Position Summary

The Public Policy Director will lead federal policy related to natural gas supply and infrastructure, natural gas decarbonization (e.g., methane monitoring/regulations, carbon capture and storage), emerging fuels (e.g., renewable natural gas, hydrogen) and related matters that empower Duke Energy to accelerate its clean energy transformation. Position Summary

This position is specialist role and should have the experience and capability for a variety of land rights acquisition projects. This would include purchasing in fee, easement, permitting, licensing, leases as well as conducting property sales and dispositions. This position may also serve in a leadership role providing oversight to contracted resources as projects may require.

DUTIES
 

This role is responsible for performing all cathodic protection measurements and data entry. This role assists System Integrity Technicians with ensuring the operational integrity and adequate cathodic protection on both transmission and distribution systems. 

This position is important because Duke Energy’s knowledge of the status of the cathodic protection is based on the CP test readings obtained by the Associate and Technicians.  This position requires a person who is meticulous about maintaining testing equipment calibrations, recording data accurately, assisting technicians in CP deficiency investigation and maintaining clear and accurate data records.  Additionally, it is vital that this person be able to work independently and able to use geospatial technology to perform their work.  The Associate communicates issues discovered during their work to the Technicians and supports them in resolving these issues.  

The System Integrity Technician Associate performs duties such as

• Maintain historical records of all cathodic protection readings and reports.  Input readings into and maintain pipeline compliance system (PCS).
• Assist with performing remedial action by locating, troubleshooting, current interruption and correcting CP deficiencies by implementing remedial activities such as installing anodes, test connections, coating repair and other maintenance work required to maintain adequate level of cathodic protection.
• Assist with coordination excavating crew in locating mains and installation of CP system.
• Assist in coordinating with company crews, utility companies, contractors and subcontractors and other entities in order to gain permits for the installation of CP components & remedial measures. 
• Complete maintenance work orders for any CP repairs.
• Coordinate contractor crew taking annual and periodic CP reads.
• Assist technicians with investigation of “no locates” and CP deficiencies.
• Inspect main/or service line casing for proper insulation and protection.
• Calibrating, servicing and maintaining test equipment's, ensuring they are always in good working condition.
• Update, manage and maintain cathodic protection data for all cathodically protected gas facilities in pipeline compliance system (PCS).
• Retrieving and correcting information obtained from PCS for review as required, such as pipe-to-soil potentials, rectifier and bond readings, investigation and maintenance information etc
• Preparing corrosion reports and field sketches in a format acceptable for entry into GIS system (eGIS) and PCS.
• Other duties and responsibilities as assigned and required. 

QUALIFICATIONS

• Must have high school diploma or GED AND must have  taken high school algebra, chemistry or physics.
• Must have a valid driver’s license.
• Must demonstrate a good mechanical, mathematical and electrical aptitude.
• Must pass an examination as specified by the department for entrance into this job classification.

Summary:

The successful candidate will be responsible for providing technical and regulatory support to generating facilities in the Midwest service area (Indiana, Ohio, and Kentucky).  The primary environmental compliance subject areas for this support are Continuous Emissions Monitoring Systems (CEMS), ambient monitoring systems, and stack emissions testing. 

General responsibilities include:

• Safely support environmental regulatory compliance for electric generating facilities in the Midwest service area, focusing on compliance CEMS and process CEMS at East Bend Generating Station.
• Provide technical expertise regarding USEPA Emission Test Methods, legacy Acid Rain and New Source Performance Standard CEMS (SO2, NOx, CO2, CO, O2, Flow), Continuous Opacity Monitors (COMS), Mercury Continuous Emissions Monitors (MCEMS) & Sorbent Traps, and Particulate Matter Continuous Emissions Monitors (PMCEMS).

Specific responsibilities may include:

• Provide day-to-day CEMS compliance support and oversight, ensure the reliable transfer of signals to/from the Data Acquisition and Handling System (DAHS), and ensure DAHS programming satisfies regulatory standards and operational needs.
• Work Management: Collaborate with facility operations and project management to implement preventive maintenance, resolve corrective maintenance, and coordinate improvements.
• Stack Tests: Coordinate tests with station operations, ensure facility equipment protection and contractor safety, and verify compliant procedures are followed.
• Regulatory Submittals: Quality assure emissions data, prepare reports, and verify report content and calculations prior to submittal.

This position can be located at any Duke Energy location that has vacancy near Cincinnati, OH or Nashville, TN. The exact location will be determined at the time of offer based on business needs.

Position Summary

These positions are responsible for managing survey vendor contracts (Land Surveying Coordinator) to provide quality land surveying services in a safe and cost effective manner. This position will focus mainly on supporting gas customers, but may also assist in supporting electric customers. Detail of activities associated with land surveying projects include: develop project scope, calculate an in-house estimate for each project, generate request for quotes for cost and timeframes, initiate the data entry into the work management tool, monitor contractors and projects to assure quality/schedules/budgets are met, process invoices, review and perform quality checks on survey project deliverables for quality and compliance, deliver the finished products to the customer or requester, and close out projects in the work management tool. This individual should have a broad understanding of land survey concepts and need to utilize the resources of regionally located professional service providers in order to meet the demands of the customers. This individual will also be required to be a problem solver for customers and employees with a vision for applying new technology in order to increase quality and manage project cost. To tactically support and follow company goals, policies, and procedures as well as represent the company in a positive and professional manner with all internal and external contacts.

Responsibilities

Leadership, Survey Vendor Oversight

• Safely oversees contractor staff and outside consultants responsible for surveys of gas lines. May also oversee contractor staff and outside consultants responsible for transmissions lines, distribution lines, dam deformations, construction staking, land acquisitions and disposals of enterprise assets for a designated region
• Provides leadership to contracted survey crews by setting an example for professionalism, customer service, and honest communications
• Promotes good teammate relations and participates in the resolution of the team’s problems and concerns. Recommends employee training and development
• Interweaves internal resources and external contractors into a seamless service.

Project Management

• Serves as a representative of Land Services to monitor, inspect and review survey work performed by survey contractors for compliance with Duke Energy technical specifications, work schedules, budgets and recommends approval of deliverables
• Responsible for directing multiple survey vendors, solving complex problems involving conflicting data, ensuring the quality of the deliverables
• Maintains and provides management with regular progress reports on survey projects noting contractor performance, and provides feedback to reinforce good results as well as suggest corrective actions where required
• Thoroughly inspects and checks deliverables for accuracy and correctness. Deliverables include field work, maps, and electronic files
• Attends project meetings and obtains from all vendors a detailed cost estimate and agreed upon delivery due date
• Monitors contractors to ensure cost, timeframes, and work performance with existing Master Service Agreements and project control requirements
• Reviews invoices submitted by vendors and recommends payment based on performance and advises management of anticipated cost overruns of the estimated cost
• Establishes and maintains effective working relationships with internal and external personnel/groups
• Mediates and coordinates the resolution of problems between company departments in the acquisition and disposition of real estate
• Works with and maintains working relationships with vendors and governmental agencies as needed to acquire or resolve problems

Professional Leadership and Development

• Demonstrates sound judgment and creativity in resolving a variety of engineering/technical analysis problems applying technical skills; determines and corrects root cause problems
• Ensures the observance of safety and environmental compliance with internal staff and contract survey vendors and ensures they have the training they need
• Participates in professional organizations and associations (State Society of Surveyors, IRWA, and etc.)
• Stays abreast of all laws and governmental regulations affecting land surveying

Required/Basic Qualifications

• Associates degree in Surveying and Topography, Civil Engineering Technology or other related degree
• In addition to required degree, four (4) years minimum of related work experience
• In lieu of associates degree AND four (4) years minimum of related work experience listed above, High School/GED AND seven (7) years minimum of related work experience

Specific Requirements

• Valid driver's license

Desired Qualifications

• Prior experience supporting all aspects of natural gas surveying
• Land Surveyor in Training
• Project management background, specifically in construction or utility project management
• Prior experience managing contractors
• Bachelors degree in Surveying and Topography
• In addition to desired degree, 7 years related work experience
• Professional Land Surveyor
• Extensive knowledge of professional surveying practices and procedures
• Ability to understand and develop scope of work
• Knowledge of laws and regulations affecting land surveying
• Demonstrated ability to work as part of a large team consisting of professional and technical staff
• Able to work independently to check deliverables; performs complex computations using standard surveying software
• Ability to coordinate and direct all phases of the contract and in-house field surveys
• Familiarity with high voltage transmission route surveys
• Good understanding of Duke’s real estate and rights-of-way
• Excellent communication skills, both written and oral
• 4 years or more progressive land surveying management

• Primary work location will be in an office environment
• Frequent visits to contract surveying firms
• Frequent visits to field survey projects in hot and cold weather conditions
• Occasional travel within the region as well as other regions within the Duke Energy service area
• Field mobility classification – work will be performed in various field locations, as needed, after the onboarding period. However, field employees are required to live within a reasonable daily commute to their assigned work location.

This role will lead Duke Energy’s onshore and offshore wind development efforts, working across departments to develop cost-competitive renewable projects. This role will be accountable for and lead the development of Duke Energy’s offshore wind lease (Carolina Long Bay) and lead onshore wind development efforts within certain regulated service territories. This individual  will be responsible for developing project sites through the full development cycle, from site identification through notice to proceed. This position requires a broad understanding of the wind industry landscape, strong development, financial, and technical skills, proven negotiating skills, and an ability to balance competing factors in a dynamic market environment. They should be knowledgeable and skilled in offshore and onshore wind development, interconnection procedures, federal and state incentive programs, electricity market pricing and risk-management, policy engagement, land origination, financial modeling, and energy market analysis. They should have an understanding of key renewable PPA terms and conditions, project development and permitting, drivers of project economics, and the ability to optimize project performance. They will lead development projects with significant accountability for performance. 

Responsibilities

• Lead project developer for Carolina Long Bay offshore wind project, this leading and meeting all Bureau of Ocean Energy Management (“BOEM”) development and timeline requirements, development/submittal/execution of Site Assessment Plan/Construction and Operating Plan, Progress Reports,  management of third-party contractors or consultants, regulatory filings, preparing and submitting interconnection applications, prepare and manage annual development budget, maintain and update project financial pro forma modeling, prepare and submit proposals into RFP/RFIs as issued, severe as external interface with associated stakeholders (regulators, BOEM, communities, etc.), and maintain enterprise view of offshore wind development in the US by monitoring industry progress, status and changes of offshore wind projects, supply chain and regulatory proceedings.

• Lead development and/or development services for onshore wind development, including develop and execute project development strategy and plans, site control acquisition, site investigation and environmental studies, interconnection, local/state/federal permitting, securing long lead time equipment and negotiation of construction agreements.

• Ensures business goals and objectives are accomplished through effective negotiations, communication, and work monitoring.

• Prepares thorough and accurate documentation related to any business development initiative.

• Develops positive working relationships using effective oral and written communication skills while representing the company in a positive and professional manner.

• Strives to continually improve renewable business development processes, procedures and performance.

Basic/Required Qualifications

Renewables Developer I

• Bachelors degree in Business, Engineering, Economics, Finance, Accounting, Environment or other related degree

Renewables Developer II

• Bachelors degree in Business, Engineering, Economics, Finance, Accounting, Environment or other related degree

Working Conditions

• Hybrid – Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to the designated Duke Energy facility.
