Responsibilities and duties are but not limited to the following:
- Assist in planning, coordinating, and implementing all logistical actions required to carry out office space planning, renovations and leasing (above and below prospectus-level) projects.
- Assist the Director, Space and Renovation Services in managing and overseeing all aspects of current, projected, and on-going projects.
- Supervise other Project Managers.
- Conduct portfolio assessment of VA office space in order to identify opportunities for space reduction, adjacencies, consolidation, changes in use, or growth.
- Provide advice to staff and upper management in planning, developing, budgeting, implementing and tracking design.
- Construct renovation programs for VA's office space.
- Prepare all design and construction program correspondence, reports, oral and written presentations.
- Develop the preliminary scope, cost and schedule estimates for each proposed project that results from the portfolio analysis.
- Develop office space requirements with comprehensive needs assessments techniques and analysis for GSA's expiring lease procurements in a timely manner.
- Provide interior office space plan scenarios to design new office space and furniture configurations using AutoCAD or similar programs.
- Translate government office space requirements into Statements of Work, Internal Government Estimates, and perform market research.
- Act as Contract Officer Representative for office space and portfolio planning and programming contracts and furniture contracts.
- Complete special projects that would include conducting space surveys with a report detailing occupancy rates, average square footages and recommendations for more efficient use of the space.
- Lead the development of the most major, politically sensitive and complex project management plans that define the scope, schedule, budget, roles and responsibilities of all team members, including communications, and risk management plans.
- Manage all aspects of the of the project's finances.
- Ensure the latest trends and state of the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management are applied.
- Execute all steps involved in procuring for and overseeing and managing the design, construction and furniture installation. Integrates the furniture, IT/AV, and move activities to ensure the project remains on schedule, on budget and within scope.
- Negotiate and complete interagency occupancy agreements with customers and with GSA in an accurate and timely manner.
- Coordinate project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations.
- Assist the Director with directing, managing and overseeing all complex technical, administrative, and construction projects related to VACO projects.
Work Schedule: 8:00am to 4:30pm Compressed/Flexible: Authorized for Compressed/Flexible work schedule.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Telework would be on an ad hoc basis only, determined by the needs of the service and supervisor approved. Virtual: This is not a virtual position.
