• Serves as the Fire Protection Engineer/Authority Having Jurisdiction (AHJ) reporting to the Chief of Protective Services.
• Documents and implements a Center Fire Protection and Life Safety Program designed to protect human life and property from the risk of fire-related hazards.
• Interprets, adapts, and applies numerous codes, regulations, guidelines, precedents and engineering principles and practices to determine most feasible design or possible alternative solutions.
• Approves the work of civil servants, contractors and commercial partner engineers, fire department and other specialists in the planning, directing, and coordinating activities for the Fire Protection Program.

The Research Assistant will support CRS analysts in their objective, nonpartisan public policy analysis for and consultation with congressional clients. 

The duties of the Research Assistant include:

• Supporting the work of analysts preparing analytical and descriptive written products that inform congressional understanding of public policy issues and consideration of policy proposals.
• Participating in group efforts on research projects as a member of a collaborative team and undertaking research and data analytical tasks in support of the development of an array of analytical and descriptive products or components.
• Performing literature searches and reviews, and evaluating publications and analyses for authoritativeness, relevance, and currency. Recommending documents for use by analysts and preparing abstracts of descriptive and analytical underlying materials.
• Locating, extracting, collecting, and/or compiling quantitative data and other information; interpreting and evaluating data for accuracy, relevance, authoritativeness, and usefulness; identifying and resolving problems with data; and formatting data to meet targeted, well-defined research needs.
• Creating and populating databases and spreadsheets, reformatting and standardizing data from different sources, and performing data input, calculations, and analysis. Informing colleagues on the content, nature, and use of data resources.
• Formatting a range of tables, graphs, images, and other components of CRS products, reviewing and verifying this content for accuracy and completeness. Recommending quality control procedures and making suggestions to improve and enhance these components.
• Conducting research and preparing materials for use at consultations, briefings, and seminars for congressional clients. MAJOR DUTIES AND RESPONSIBILITIES

The program at VAAAHS comprises of approximately 400 active research projects under 150 active research investigators. Annual research support totals about $18.7M of direct VA support and a total research budget of $25M (including National Institutes of Health [NIH], Department of Defense [DoD], industry, nonprofit, and University funded programs) and the balance administered by the VA-affiliated non-profit research corporation (VA-NPC) Veterans Education Research Association of Michigan (VERAM), and the academic affiliate (University of Michigan). The Deputy Associate Chief of Staff duties and responsibilities include but are not limited to the following:

Direction & Strategic Planning 40 %

• Has technical and administrative responsibility to provide staff supervision and evaluate all health-related programs and management policies pertaining to the agency. Participates in long-term strategic planning and exercises delegated decision making authority for resource management of the agency's research and development programs and policies and is responsible for evaluating the impact of current research standards on programs.
• The Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the research program in accordance with all principles, rules, and regulations affecting research within the VA. Likewise, the Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the research program regarding NIH, DoD, FDA and other national rules and regulations. The Deputy ACOS/R&D also evaluates research productivity and the contributions of programs to the goals of the VAAAHS and the agency. In this capacity, the Deputy ACOS/R&D exercises oversight of programs, principal investigators, and their staff.
• This position establishes guidelines and performance expectations for principal investigators and their staff, which are clearly communicated through the formal employee performance management system. Other duties include observing and evaluating the performance of principal investigators and their staff, conducting work performance critiques, and providing formal or informal feedback.

• Serves as liaison on behalf of the R&D Service with medical center services and other local and national agencies in all matters dealing with research standards and related issues. This includes representing the R&D on related task forces, at professional conferences, and appropriate meetings. It also includes interactions with the VA Central Office, DoD, NIH, nonprofit foundations, and private industry.
