As a Financial Analyst, you will:

• Serve as an expert who has mastered the review of financial statements, assessing the financial status of HUD program recipients, and developing strategies for solving current and future financial problems.
• Provide financial analysis to ensure HUD program participants' compliance with HUD requirements and regulatory agreements, protect the FHA fund, and determine that funds and subsidies are used properly, effectively, and efficiently.
• Define objectives and analyze the allegations to identify the issues and the type of evidence needed to prove civil non-compliant activity.
• Plan and coordinate actions with Financial Analysts, Enforcement Analysts, and Attorneys. Participate in team assignments as needed to address cross cutting complex financial problems.
• Perform complex studies and analysis of a variety of records using advanced analytical techniques to reconstruct partial or complete histories of accounts obtained from third party records, banks, insurance companies, etc.

• You will be responsible for all technical aspects of marine systems development project management, including setting and adjusting short-term priorities.
• You will perform or direct the performance of the Operations and Maintenance, design, development, procurement, installation, integration, test, validation, and acceptance of all PMRF marine systems.
• You will review program support requirements, develop cost estimates and funding options to meet the project objectives.
• You will represent PMRF at various meetings with other agencies personnel and private industries in planning for new or existing projects.
• You will perform special studies involving the analysis of program requirements, optimization of marine systems support for Test and Evaluation, and preparation of proposals.

• You will manage the change order process required to address unforeseen conditions, differing site conditions, design deficiencies, etc.
• You will review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results.
• You will negotiate design modifications with representatives to verify operational agreements satisfy the interests of facilities programs and projects.
• You will apply professional knowledge of engineering/architectural principles and theories consistent in type, scope, and depth with that acquired through completion of a bachelor's degree in engineering or architecture.
• You will apply general knowledge of the various types of construction contracts, project delivery methods, and regulations governing Federal contract administration.

• You will formulate long-range plans and goals for the Production Division, Facilities Management Division, Facilities Engineer and Acquisition Division, Environmental Division, and Administrative Division.
• You will direct staff efforts to improve efficiency, effectiveness, and identify areas for process improvement to ensure best use of resources.
• You will evaluate training needs of subordinates to develop an overall training plan.
• You will develop annual budget within Navy Working Capital Fund and General Fund systems that includes projections of workload, manpower, overhead costs, and revenues.

The major duties of the Interdisciplinary General Engineer/Landscape Architect position include, but are not limited to, the following:

• Assists the Project Manager (PM) in initiating, establishing, guiding, and controlling one or more design/construction projects from inception through completion.
• Guides project formulation, and development through to completion of projects that are within quality, budget, and schedule commitments.
• Responsible for writing scopes of work; developing Government estimates; assisting in the negotiation of task orders and construction contracts; coordinating contracted efforts; providing quality assurance of contracted products; and closing out compliance, pre-design, design, and construction management efforts provided by numerous external contractors performing professional services on major, simple to highly complex, multi-phased projects.
• Works expeditiously with team members to resolve all outstanding issues due to deficient work. Incumbent serves as the primary or alternate Contracting Officer's Representative (COR) on assigned projects.

• You will evaluate engineering and architectural designs, drawings, specifications, and supporting documents to determine feasibility, compatibility with other work, and effectiveness in meeting requirements.
• You will implement architecture and engineering design criteria for facilities under construction.
• You will oversee the construction and engineering design of projects to ensure compliance with established architectural and engineering standards.

• You will be responsible for independently reviewing contractor’s performance in assigned areas to assure that the technical engineering work is accomplished according to objectives of the Naval Nuclear Propulsion Program (NNPP).

As an INTERDISCIPLINARY General Engineer/Physical Scientist, you will:

• Provide coordination for engagements with governments, organizations, academia, and industry.
• Manage bilateral and multilateral technical collaboration with other countries as needed.
• Engage with government officials and technical experts from research institutes, academia, and industry to facilitate collaboration in the field of carbon management in Asia, Europe, and other countries as needed.
• Assist in developing plans and executing carbon management projects with Asia and U.S. technical experts, and assist in leading technical delegations to Asia, Europe, and other countries as needed.
• Track and analyze energy and carbon management topics; and assist in preparing background papers, briefings, talking points, and presentations.
