The Director of Communications ensures consistent development and delivery of corporate legacy and memorialization initiatives in NCA. He/she provides guidance, executive oversight, and first level leadership over the offices of Public Affairs and Outreach and Digital Services teams within NCA. He/she is an integral part of NCA's leadership team and works closely with senior leaders to formulate, direct, and oversee the management of NCA overall public communications. The duties of this position play a critical role in informing NCA staff, Veterans, stakeholders, and the public of the valuable memorial benefits administered by NCA earned by Veterans and Service Members.

The incumbent coordinates the policies, plans, and operational approaches designed to most effectively carry out all aspects NCA communications programs with other organizational elements outside the Department of Veterans Affairs. Performs a variety of tasks, such as operating small tractors and riding lawn mowers; transplanting shrubs; digging graves to the proper level; cutting and removing sod, tamping and leveling dirt using hand and power tools; digging and squaring graves using pneumatic equipment, picks and shovels; assisting in lifting and placing caskets on lowering devices; loading and unloading materials; aligning headstones; cleaning and clearing cemetery grounds of debris using power trimmers, chainsaws, axes, shovels, rakes, blowers, vacuums etc.; weeding, mulching, and applying fertilizer; pruning shrubs and low level dead branches; removing snow and ice; cleaning headstones using sprayer and hand brush; and cleaning service and administrative areas.

The incumbent serves as the Lead Personnel Security Specialist in the NCA Human Resources Center and is responsible for leading the day-to-day activities and providing technical oversight of the personnel security program for all NCA employees to include all Personal Identity Verification (PIV) and e-App requirements. Develops and implements Department of Veterans Affairs (DVA), and National Cemetery Administration (NCA) policies and procedures for the nationwide personnel security program. This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles.

• Assigned responsibility for trouble and high priority cases requiring higher level of sensitivity and knowledge of specific requirements as it pertains to eligibility for burial and scheduling of interments. Has the responsibility and provides front line support to 53 PS within the scheduling division and acts as the Subject Matter Expert (SME) for all issues concerning call handling procedures, burial eligibility, scheduling activities, and customer service.
• Provides real-time training to new and existing employees and serves as a mentor to and performs quality case reviews for developmental purposes for Program Specialists who have not yet attained full performance level, including research methodology employed, the accurate recording of all relevant data, the interpretation of rules, guidelines, regulations and laws. Sets priorities to accomplish their work in a timely manner and often sets priorities for other employees as established by the supervisor.
• Serves as a mentor to new employees and provides support and feedback, Responsible for performing in-depth case reviews on all new employee cases during the first 90-day probationary period and verifies that each scheduled interment adheres to established policies, procedures and guidelines of the respective national cemetery. Makes necessary corrections and provides detailed feedback to the employee and supervisors. Monitors the performance of new employees, ensuring that they meet minimum standards.
• Interacts extensively with both internal and external stakeholders, demanding tact, and patience, particularly in situations where individuals are experiencing emotional distress. They skillfully obtain vital information and schedule interment services in strict adherence to established policies and directives.
• Answer incoming calls during peak call volume periods as needed or as instructed by supervisor. The incumbent is responsible for monitoring call volumes and wait times and determining if additional phone support is needed and the duration support may be required. Work with the supervisors and keep them informed of call volumes or extended wait times.
• Maintain and update employee timecards within the VA designated timekeeping system. Incumbent ensures accuracy and timeliness of all leave requests and ensures compliance with established policies, regulations, and leadership directives. Incumbent serves as a backup timekeeper for other teams as required, providing support, and ensuring seamless timekeeping operations.

The incumbent, as a Cemetery Administration Specialist, will monitor committal services for compliance with the National Cemetery Administration (NCA) standards pertaining to the mission to "honor Veterans and their families with final resting places in National Shrines and with lasting tributes that commemorate their service and sacrifices to our Nation."

The incumbent represents the cemetery and the entire NCA at committal services at the National Cemetery, and at outreach events, answering questions and providing information to Veterans regarding memorial benefits. The representative is also versed in providing information to eligible family members of Veterans regarding any memorial benefits they may be eligible to receive. The incumbent of this position performs a wide variety of administrative duties in support of cemetery operations. The specific focus is on working together with the Administrative Officer and/or Cemetery Administrator in planning and administering the cemetery operations. Additional duties include, but are not limited to: Investigation and determination of eligibility for interment activities of the National Cemetery; Performs clerical office automation and typing duties in support of the administration (which requires the use of computer software (i.e. Microsoft Word, Excel, Outlook, Teams, etc.) and interment activities and is responsible for ensuring required reports are completed accurately and timely; Acts as clearing point for problems that arise such as: Congressional or other inquiries on eligibility for burial; continuation of reserved gravesites determination of legality and eligibility of widows, widowers and children of eligible service persons and decedents interred in the cemetery; remarried spouse interment with their first spouse, family members requesting burial with parents, children and siblings; and discrepancies in name, service number, dates of service, rank of organization, etc. Performs other duties as assigned.

This is a temporary appointment not to exceed 12 months. Temporary appointments are non-status, nonpermanent appointments of limited duration for one year or less. Should the need warrant, temporary appointments may be extended without further competition up to a maximum of one additional year (for a total of two years, or 24 months within the preceding three year or 36 months' period). The appointment to a temporary position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.
