This position is located in the Southeast Sunbelt Region (R4) within Atlanta, GA or Fort Lauderdale, FL. The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period.

• Provides policy oversight and expertise for specialists assigned major capital lease projects to ensure customer satisfaction and attainment of all organizational and project goals and objectives.
• Ensures projects are completed in accordance with GSA policies and ensures all reasonable steps are taken to ensure projects are completed within each project’s budget and schedule. 
• Identifies practices and procedures which deviate from prescribed policies and procedures, directs appropriate corrective actions, and monitors its progress.
• Anticipates and resolves project related problems to the maximum extent possible within vested authority, negotiates resolution of problems not within the authority of specialists negotiating and administering contracts related to these projects, and develops contingency plans to mitigate the impact of unresolved problems.
• Assures timely accomplishment of all tasks assigned to specialists, assuring each specialist has an integral role in developing the final product or service, articulates and communicates to specialists’ problems to be solved or program issues under review, ensures the organization’s vision is integrated into the project goals.
• Provides expert advice on specific tasks and makes available written instructions, reference materials, and relevant background material, maintains current knowledge and answers questions from specialists assigned to projects on procedures, policies and directives, as needed.
• Serve on a variety of committees and task forces involving persons internal and external to GSA at a national level.
• Responsibility for the business management of the most complex, long range (3-5 years), lease projects from the preliminary planning stage through the development of the Solicitation for Offers, negotiation objectives, source selection criteria, and other elements comprising all aspects of the capital projects. Assignments encompass responsibilities such as planning, organizing, controlling, coordinating, reviewing and approving lease procurements and related work performed by other GSA organizations.
• Facilitates the effort and expertise of numerous staff members within various disciplines. Works with personnel in various disciplines including but not limited to project development, building management, realty, engineering and architecture, construction, contracting, lease budget and finance, security, quality assurance, environmental, historic preservation, valuation, and business and government management.

Serves as a Staff Support Specialist (MSS-1) at a Terminal facility. Responsible for tactical, strategic, and administrative support of multiple program areas such as training, quality control, quality assurance, traffic management, airspace and procedures, plans and programs, operational automation, military operations, special and security operations, safety management system, safety reporting and other areas of specialty identified collaboratively at the local level. The work requires a comprehensive knowledge of the ATC field and familiarization with the many integral components of the industry which comprise the National Airspace System. Specialists must have the ability to apply this knowledge to the analysis, evaluation and development of new methods, studies, approaches, and procedures. The Staff Support Specialist must be knowledgeable of agency wide programs, facility goals and objectives. Must be able to communicate clearly and tailor their message to the target audience. While not required, hardware/software experience is desirable. Some travel will be required. For the assigned Facility/Duty Location, performs daily functions of maintaining and or improving operational material and or resources within the assigned area(s) of specialty. Communicates intra / inter facility as well as among various lines of business and industry. Makes recommendations for new projects/studies, taking into account available resources and the accomplishment of facility goals and objectives. Applies expertise toward the completion of projects/studies and facility reports. Analyzes and evaluates the effectiveness of equipment, facilities, and procedures. Responsible for processing temporary airman certification files for certificates issued by designated examiners. Examines applications and supporting documents for completeness consistency of information, and fulfillment of Federal Aviation Regulations (FAR) requirements. Assures correction, if required. Monitors and tracks returned files.

B. Correspondence and Reports

Researches, writes, and types non-technical and routine technical correspondence. Assists in composing more complex technical correspondence. Maintains, reviews, and revises form letters.

Receives, sorts, and distributes incoming correspondence, attaching background information when necessary. Responsible for maintaining correspondence control and suspense files. Reviews and assembles outgoing material for mailing.

Prepares reports (such as accident, incident, violation, recurring and special reports) by researching, requesting, information, creating files, preparing control sheets, copying and distributing preliminary and final report documents, and reviewing for accuracy and completeness. Responsible for maintaining individual report logs including the assignment of report or control numbers. Responsible for researching and composing sections of reports, as directed. • You will serve as the Subject Matter Expert for the Contracting Officer’s Representative (COR) program.
• You will oversee the management, implementation of, and continued compliance of COR policy, guidance, and instructions related to NSWC PCD.
• You will conduct and track COR training and certification status and provide COR retraining as required.
• You will perform data analysis, collection, interpretation, and evaluation to develop data-driven solutions that address COR program challenges.
• You will support Command Audits to include, but not limited to the Inspector General and the Procurement Surveillance Program (PSP).
• You will meet all requirements to become a NAVSEA Certified COR Trainer.

• You will provide expert technical advice, guidance, and recommendations to management and other technical specialists on IT issues.
• You will be responsible for the overall implementation and operation of an Information Assurance program.
