Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized.

Ensure the employees wear appropriate safety equipment and follow pertinent safety precautions.

(6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies.

(1) Provides technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, acquiring, preparing, conducting, and documenting individual and collective training. Assist the training officer in the development and review of training directives, operations orders, deployment planning and readiness reporting. (2) Manages the command's school program. Forecasts the individual training requirements for the organization and coordinates with higher headquarters to obtain quotas for personnel to attend schools (Service, NCO, Special, etc.). Sub-allocates authorized training quotas to elements within the command based on the commander's guidance, preliminary forecasts, and modifications due to training requirements. Monitor the usage of organizational quotas and reallocates based on execution data. Reviews, approves, and forwards individual requests for training seats based on allocated quotas and availability of funds. Researches and resolves soldier prerequisite/eligibility problems.

(3) Is a technical specialist in readiness reporting for the organization. Perform analysis and refinement of organizational readiness data. Reviews subordinate training readiness feeder reports to ensure current and correct information is reported. Consolidates the training portion of the organizational readiness report and assists the training officer in the consolidation and submission of the overall readiness report. Provide training and assistance to commanders and unit personnel on reporting procedures and other matters pertaining to readiness.

(4) Plans, organizes, and administers the individual and NCO professional development training programs for the organization. Coordinate common task and skill-specific training programs. Provide assistance to training personnel within the command in scheduling training areas, obtaining training aids, requesting equipment, and other required materials. Procure, design, reproduce and distribute a variety of training aids, map overlays and transparencies necessary for the efficient operation and training of the organization. Receives, consolidates, and forwards reports to higher headquarters pertaining to individual soldier readiness (i.e. common task test, weapons qualification, army physical fitness test).

(5) Makes recommendations and assists in the preparation of yearly training budget requirements for submission to higher headquarters based on yearly training guidance and training calendar. Input requirements into the automated funds management requisition and authorization system. Monitors the use of funds sub-allocated to subordinate units for use in training events. Prepares, reviews, and forwards for approval automated requests for orders. Verifies accounting classification data and coordinates with other organizations and higher headquarters to support unfunded events.

(6) Provides guidance and assistance for implementing security measures for such items as documents, arms and ammunition, and communication/ automation equipment (communication security/computer security). Ensures security measures are followed. May serve as a security coordinator for the command. May be designated as custodian or alternate custodian of classified documents, communication security/computer security account custodian/alternate and/or physical security manager as required by regulations and local situations. Assist the training officer in the preparation of plans and procedures for anti-terrorism/force protection and military support to civil authorities.

Keeps abreast of technical advances in the test and evaluation field, analyzes and recommends adjustments and changes to policies, programs and projects to improve operations and efficiencies throughout the state.

4. Conducts statewide analysis for strategic planning, re-engineering issues, and program integration. Synchronizes and integrates strategies with Combatant Commanders, National Guard Bureau (NGB), other services, supported federal and state agencies, and the federal response plan. Engages and works with strategic planners and functional management teams to ensure proper planning and analysis for future force structure activities including capabilities analysis, demographic information, and ongoing transformation planning for out-year activities. Provides direction and guidance to directors and staff in enhancement measurement tools and management improvement ideas.

5. Conducts and oversees the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers, and briefings for internal and external audiences. Studies are typically characterized by command group visibility, with significant importance to higher headquarters and staff. Tasks are unique in nature requiring the development of stand-alone processes and techniques to formulate decisions or policy. Employs advanced management principals, data compilations and the development of recommendations to affect current sources, infrastructure, and future requirements.

6. Provides oversight on the coordination and administration of activities and programs which integrate military and non-military agencies and international programs as directed by NGB, Combatant Commanders (CoComs), Department of State, and other appropriate tasking authorities. Provides oversight of state partnership programs and other international partnership activities. This includes planning and coordinating visits of foreign delegates to the state; coordinating documentation required to support international visitations, and planning and coordinating activities between the JFHQ-State and supported countries. Provides support to: the Combatant Commanders Theater Security Coordination Plan; support for the Ambassador's Mission Performance Plan and Country Campaign Plan; and foreign liaison guidance and assistance to the Adjutant General, JFHQ-State, and subordinate elements. The incumbent shall serve as an Industrial Hygienist in the Safety Section within the Engineering Service of the Veterans Administration Boston Healthcare System (VHABHS). The incumbent's supervisor is the Safety Officer. In this capacity, the incumbent serves as the Industrial Hygienist at each campus and provides assistance to the Lead Industrial Hygienist.

• Performs various duties to assess work practices and environmental conditions for hazards to the health and safety of workers. The work is auxiliary to the Lead Industrial Hygienist. Duties include conducting studies, analyzing findings, and preparing various reports. Environmental conditions involve a variety of hazards (e.g. biological, chemical, physical, etc.). Assigned work sites may include industrial shops, production areas, laboratories, confined areas, patient care areas and outdoor work sites.
• Conducts surveys to identify and evaluate health hazards and potential health hazards. • Constructs all new space partitions using dry wall construction and/or masonry tile, as appropriate, and is responsible for delivery of a thoroughly finished product that matches the quality of the original hospital construction.
• Possesses thorough familiarity with accreditation and building code requirements and the ability to improvise when established methods are not practical.
• Interprets blueprints, drawings, building codes, practices and standards of the trade.
• Fills in the gaps on incomplete blueprints and sketches and knowledge of advanced shop mathematics to plan and compute work with features such as arcs or circles.
• Possesses an extensive knowledge of the working properties, gradations in quality and other characteristics of the variety of material used in hospital construction.
• Demonstrates thorough knowledge and extensive experience in the mason and plastering
  trade practices and is skilled in applying work methods and techniques in a variety of
  exacting plaster, work such as running baseboards, moldings, cornices and applying
  special finishes.
• As a journeyman, uses safety and precision of any carpentry tools and equipment in both shop and field work, including work involving curves, angles and irregular shapes which must have exact measurements or fits.
• Uses tools common to the plastering trade such as angle trowels, screeds, plaster's hawk, straight edges and cement mixers.
• Possesses comprehensive knowledge of the techniques and procedures of brick, block, tile and stonework.
• Constructs sills, lintels and arches.
• Performs decorative brickwork, veneer, tile and cut, shape finish stone.
• Uses a variety of hand and power tools such as brick or napping hammer, brick or skill saw, stone axe, pick chisel and hammer.
• Uses a variety of building crafts including carpentry, masonry, cement work, plastering and other related trades. Typical construction projects include equipment installation (HVAC, nourishment kitchen, film processor, etc.), renovation of office space including relocation of walls, doors, plumbing and lighting etc.
• Works from detailed engineering drawings with complete specifications or from only rudimentary conceptual sketches of the construction to be performed.
• Plans, lays out and completes work according to accepted trade standards following work orders, blueprints, building plans, sketches and building codes. This includes determining details such as dimensions, type of structure, material to be used and assembling tools and material needed to complete assignments.
• Completes finishing work to obtain a smooth surface and to obtain proper texture and is able to perform angular, rounded and overhead plastering.
• As the senior journeyman of the construction crew, reviews dimensional layout of the construction boundaries including locations of new walls, plumbing fixtures, conduit penetrations, etc. and for the erection of any necessary dust confining barriers.
• Uses and maintains a complete set of hand and power tools including but not limited to: saws, planes, sanders, routers and drills in order to accomplish different tasks such as cut bevels, rabbets, chamfers, dados, grooves and miter joints.

Responsible for performing physical therapy evaluations, formulating objective treatment plans, and providing treatments for patients (inmates) referred by other medical staff.

Plans, implements and administers treatments utilizing various accepted techniques which include, but are not limited to: therapeutic exercise; manual therapy; functional training; prescription, application, and/or fabrication of devices and equipment; integumentary repair and protection; and electrotherapeutic, physical, and mechanical modalities.

Documents all aspects of patient management utilizing the electronic health record according to established policy and licensure requirements.

Makes recommendations on matters of policy, procedures, training, personnel, and equipment, which may include developing written policies and procedures that reflect the objectives and operation of physical therapy services, as well as providing input for multidisciplinary programs with physical therapy involvement.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

This position serves as the Privacy and Freedom of Information Act Officer in the VA Boston Healthcare System (VABHS) with a large and complex research program. The Privacy/FOIA Officer position reports directly to a member of the facility Triad (i.e ., Medical Center Director, Chief of Staff, or Associate/ Assistant Medical Center Director).

Please note that the incumbent is authorized to work from any VA Boston or VA Bedford campuses during this detail.

The Privacy/FOIA Officer contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies and procedures in VABHS. The incumbent fulfills the role of liaison with the facility staff by ensuring that information received is disseminated to the appropriate areas, that employees adhere to mandates from regulatory agencies, and that monitoring is conducted to ensure VA policies and procedures are being followed. In addition the Privacy/FOIA Officer promotes an awareness of privacy principles consistent with the mission, vision and values of the organization and those required by federal law.

Major duties include, but are not limited to:

• Reviewing and responding to appeals of denials of FOIA requests.
• Developing facility privacy and FOIA policies and procedures in compliance with Department and Administration privacy policies and ensure appropriate implementation within Medical Center.
• Developing facility-specific privacy and FOIA training materials, as needed, and provide training within the VABHS to staff and programs, as required.
• Processing complaints and investigating allegations of illegal or improper activities related to the handling or release of privacy protected information.
• Investigating data breaches and recommending appropriate remediation.
• Preparing responses to inquiries including those from Congressional Offices, Human Resources, and, where appropriate, Office for Civil Rights.
• Monitoring compliance with program requirements. Initiating and conducting internal compliance reviews, assessments and audits within the VA Boston Healthcare System (VABHS).
• Ensuring the Privacy Act systems of records maintained at the facility are retained in accordance with system of records notice.
• Ensure all VABHS developed forms including paper, electronic and web-based that collect
  personal information, contain the appropriate Privacy Act statements.
• Review and approve all Memorandums of Understanding, Data Use Agreements and/or Data
  Transfer Agreements where such documents are required for the sharing of VA privacy protected data between the VABHS and another party, such as another Federal agency..

The position is the first line supervisor of the Carpentry & Lock Shop staff and S/he would serve under the direct supervision of the Maintenance & Operation (M&O) Supervisor.

• The incumbent has full administrative control and supervision of the Carpentry & Lock Shop
  personnel and is responsible for the maintenance and repair of all buildings, planning and
  executing in-house construction and remodeling projects, contributes to project development
  and works with contractors performing work.
• S/he ensures compliance with fire/smoke barrier penetration work to ensure penetrations are sealed and documented as repaired upon completion of work; conducts inspections to assure quality control of work performed by shop personnel; conducts life safety inspections and assigns work from such inspections;
• The incumbent organizes and plans work of subordinates into the most productive working group and determines priorities of work projects to ensure accomplishment on a planned schedule and on a timely basis.
• Individual must be well versed at the journeyman level in carpentry, masonry, painting, window maintenance, locksmith and door closer repair work.
• Individual will have a good working knowledge of different woods, paints and the various other materials. Must know the safety codes associated with the trades for which they are responsible.
• Creates follow-up measures on critical or urgent items identified during inspections and coordinates all
  needed repairs or maintenance; prioritizes, integrates and coordinates various work activities
  for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding
  resources to meet user, program, and/or mission needs.
• Incumbent is responsible for ensuring that all work is performed according to established
  policies, procedures, and VA, Joint Commission (JC), OSHA & NFPA requirements.
• S/he identifies and makes economically sound recommendations
  concerning building structure, building maintenance, modernization or replacement planning.
• Develops budgets and project estimates for emergency repairs, minor in-house construction
  and improvement projects, equipment replacement, preventative maintenance (PM), in house
  or contracted labor & material costs by assisting in developing the scope of work, generating
  work requests and setting the worksite and hourly performance standards for trade shop
  personnel.

• The position is that of a Working Supervisor and as such requires considerable walking and/or
• driving while making work inspections or responding to emergency situations.
• Work requires standing, stooping, bending, sitting, crawling, climbing and reaching. Incumbent must be able to supervise work for prolonged periods of time while working around high voltage, steam lines, ladders, staging, mechanical rooms, catwalks, steam tunnels and/or crawlspaces.
• Frequently lifts and carries tools, materials, equipment, ladders, scaffolding and supplies up to 50 pounds unassisted. Occasionally lift and carry items over 100 pounds with assistance or mechanized equipment.
• Emergency situations will require the employee to work in extreme hot, cold, stressful situations or darkness to direct employees and correct the incident at hand.
