGINEER for Flawless Execution.
• Manage discover jobs during TA and ensure all discovery jobs completed on time with high safety and quality standards
• Perform PSSR during start up and work closely with REE and respective Engineers on plant start up
• Upon completion of TA, prepare Post TA activities like closure of all PO , Equipment refurbishment requirements , Post TA spare parts purchase requirements , RE Budget closure , Returning all spare parts and special tools to warehouse with proper documentation.

The Cost Engineer develops project budgets and cost estimates for all phases of a project in the oil/refinery/process industry. Responsible for controlling, forecasting and reporting project costs. Experience in projects and plant turnaround works in the oil/refinery/process industry.

Responsibilities

1. Responsible for the practical application of Cost/Finance Standards including Work Processes, Estimating and Budgeting Practices and Cost Control Practices
2. Implements cost management and reporting processes for project execution plan.
3. Responsible for setup of project WBS in the cost forecasting tool, with proper tracking through purchase orders.
4. Responsible for preparation of project budgets.
5. Integrate scope growth, addendum and variation into the project forecasts.
6. Develop composite rates for project cost estimates.
7. Validate all supplier and contractor invoices, ensure proper approval for payments.
8. Closing of each project WBS to meet financial requirements including closing of Purchase Orders.
9. Set up vendor files, rates, and contract terms and conditions.
10. Gather all committed cost data into project cost forecasts.
11. Analyzes all costs, highlights concern and communicate all exceptions to stakeholders.
12. Responsible to track planned vs actual spent against estimate during project execution.

Requirements

1. Bachelor’s Degree of any Engineering Discipline.
