As an Attorney-Advisor (General), GS-0905-13/14/15, your typical work assignments may include:

• Drafting DHS legislative proposals and oversee the development, coordination, and clearance of such proposals.

The Associate Deputy Principal Legal Advisor for (ADPLA ) for Enforcement and Litigation (E&L) serves as the first-line supervisor to the Chiefs of the OPLA District Court Litigation Division and Enforcement and Removal Operations Law Division and is the senior advisor to the DPLA for E&L on all matters related to litigation and enforcement of the Nation's immigration and customs laws.

The duties of the position include:

• Conceptualizing, developing, and recommending courses of action to the Director of ICE, who is appointed by the President with the advice and consent of the Senate, including on highly controversial or sensitive issues or previously undecided questions where adverse decisions would negatively affect ICE operations.

• Explaining and defending ICE programs and policies to officials within DHS and other federal agencies, as well as Congress, professional associations, and high-ranking officials in the private sector.

• Leading attorneys and support staff, including direct supervision of attorneys and support staff advising ICE Enforcement and Removal Operations and serving as agency counsel in federal civil litigation before the U.S. District Courts, U.S. Courts of Appeals, and U.S. Supreme Court to which ICE is a party or ICE equities are implicated.

• Providing input and oversight, where appropriate, into the strategic planning for the ICE legal program, including through the collection and analysis of data and metrics.

• Directing the provision of a full range of legal advice and services, including participation in the development of ICE policies, directives, and procedures and ensuring that they are consistent with the law and are administratively sound, efficient, and economical.

• Directing the preparation and review of official documents and letters for signature by the Secretary, Deputy Secretary, Director and Deputy Director for ICE, and other senior management officials.

• Responding to congressional inquiries by reviewing and analyzing proposed legislation and applicable case law.

• Planning and execution of training programs for managers, attorneys, and support staff.

• Providing technical guidance on complex matters such as whether to dispose or rehabilitate an older, possible historically significant building to various DHS components with diverse mission, other federal agencies, and local governments, Headquarters, and Congressional staff.
• Preparing agreements for relinquishment of property to BLM, transfer of property from/to other Federal agencies, exchange of property with non-federal owners, and execute legislatively mandated transfers.
• Conducting complex negotiations on properties that may not be appealing to mission activities if they require major repairs or environmental remediation for which mission activities lack funding to complete and with key stakeholders in disposal process including local governments, other federal agencies, and non-profit organization that are often at odds over how to dispose of properties.

The Chief of Staff provides management and administrative support across a range of functions, including technical, medical, and public health operations, finance/budget, human capital, security, facilities, logistics, property accountability, acquisition, privacy/civil rights complaints, continuity, and executive secretariat activities. Additionally, the Chief of Staff handles protocol matters that are central to accomplishing the Office of Health Security mission.

Specific responsibilities include:
