As a key agency leader within the Greenhouse Gas (GHG) Program of the Special Programs Office, the Lead Physical Scientist engages with internal and external stakeholders (e.g., data producers, measurement tool & model users, national and international research-based standards and best practice developing organizations, and policymakers who set and monitor emissions mitigation targets) to set program priorities that accelerates measurement science research, strengthen programs, improve operations, and deliver results to achieve intended outcomes. Key responsibilities are to work with the GHG Program team to:

• Assess the current landscape of GHG measurement methods and practices and those related to advancing measurement and modeling practices for emissions quantification,
• Assess the current state of GHG measurement needs of the private sector, Local, and State Governments,
• Identify and assess research areas and capabilities in the NIST Laboratories that advance measurement and standards capabilities for GHG emissions quantification,
• Develop, evaluate, and enable implementation of a strategic GHG measurements research program plan, priorities, roadmaps, and action plans for organizational excellence, integrity, perseverance, and inclusivity,
• Lead and manage designated projects and/or teams supporting the greenhouse gas measurements program,
• Curate/deliver quality assured GHG emission fluxes,
• Facilitate development and adoption of research-based best practice guidance and documentary standards,
• Respond to NIST GHG emissions measurement science initiatives and mandates as requested,
• Serve as a trusted advisor and forward-thinking leader on GHG measurement science and emissions quantification to senior managers across NIST.

NIST's Standards Coordination Office (SCO) promotes U.S. innovation and industrial competitiveness by advancing the
development, adoption, and use of national and international standards essential for national and economic security. SCO's Strategic
Standards Information Services (SSIS) Program provides analysis of trends and dissemination of news and alerts tailored to the strategic
needs of stakeholder networks. The employee supports the SSIS Program by collaborating with federal agencies and external
stakeholders to design, implement, and improve databases that support agency needs. The employee provides expert analysis of
standards-related information and generates detailed reports that inform federal participation in standardization. The employee
facilitates a dynamic process for capturing emerging standards information ensures the timely publication of SSIS newsletters, supports
the SSIS database, and tracks work items from standards development organizations.

Major duties include:

• Use coding techniques (manual or software-assisted) to categorize and identify patterns, themes, and insights within qualitative data.
• Translate findings into clear insights and present them to stakeholders in accessible formats (reports, presentations, newsletters).
• Stay updated on the latest qualitative analysis techniques, tools, and technologies to continuously improve data analysis processes.

The mission of the Applied Physics Division is to advance measurement science and technology in areas of critical importance to national priority needs, such as, advanced manufacturing, national security, quantum communications, strategic computing, and quantitative imaging!

As the new Physicist on our team you will:

• Research and develop scanning probe microscopy (SPM) measurement techniques for the characterization of defects in GaN and related semiconductors.
• Integrate conventional deep level optical spectroscopy (DLOS) with a scanning probe platform for local microscopy and microanalysis of surfaces and subsurface interfaces.
• Utilize this new DLOS-SPM platform to characterize electrical test structures including GaN nanostructures with controlled defects, as well as trapped charge carriers in device structures.
• Develop and optimize analyses and/or models of local scanning probe measurements in order to interpret data and extract defect modeling parameters such as concentration and energy level.
• Communicate and collaborate with team members, other NIST teams, and external teams.
• Present and publish nonproprietary results as appropriate.

NIST's Physical Measurement Laboratory (PML) sets the definitive U.S. standards for nearly every kind of measurement employed in commerce and research, sometimes across more than 20 orders of magnitude. This position is in PML's Device Fabrication Group, whose mission is to make novel sensors and readout circuitry, along with developing new processes and techniques. If hired as an Electronics Engineer for the Device Fabrication Group, you will:

• Design, fabricate and test high-performance superconducting integrated circuits and superconducting sensors operated at millikelvin temperatures
• Develop processes for the microfabrication of novel superconducting devices

The Materials Science and Engineering Division performs leading-edge measurement science research, working closely with our stakeholders to impact a broad range of science and technology areas. Our core areas of competence are grounded in the discipline of materials science and engineering (structure-property-processing relationships) with specific focus on metallurgy, polymer science, and functional materials. This expertise has expanded in recent years to include nanoscale materials (2D materials), complex fluids (colloids, emulsions), advanced devices (electronic, magnetic, energy), and advanced manufacturing (additive, biomanufacturing).

In this position, you will:

• Conduct a detailed uncertainty analysis of the custom absolute magnetometer by
  using experimental design principles to quantify the sources of error in the instrument and their magnitude
• Modify the custom absolute magnetometer to minimize the largest sources of error
• Utilize the optimized absolute magnetometer to "certify" the values of the magnetic
  moment/susceptibility of two magnetic Standard Reference Materials

In this position, you will:

• Develop and execute loan and grant management strategies and provide guidance to ensure the compliance and success of transactions in semiconductor manufacturing.
• Develop recommendations on risk, financial metrics, transaction terms, and funding requests.
• Use experience and knowledge of portfolio management, federal credit, and direct funding to support CPO and collaborate with stakeholders including funding recipients, the leadership of CPO, NIST, the Department of Commerce, and other federal agencies, as well as state and local officials.

In this position, you will:

• Develops optical and electrical particle characterization methods and applies those methods to reference materials of interest to the biopharmaceutical community, and oversees operation of an X-Ray Photoelectron Spectroscopy (XPS) laboratory to provide surface characterization capabilities to researchers from multiple NIST divisions.
• Conducts reference material method development and operations of XPS laboratory with minimal management supervision.
• Scope of XPS tasks include development and maintenance of instrument capabilities, training of and guidance to users, monitoring instrument performance, initiating necessary corrective actions, promoting safe operations, and communicating instrument issues with users, thereby ensuring continued quality and availability of XPS instrument to NIST user group.

The Transaction Risk Principal is responsible for conducting detailed transaction-level risk reviews of CHIPS grant, loan, and loan guarantee applications, ensuring CPO transactions align with program objectives and established risk policies and procedures. The Transaction Risk Principal works closely with the Transaction Risk Director, Chief Risk Officer, and the CHIPS Investments and Strategy teams to evaluate and structure transactions by providing independent risk analysis, conduct comprehensive risk assessments, and assign risk ratings. Specifically, this includes:
- Conducting independent credit and risk analysis of deal structures, project sponsors, and investors.
- Contributing to the development of strategies to reduce or mitigate risks in transactions and realize improved outcomes.
- Risk rating transactions according to established guidelines and scorecards.
- Applying final risk parameters for inclusion in credit subsidy models.
- Developing risk assessments and reports of individual transactions for presentation to CPO leadership and governance committees.

You will lead both technical and financial analyses, engage with industry executives, and contribute to strategic decision-making and policy development to support the program's objectives.

In this position, you will:

• Plan, manage, and execute due diligence, evaluation, structuring, negotiation, and execution of CHIPS grants and loans as part of Investment Office deal teams.
• Lead qualitative and quantitative technical analysis, including financial modeling, to assess CHIPS program applications.
• Develop work plans for application assessments and regularly brief CHIPS Program Office leadership on progress.

As an Investment Director within the CHIPS Program Office's Investment Office, you will be responsible for overseeing the evaluation, structuring, and execution of grant and loan activities. This includes leading cross-functional teams, providing expert financial guidance, and ensuring successful engagement with applicants and stakeholders to meet program objectives.

In this position, you will:

• Lead the execution of due diligence and evaluation processes for grant and loan applications, ensuring thorough analysis and strategic decision-making in alignment with the CHIPS Program Office's goals.
• Serve as the key coordinator of cross-functional transaction teams, bringing together internal and external resources to ensure integrated and comprehensive evaluations of grant/loan applications.
• Provide expert guidance in the design and implementation of financial modeling, risk assessment, and structuring strategies to enhance the grant/loan decision-making process.
• Engage with applicants and stakeholders throughout the grant/loan lifecycle to foster strong applications, negotiate terms, and secure favorable outcomes.
