The incumbent is responsible for Veteran, Family, and Community Engagement (VFCE) Directorate administrative support. Executes planning, programming, budgeting, financial accounting, personnel management, computers, phones, space, supplies, safety, furniture, access cards, records management, security management, travel, training, space utilization, contracting and procurement, office automation and management information systems development and maintenance, internal review and resource management, including allocation and utilization of manpower requirements. Assists with the conduct of special projects, studies and analysis of workforce staffing/utilization, reorganizations, communications, automation, procurement, and management of property. The incumbent prepares requests for changes to organizational charts, mission and functions statements to implement organizational changes in program administration.

The incumbent provides advice and counsel on a broad range of administrative and operation management support issues, policies, programs, objectives, and plans for the Directorate. Develops, analyzes, evaluates, advises on, or improves the effectiveness and efficiency of work methods, distribution of work assignments and other similar functions of management. Plans, Formulates, and Implements National Policy and Programming: Assist with the development and sustainability of the forensic healthcare program to enhance the capacity of the Indian health system to provide high-quality multidisciplinary services and support for patients presenting for forensic healthcare and related services in collaboration with and as delegated by the Forensic Nurse Consultant. Provide recommendations to supervisors and senior leaders on forensic healthcare, projects, services, issues and trends. Serve as a coordinator for sexual assault policy implementation and monitoring.

Evaluates and Analyzes Program Effectiveness: Analyze existing or proposed systems, strategies, services, or other health related matters for forensic healthcare in conjunction with the Forensic Nurse Consultant. Research and analyze product problems caused by controversial, complex & often conflicting factors. Monitor trends and state-of-the-art clinical guidelines, strategies, research and other outcomes related to medical forensic healthcare prevention, intervention, and treatment. Review congressional and legislative action; assess and initiate impact and action on forensic healthcare accordingly.

Develops Networks and Partnerships: Provide leadership to promote and build collaboration with tribes, tribal organizations, Federal agencies and others to align resources to support DNS forensic healthcare program efforts. Represent the Agency at meetings and on national committees, task forces, and workgroups as assigned. Serves as alternate to the MAS Solicitation Contracting Officer, holding a GSA Senior Unlimited Acquisition Warrant - Level IV, capable of executing CO authority for the MAS Solicitation.

Evaluates resource requirements for the proper performance of MAS contract award and administration  functions, recommends allocation of FAS resources across MAS contracting activities within each portfolio.

Manages the human resources of the MAS Solicitation Management Team. Establishes organizational structure, allocates work force and financial allocations and delegates authority and responsibility as needed. 

Ensures contracting officers on the MAS Solicitation Management Team are warranted, meet educational requirements and adhere to applicable regulations/laws and receive required continuing education/training.

"The major duties of the position include, but are not limited to, the following:

• The Project Specialist is responsible for assisting the Project Manager (PM) in initiating, establishing, guiding, and controlling one or more DSC design/construction projects from inception through completion.
• Incumbent uses knowledge of the NPS organization, Denver Service Center operations, financial, and scheduling processes as well as professional discipline skills to help guide project formulation, and development through to completion of projects that are within quality, budget, and schedule commitments.
• Incumbent will be responsible for writing scopes of work; developing Government estimates; assisting in the negotiation of task orders and construction contracts; coordinating contracted efforts; providing quality assurance of contracted products; and closing out compliance, pre-design, design, and construction management efforts provided by numerous external contractors performing professional services on major, simple to highly complex, multi-phased projects for the Denver Service Center, and the National Park Service (NPS)
