Requirements

• Responsible for the daily site supervision and coordination duties for all disciplines matters

Requirements

The individual shall be:-

Duties and Responsibilities (including but not limited to):

1. Member of OE internal Senior Project Management Team (PMT) that meets regularly (chaired by DPD/SOR) to discuss progress and resolve any internal OE issues.
2. Overall management and leadership of the multi-disciplinary Resident Site Staff Team, supervision of temporary and permanent construction works to ensure that Contractor’s conform with the Contract Specifications and other obligations under their Contracts.
3. Fulfil the statutory role of Qualified Person (Supervision) (QP(S)) under the Building Control Act for all Construction Contracts including all specific obligations and sign-offs.
4. Joint Leadership on HSE for the Project along with senior management of NEA, OE and the Contractors, with specific focus on construction safety and environmental controls during construction.
5. Work closely with the EDM and other Core Team discipline managers in the Core Team to provide construction related input to the review/approval of design and technical submissions made by the Contractors.
6. Review/sign-off (with the necessary inputs from the relevant RSS and Core Team members) of construction related Method Statements and all other site-related documentation required under the construction Contracts.
7. Direct liaison with NEA’s Deputy Project Director and Technical Directors as may be required. Direct Liaison with the PUB Detailed Design Consultant’s Construction Manager regarding the interfacing and logistics management between the IWMF and TWRP projects.
8. Attendance (if required) at NEA Monthly Project Steering Committee Meetings chaired by NEA DCEO and any other relevant high-level meetings as required by MEWR or NEA
9. Organising and chairing regular Progress Meetings with Contractors to review progress (with the assistance of the OE Senior Planner) and performance/quality and to resolve any site related issues including interfacing between IWMF Contractors and other Contractors.
10. Review (with the input and support of the relevant RSS and Core team members) and sign-off of Contractor’s Monthly Payment Claims.
11. Work closely with and support the Contracts Manager in the assessment of Contractor claims, VO and EOT requests.
12. Organising and chairing regular internal RSS team co-ordination meetings as may be required.
13. Any other matters that may from time to time be delegated by the DPD/SOR or the PD/SO.

Duties and Responsibilities (including but not limited to):

3. Review of Tender submissions from a contractual perspective and assembly of Contract Documents for contract execution by the selected Contractors. Admin support by Core team admin resources.
4. Review and assessment of Contractor’s Claims, VO requests, EOT requests and any other contractual related matters during the execution of the Project with the assistance and input of information from relevant members of the Core and RSS teams.
5. Preparation of draft contractual responses and OE generated contractual letters to Contractors for the review and sign-off of the SOR or SO as may be necessary.
6. Review of Contractor’s Monthly Progress Claims and Payment Certificates prepared by QS Manager/QS resources within RSS team prior to sign-off by SO/SOR.
7. Preparation of draft contractual letters, EOT requests, VO claims etc. to NEA in relation to the OE’s Contract with NEA for the review and sign-off by the SOR or SO as may be necessary.
8. Direct liaison with NEA’s Project Director, Deputy Project Director and key NEA staff (including Legal Dept.) involved in contractual matters. Co-ordination and management of OE input to any dispute resolution process (mediation/arbitration etc.) that may arise during the course of the Project.
9. Attendance at NEA Monthly Project Steering Committee Meetings chaired by NEA DCEO and any other relevant high-level meetings as required by MEWR or NEA
10. Organising and chairing specific contractual meetings with the Contractors where necessary to resolve any contractual issues and to avoid dispute escalation.
11. General assistance to the CRE and RSS team in dealing with any day to day matters that have contractual implications.
12. Any other matters that may from time to time be delegated by the DPD/SOR or the PD/SO.

The Lead Resident Engineer shall be in the discipline of Electrical, Instrumentation & Control in delivery of large scale power generation project. The Engineer shall have at least 10 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas, power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).

The duties shall include the following but not limited to:

• Work as owner’s engineer to lead the ICA project implementation at site.
• Assist Chief Resident Engineer in daily supervision and coordination duties for ICA discipline.

• Site supervision and commissioning of the system-wide MEICA works including coordination and interface with the DTSS2 contractors and PUB.
• Supports the Project Director, Deputy Project Director and Construction Manager in leading a team of technical professionals to deliver construction and programme management services.
• Ensures the Contractor provides consistent quality of works in accordance with approved drawings and contract specifications.
• Resolves construction and commissioning-related issues raised by Client/Contractors.
• Monitors and reports on Contractor’s work progress, schedule and cost performance and safety records.
• Responsible for the review and approval of Contractor submissions which include but not limited to reports, RFI, claims, specification, calculations and drawings.
• Ensures consistent and thorough submittal reviews of the Contractors’ submission have been done throughout the submittal approval process.
• Chairs meetings, lead discussions with Clients and Contractors and prepare meeting notes.
• Assesses and checks on RE’s and RTOs’ certification on the value of work completed, recommend progress payments to be made to Contractor, and monitors the Contractor’s cash flow projection.
• Resolves contractual issues (which include variations and EOT claims) with the Contractor and recommend to the Client for approval.
• Ensures that records of all works including but not limited to tests, inspections, and minutes of meetings are filed in the DTSS2 Project Information Management System.
• Maintains a high profile in HSES by active participation in HSES audits, inspections and reviews.
• Promotes a near-miss reporting culture and ensure lessons learnt from these near-misses are shared across the programme.

Requirements

• Minimum Degree in Mechanical/Electrical engineering or equivalent
• RE registration accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore is preferred
• About 10-15 years of relevant experience in Odour/Wastewater/Conveyance Systems and familiar with the associated MEICA works.
• Experience in managing and administering engineering work in multiple disciplines and multiple contract environment
• Broad working knowledge of all engineering disciplines.
• Conversant with PSSCOC, local building codes, M&E Codes of Practices and regulations
• Good supervisory and management skills
• Strong letter and report writing ability

Job Description:

• Assist Resident Engineer in daily close supervision and coordination duties
• Inspect and supervise Contractors’ works and tests to Approved Drawings and Specifications
• Participate in construction interface meeting for Instrumentation, Building Services (ELV) systems
• Checking BIM Model and interface with C&S team for the completeness of site clearance for Instrumentation construction activities
• Review of design deliverables for Instrumentation, Building Services (ELV) and release of IRF’s to contractor as per RE’s instructions
• Update of Daily Site Reports (DSR), maintain quality records of all works, monitor and report on work progress
• Responsible for the consistency of quality assurance inspections and testing for works
• Implement quality assurance plan in a well-coordinated manner
• Coordinate with Contractors on execution of works
• Participate in FAT activities and punch list follow up
• Participate in SAT, Commissioning of Instrumentation, Building services (ELV) activities till the final handover of the project

Job Requirements:

• Diploma in Instrumentation Engineering
• Registered as Resident Technical Officer with the Joint Accreditation Committee of the Institution of Engineers Singapore / Association of Consulting Engineers Singapore
• At least 5 years of relevant experience in quality assurance inspections on large infrastructure project or waste/water management projects in Singapore, particularly Instrumentation, Control, Automation and Building Services (ELV) systems

Responsibilities:

• The candidate shall have comprehensive knowledge and experience of water and wastewater non-infrastructure design, including an understanding of the basics and the integration of multidisciplinary elements, including process engineering and MEICA.
• The candidate shall have technical knowledge and expertise to the design team on all design stages, including feasibility studies, outline design, detailed designs, and preparing technical specifications.
• The candidate shall be able to carry out and lead structural design for concrete, steel, and masonry structures to meet client and regulatory standards.
• The candidate shall carry out structural design calculations for all aspects of Water Treatment and Sewage Treatment plants, including both new build and modifications to existing plants
• The candidate shall review of structural content of construction drawings/models
• The candidate shall review of subcontract design proposals Ensuring all work is considered for buildability, standardisation and DfMA, and for safety on site complying with CDM regulations
• The candidate must have the knowledge to design reinforced concrete and steelwork design by applying all relevant Eurocodes and British Standards Co-ordination and liaison within a multi-discipline organisation including construction oversight and site support
• The candidate shall work to procedures and processes to ensure the continuing development of the discipline
• The candidate shall coordinate all aspects of design with other disciplines and use resources both internal and external
• The candidate shall have proficiency in civil and structural engineering software, such as STAAD, Tedds Staad, PRO, Robot Structures or similar FEM analysis software, and have experience working within a 3D design environment, as well as producing hand calculations for the structural design of reinforced structures
• The candidate shall have a good knowledge of civil and geotechnical engineering, and an awareness of mechanical and electrical engineering sufficient to enable collaborative working with these other disciplines.
• The candidate shall produce and review deliverables, including calculations, drawings, technical reports to relevant standards and procedures
• The candidate shall support the preparation of the project budget and programme.
• The candidate shall Coordinate with other technical disciplines to develop innovative solutions.
• The candidate shall maintain files and records throughout the duration of the contracts.
• The candidate shall ensure provide services which focus on customer satisfaction.
• The candidate shall ensure that the design fully considers all health and safety requirements, including, but not limited to, CDM 2015 regulations.
• The candidate shall ensure that the design takes full regard for all health and safety requirements.

Qualifications:

• Degree in Civil Engineering.
• The candidate shall have about 8 years of experience in structural design works, preferably with contractor experience.
• Experience working on water and sewage treatment projects will be an advantage.
• Experience of controlling members of staff in designing relevant discipline aspects of water and sewage treatment plants will be an advantage.
• Ability to rationalise designs and produce economic plant layouts.
• Ability to present technical proposals clearly, confidently and convincingly.
• Able to work independently in producing the project deliverables to meet project timeline.
• A flexible mind with the ability to assimilate large amounts of different data at one time.
• Proficient in written and oral communication with good interpersonal skills.
