Duties & Responsibilities:
(1) Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions.

(2) Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert. Determines the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required. Provides information and ensures regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, Selected Reserve Incentive Program (SRIP), discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Area of Concentration (AOC), Functional Areas (FA), Additional Skill Identifiers (ASI), Special Qualification Identifiers (SQI), Military Occupational Specialty (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers, casualty assistance, and requests for retention beyond mandatory removal date. Reviews and determines eligibility upon accepting military technicians (dual status) or AGR positions. Assists other organizations and agencies/units in development of battle roster and personnel assignment. Convenes or participates in various boards which may include: Promotion, DA Boards, awards, selective/qualitative retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, etc.

(3) Responsible for and oversees the direction of Human Resources Systems and internal/external interfaces, and functions as the technical expert. Responsible for and ensures the timely and accurate processing of submitted military personnel actions. Manages a control log to maintain document control and an audit trail of all transactions received and dispersed in Human Resources Systems. Notifies units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Identifies problem areas in the types of submissions (based on rejects/incomplete documentation), the locations where training is needed, and creates and provides training material.

(4) Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Oversees the performance of document handling, records maintenance, and the Integrated Personnel Electronic Records Management System (iPERMS). Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. Establishes access control lists to restrict unauthorized personnel from gaining access to personnel files other than their own or for those they are responsible for. Selects staff members to accompany files on an as needed basis i.e., review boards, SRP's, mobilizations/de-mobilizations, etc.

(5) Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Performs limited supervisory duties which include assignment and review of work on a daily, weekly, or monthly basis; assure that production and accuracy requirements are met; approval of leave; effect minor disciplinary actions i.e., warnings or reprimands; identify training needs; and recommend performance standards and ratings.

(6) Performs other as duties as assigned.

• Provides a full range of HR services for managers and employees; advises management and employees on complex personnel issues.
• Performs extensive technical and specialized work in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations and labor relations.
• Applies knowledge of regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting policies, regulations and directives pertaining to NAF employment.

• Serves as a Learning Management System (LMS) Lead of the LMS Administration Team.
• Provides leadership to the team, training to team and staff, and oversight, technical guidance, and advice regarding the Learning Management System processes and procedures.

This position is located in the JFHQ-State Human Resources Office (HRO) in Phoenix, Arizona. The incumbent serves as the State's technical advisor / Subject-Matter-Expert (SME) performing the full scope of duties and responsibilities (as the SME) for one of the seven HR Specialties: ('HR Development', 'Employee Benefits', 'HR Information Systems', 'Military' (Active Guard and Reserve (AGR) Manager), 'Performance Management and Employee/Labor Relations', 'Position Classification and Position Management', and 'Recruitment, Placement, and Compensation'.). The Incumbent is the first-level supervisor for three of the remaining six SME duties and responsibilities (stand-alone SME PD or Generalist PD). Including the assigned SME HR Specialty, the Incumbent supervises the full SME duties, work, and performance of at least four out of the seven HR Specialties.

• Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. • The incumbent provides advisory services to all levels of management of situations regarding Human Resources services. Oversees, develops, and interprets the development and administration of program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. The incumbent is responsible for the human resources management of employees, dispersed throughout the state, engaged in a variety of jobs under the Federal Wage and General Schedule pay systems, as well as military and state pay schedules. In the absence of the HR Officer, the incumbent of this position may have the overall responsibility for the human resources management major duties and responsibilities. This position is the Deputy Chief of Staff, GS-0301-15, located in the Office of Science and Technology, in Washington D.C. The primary purpose of this position is to represent the Bureau in negotiations with the Department of Justice (DOJ) on issues related to science and technology. Deputy Chief of Staff will facilitate and support the managerial and administrative processes and policies of OST, consistent with ATF policies, guidelines and procedures. Will be responsible for providing oversight of OST's Resource management administrative functions and budget formulation and execution while monitoring the progress of critical projects and other duties relating to project management. As a MATERIALS HANDLER (Recruitment Incentive) - Title 32, WG-6907-6, you will oversee one or more product lines, a segment of a large warehouse, or serve as the senior employee in a smaller warehouse or supply facility.

• You will apply basic Human Resources (HR) regulations, rules and procedures to perform a wide variety of functions in support of recruitment and placement operations.
• You will generate and prepare reports by extracting data and creating spreadsheets, using these reports to verify accuracy of information within database.
• You will input and manipulate data to ensure accurate processing of a full range of personnel actions. Actions may range from accessions, separations, position changes, reassignments, realignments, promotions, and transfers.

As a HR SPECIALIST (COMPENSATION/RECRUITMENT/PLACEMENT), GS-0201-12, you will Serve as the state's principal Recruitment and Placement advisor and technical consultant to management involving a wide variety of complex issues impacting the full range of staffing options and recruitment strategies for a variety of professional, administrative, technical, trades and labor occupations. Process SF-52 actions, sets pay, determines benefits and incentives, coordinates with personnel representatives in the HRO to obtain management information and/or advise on recruitment or placement requirements, and resolves issues or problems as they arise. Develop, recommend, maintain, and apply policy/guidance involving the state Merit Placement and Promotion Plan such as highest previous rate and the recruitment, relocation, and retention (3R) incentive programs. Explain merit principles and the various recruitment and placement methods, with emphasis on special interest programs such as Uniformed Services Employment and Reemployment Rights Act (USERRA), employment of the physically handicapped, etc. May have limited leader responsibilities. As a HR ASST (MIL) (Title 32), GS-0203-07, you will perform the below duties:

1. Provides assistance to the family members by advising them of the deceased member's entitlements and provides information or assistance with filling out any required forms. Collects data from various sources for statistical purposes regarding Funeral Honors and Casualty Assistance, which may also be used to project budgetary requirements. Coordinates with NGB and Regional CAC for assistance and support in the conduct of training in the program.
