Essential Functions of the position:

• Conduct investigations at the scene of the crime to determine exact nature of law violations, searches for clues, and makes preliminary interrogations of suspects; gathers and labels evidence found, lifts fingerprints, and photographs pertinent evidence.
• Interview complainants, suspects, witnesses, and other persons who may have information related to crimes or suspected criminal activity.
• Maintain communications with informers and surveillance over known agitators and other suspected law violators.
• Prepare detailed investigation and arrest reports; assembles and organizes statements and evidence for presentation in court; attends court and presents evidence and testimony.
• Cooperate with other law enforcement agencies in conducting investigations and making arrests and reviews current bulletins published by the Federal and State Bureaus of Investigation.
• Educate members of law enforcement, related criminal justice agencies, and the public regarding operations and law violations in the County.

An employee in this position is responsible for performing a variety of duties pertaining to the safety and security of detainees in the custody of the Buncombe County Detention Facility.

Essential Functions of the position:

• Admits detainees to the County Detention Facility; searches and processes detainees; and advises detainees of all facility rules and regulations. 

• Conducts supervision rounds and inspects cells and common areas to ensure cleanliness and sanitation; supervises detainees engaged in daily cleaning of the housing unit and other activities..

• Coordinates weekly visits for detainees; documents detainee movement as well as conducting searches of detainees and property for contraband; checks outgoing mail for contraband. 

• Supervises detainees during the administration of medicines and sick call by medical staff; notifies medical staff of emergencies and oversees the general welfare of detainees. 

• Conducts supervision rounds to ensure the safety and security of the facility.  

• Maintains various forms and completes computer entries to update and document the detainees file while in custody.

• Performs other related duties as assigned within the detention facility.

Minimum Education, Training and/or Experience (required at time of hire):

High School diploma or equivalent. Must be 21 years of age.

License or Certification Required by Statute or Regulation:  It is required by the North Carolina Sheriff's Training and Standards Commission that you be certified as a detention officer within a year. This training is approximately 5 weeks with pay.   Possession of a valid driver’s license.

Typical Work Schedule:

• Adheres to the assigned work schedule as outlined in the Sheriff’s Office and County attendance policies and procedures.

• The Detention Facility is a 24/7 operation and as such persons must be able to work various shift assignments, including night shift.

• Typical shift will be 12 hours with a compensated lunch break.

• Regular, predictable attendance is essential

• Knowledge of practices and procedures involved in detainee management. 

• Knowledge of local laws, ordinances and the North Carolina General Statutes pertaining to the commitment and confinement of inmates.

School Resource Officer specific duties:

• Handle all calls for service on the school grounds during school hours whether dispatched by the Sheriff’s Office or by school officials. The SRO reserves the right, after consultation with Sheriff’s Office supervisors, to request assistance from other officers and/or divisions from the Buncombe County Sheriff’s Office, or officers from other law enforcement agencies as needed.

• Interact with students as often as possible by taking a high visibility role during such times as lunch, class changes, bus loading areas, student drop off and other student events.

• Complete and submit all reports and forms required by the Sheriff’s Office and by the school in order to insure a successful operation of the SRO program.

• The School Resource Officer shall serve at all times as a role model to students by demonstrating appropriate attitudes, behavior, courtesy, and respect.  The Officer must understand the importance of mentoring students and serving the students as well as the school administration.

Purpose of the position:

This position is responsible for performing specialized law enforcement work as a uniformed patrol deputy to protect lives, property and rights of citizens of the county.

Minimum Education, Training and/or Experience:

High School diploma or equivalent and completion of NC BLET Course; Must be 21 years of age.

License or Certification Required by Statute or Regulation:

Certification as a law enforcement officer in accordance with the North Carolina Sheriffs' Training and Standards Commission, BLET Certified. Possession of a valid driver’s license issued by the State of North Carolina.

Essential Functions of the position:

• Patrol assigned area of the County; inspect troublesome areas and check security of business establishments; answer complaint calls and assist in investigating crimes and disturbances; interview witnesses; gather evidence; interrogate suspects and makes arrests; prepare investigation reports.

• Locate designated parties to serve legal papers such as summons, warrants, capiases, commitment papers, and special court orders; make arrests when necessary.

• Appear in court as a witness to give testimony.

• Cooperate with law enforcement officers of other governmental units in making investigations and arrest.

• Assist with community outreach.

The Family Justice Center Program Manager serves as a critical leadership role within the Buncombe County Family Justice Center (FJC).  The primary purpose of this position is to oversee the Family Justice Center to include service delivery at the center, facilitation of the Coordinated Community Response to Domestic Violence and Sexual Assault as well as the Domestic Violence Fatality Review Taskforce.
 

The FJC is a safe place where victims of domestic violence, sexual assault and elder abuse can come for help, access many different services in one location and begin their journey towards hope, healing, and safety. Made up of a variety of community partners, the FJC helps survivors figure out how to find safety and move forward. Examples of assistance available through the FJC include:

• Law enforcement officials to help survivors with possible criminal charges, evidence gathering, and information on how the criminal court process works
• Legal services with on-site attorneys and legal assistants to help survivors understand their legal rights and protections, and help navigating the judicial system
• Forensic medical exams by a specially trained nurse to examine and document the extent of survivor injuries
• Assistance with creating safety plans for survivors and their families
• Emotional support, counseling and case managers that can support survivors in healing from the emotional impacts of violence
   

In addition to providing general oversight of FJC operations to include facility management, the Program Manager also serves as the lead for FJC community partnerships, contract administration, grant management/compliance (local, state, and/or federal), financial management (budget planning/administration), and as a community champion of the FJC mission of BUILDING A RESILIENT COMMUNITY FREE FROM FAMILY AND SEXUAL VIOLENCE.

Preferred Experience: A strong background in social work, social services, and family support services with experience working with vulnerable populations including survivors' services is desirable, but not required. 

Purpose of the position:

The primary purpose of this position is to oversee the development, implementation, and evaluation of a major program or programs and services that support the needs of the community ensuring alignment with department and organizational strategies and goals.

Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s Degree in related field and four (4) years of experience in a related to the program field, including two (2) years of supervisory experience; or an equivalent combination of education and experience.

Additional Training and Experience:

Program and personnel management experience in related field.

License or Certification Required by Statute or Regulation: May be necessary based on specific program needs.

Essential Functions of the position:

• Oversee a program and staff supervision functions.

• Develop and maintain program specific policies and procedures for ensuring adherence to applicable laws, rules, and regulations.

• Ensure compliance with established state and local laws, regulations, policies, procedures, and standards.

• Coordinate with County and state officials to ensure program is well-linked and meeting the needs of the community being served.

• Act as the liaison and conduit between key shareholders, the community, and the department to convey relevant information and ensure effective collaboration.

• Personnel Management: May hire, develop, evaluate performance, and provide feedback and disciplinary action as needed; develop and maintain a positive teamwork environment; provide effective, clear, and timely communication.

• Financial Management: Prepare departmental budget request and perform ongoing fiscal oversight to ensure spending in accordance with organizational financial practices.

Candidates will be hired as Trainees at $20.43/hour and work a paid training period in our in-house Call Taking Academy. The Academy is Monday – Friday from 9am to 5pm for approximately 6-8 weeks. Our next Academy is scheduled to begin on Monday, June 1st, 2024. We will likely be hiring individuals with a start date of 6/01/2024 but we may be able to offer an earlier start date if needed.

Once released from the Academy, these Trainees will be moved to a 12-hour day or night shift as a Call Taker. Telecommunicators who work scheduled night shifts will receive an additional $2.00/hour.

Your preference of day or night shift can be discussed during the interview—however, final shift assignments will be determined by the department. As Dispatch Positions become available, Call Takers will become eligible to move into those positions through career progression.

Purpose of the Position:
Responsible and timely operation of communication equipment to receive and transmit emergency calls for the Buncombe County Emergency Services Department. This posting is to fill multiple full-time positions.

Essential Functions of the position:

• Receiving emergency and non-emergency calls from the public through the emergency telephone system

• Obtaining pertinent information from callers to determine the nature and location of the emergency

• Prioritizing and dispatching calls for service for all three emergency service disciplines (fire, police, and medical)

• Handling radio requests from emergency response units

• Maintaining location and status information of emergency response units

• Providing information or referral options to the public as requested

Purpose of the position:
The primary purpose of this position is to ensure child safety in compliance with state and federal statutes regarding child protective services.
 

Essential Functions of the position:

• Assess the risk and safety of children in response to actual or suspected child neglect, abuse, or dependency through conducting a thorough investigation of the home, school and other locations or persons involved, conducting such assessments requires the use of a personal vehicle and a valid driver’s license.

• Develop and monitor service plans with families involved in Child Protective Services and provide or refer services as needed. Make recommendations to the court, including services needed, progress and barriers to permanent plan.

• Provide direct services to children and their parents/caretakers through which a timely and comprehensive assessment is conducted to determine if abuse/neglect/dependency exist and provide for ongoing intervention if warranted.

• Ensure safety planning for children in compliance with state and federal statutes and policies. If children cannot remain safely in their home a petition to the court and/or non-secure custody is sought.

• Assess, support, supervise and counsel families involved with child protective services to ensure child safety, wellbeing and permanence. Evaluate available information to determine the appropriateness for intervention and level of services required.

• Prepare legal documents, court reports, and court testimony when warranted in compliance with state and federal statutes and policies. Ensure all required documentation, forms and reports are completed and maintained in a timely and consistent manner in accordance with local, state and federal requirements.

• Provide transportation on a limited basis to families when necessary to access services to address safety and wellbeing issues.

• Advise clients of the Department’s mandated responsibilities, agency policies and procedures and clients’ rights.

• Establish rapport with children, families and appropriate professionals/non-professionals in the community to provide a strengths-based, family centered approach in working with families throughout child welfare involvement.

In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
