Senior Environmental Specialist – East Bend Station CEMS

Job Description
Summary:
The successful candidate will be responsible for providing technical and regulatory support to generating facilities in the Midwest service area (Indiana, Ohio, and Kentucky). The primary environmental compliance subject areas for this support are Continuous Emissions Monitoring Systems (CEMS), ambient monitoring systems, and stack emissions testing.
General responsibilities include:
- Safely support environmental regulatory compliance for electric generating facilities in the Midwest service area, focusing on compliance CEMS and process CEMS at East Bend Generating Station.
- Provide technical expertise regarding USEPA Emission Test Methods, legacy Acid Rain and New Source Performance Standard CEMS (SO2, NOx, CO2, CO, O2, Flow), Continuous Opacity Monitors (COMS), Mercury Continuous Emissions Monitors (MCEMS) & Sorbent Traps, and Particulate Matter Continuous Emissions Monitors (PMCEMS).
Specific responsibilities may include:
- Provide day-to-day CEMS compliance support and oversight, ensure the reliable transfer of signals to/from the Data Acquisition and Handling System (DAHS), and ensure DAHS programming satisfies regulatory standards and operational needs.
- Work Management: Collaborate with facility operations and project management to implement preventive maintenance, resolve corrective maintenance, and coordinate improvements.
- Stack Tests: Coordinate tests with station operations, ensure facility equipment protection and contractor safety, and verify compliant procedures are followed.
- Regulatory Submittals: Quality assure emissions data, prepare reports, and verify report content and calculations prior to submittal.
Duties and Responsibilities:
- Serves as subject matter expert for technical programs and compliance issues supporting company’s environmental goals, strategies, programs, and processes. Develops and maintains procedures and programs to assist facilities in complying with environmental laws and regulations. Tracks regulatory changes, legislative activities and industry standards and identifies needed changes to facility’s compliance programs. Works with federal, state and local regulatory authorities to interpret regulations and laws. Represents Duke Energy on various internal/external industry committees and teams.
- Provide regulatory-required and internal environmental reports.
- Develop environmental training programs and support facility work management process.
- Participates in preparation and negotiation of facility permits with federal, state and local authorities. Assists with communication and implementation of facility permit requirements. Works with others to update various facility regulatory plans and documents while minimizing impacts to operational activities.
- Supports accomplishment of work unit goals and enhances company reputation through effective planning, organizing, communicating and scheduling of environmental work activities. Supports the department’s routine and special projects in order to accomplish business objectives
- Strives to continually develop and improve job-related, technical knowledge and skills to ensure that department expectations are met.
Environmental Specialist II
Basic/Required Qualifications
- Bachelor’s degree or higher in Science or Engineering plus six (6) years directly related work experience, or ten (10) years directly related work experience in lieu of a degree
- Valid driver's license

Basic/Required Qualifications
- Bachelors degree in Science or
- Bachelors degree in Engineering
- In addition to required degree, 3 years related work experience
- In lieu of Bachelors degree(s) AND 3 year(s) related work experience listed above, High School/GED AND 7 year(s) related work experience
Desired Qualifications:
- Experience installing, operating, and maintaining CEMS equipment including use of PLCs, Data Loggers, and Data Acquisition System software.
- Familiar with environmental regulations regarding air emissions monitoring, including air emissions EPA Test Methods and monitoring performance specifications applicable to the electric generation industry.
- Experience with emissions database quality assurance and regulatory reporting.
- Familiar with computer networks and the use of MODBUS TCPIP protocol.
- Experience in instrument integration and maintenance.
- Knowledge of power generation processes.
- Ability to manage multiple priorities and successfully complete them within specified timeframes.
- Good communication (both oral and written) and interpersonal skills with a customer-oriented focus.
