Summary of Intern’s Duties for Position: 

This position is located in the Office of the Executive Director, Bureau of Oceans and International Environmental and Scientific Affairs (OES), Department of State. The Executive Office provides extensive management, administrative, general services, procurement, financial, security, emergency planning, and information technology services to the Bureau of Oceans and International Environmental and Scientific Affairs (OES), the Bureau of Democracy, Human Rights and Labor (DRL), the Office of the Science and Technology Advisor to the Secretary (E/STAS), the Special Envoy Climate Change (SECC) and the Arctic Council (AC).

OES-DRL/EX/IMD is responsible for ensuring that information technology (IT) is used to the maximum extent and in a cost effective manner to accomplish the missions of the Bureau of Oceans , International, and Environmental Scientific Affairs (OES) and the Bureau of Democracy, Human Rights, and Labor (DRL).

• Provides monitoring and compliance tracking for the protection of information assets to business units throughout Foreign Service Institute (FSI) and is a key member of the various information security work groups.
• Directs root cause analysis efforts to determine improvement opportunities when failures occur.
• Conducts and coordinates risk analysis and risk assessments on existing and proposed systems, documents findings, and recommends security safeguards.
• Evaluates custom-built and commercial off-the-shelf (COTS) application software packages for security vulnerabilities, scans systems, analyzes results, and provides results to technical staff and management.

Serves as an expert investigative analyst and is responsible for the initiation and development of major financial and procurement fraud and public corruption investigations.

Conducts complex analysis of bank records, financial statements, various transactions, and a wide range of source data to identify trends and establish patterns of criminal activity, tracing the source, destination and use of funds and linking related entities using a variety of techniques and tools including Microsoft PowerBI, i2 analysts notebook, and licensed data services and platforms.

Perform subject identification, link analysis, intelligence data summarization and draft reports in support of INV investigations.

Develop and provide technical training to INV analysts and investigative personnel. Identifies, plans and presents training on various systems and sources of Department information such as Integrated Logistics Management Systems (ILMS), Global Financial Management System (GFMS), Regional Financial Management Systems (RFMS), Global Business Intelligence (GBI) and Consular Consolidated Database (CCD).

Serves as the primary liaison to the Department of Treasury, Financial Crimes Enforcement Network (FinCEN). Conducts research and analysis of FinCEN requests for assistance to identify potential cases for referral.

The Office of Personnel Security and Suitability is responsible for determining the initial and continuing eligibility of DOS personnel for access to classified National Security Information and Sensitive but Unclassified (SBU) information and access to intelligence information, including Sensitive Compartmented Information (SCI) and sources and methods, and suitability for Federal employment.

The person selected for the Office Director DS/SI/PSS position manages a workforce responsible for determining the initial and continuing eligibility of DOS personnel (including direct hire and contractor personnel being deployed to high threat overseas locations) for access to classified National Security Information and Sensitive but Unclassified (SBU) information and access to intelligence information, including Sensitive Compartmented Information (SCI) and sources and methods, and suitability for Federal employment.

Additional duties and functions include the following:

• Is an authoritative expert and senior advisor to DOS senior leadership regarding personnel security programs such as investigations, adjudications, continuous evaluation, insider threat, and investigations. Directs efforts to ensure program reliability, loyalty, and determine program goals and develop implementation plans; to support the DOS mission to protect U.S. national security interests from theft, loss, misuse, fraud, disclosure, espionage, or sabotage.
  
  
• Leads a workforce responsible for reevaluating security clearances for employees selected for Presidential appointments; revalidating continued security clearance eligibility; certifying clearances to officials of the Department and its overseas posts and reviewing employees' security files. Modernizes security clearance initiatives in-sync with Security Executive Agent Directives(Office of the Director of National Intelligence) and Suitability and Credentialing Executive Agent (Office of Personnel and Management) requirements to transform all aspects of personnel vetting.
  
  
• Directs the development and implementation of administrative and management policies, plans, systems, and processes to ensure that DS resources are allocated, administered, and accounted for in a highly effective and efficient manner, are carried out in accordance with all relevant legal and regulatory requirements, and are aligned with the Department mission.

• Carries out efforts to increase security situational awareness of, and minimize risks to, information systems through a comprehensive vulnerability alert, assessment, remediation and reporting process.
• Serves as the primary ISSO for the External Network Extension for the United States Trade and Development Agency ensuring that security requirements for major applications or support systems meet Department of State (DOS) policy and procedures.
