• The duties may include, but are not limited to:
• Evaluates all resource needs of the organization, submits formal budgetary and staffing proposals to Science and Technology Leadership and is accountable for properly administering budget allocations.
• Designates project leaders and oversees the organization's system of assigning work to individual scientists and support staff.
• Oversees the organization's proper utilization of PPQ and Science and Technology work measurement tools and develops supplemental measurement systems.
• Ensures the scientific integrity and professionalism of the organization's work, proper synchronization with other PPQ Safeguarding efforts, and full utilization of resources.
• Provides leadership to theoretical scientific and policy issues of the agency, such as developing technology to exclude or manage targeted invasive species.
• For both internal and external recruitment, the incumbent works with the Science and Technology Resource Management Specialist on recruitment strategies and development of rating plans.

Major Duties and Responsibilities:

This position is a leadership position within the Assistant Director of National Intelligence for Requirements, Cost and Effectiveness (RC&E) office. RC&E informs senior leadership decision-making by delivering objective analytical insight on future intelligence needs and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. Based upon mission needs, constraints, and other technical and resource related factors this position is expected to: 1) Lead the IC's statutory requirements process, and 2) Conduct systems and operations research to assess program and portfolio-wide performance. As one of three Group Chiefs in RC&E, this position is expected to apply independent analytical, scientific, and engineering methods and procedures to plan, analyze, develop, implement, and evaluate systems/programs to identify capability alternatives and investment tradespace.

Specifically, this position:

Oversees the Intelligence Community Capability Requirements (ICCR) process, including leadership of the IC Capability Requirements Working Group (CRWG), in order to validate Statement of Capabilities (SOC) requirement documents for all IC major systems, and Enterprise Capability Documents (ECDs) for major mission areas.

Provides leadership for high-impact, community-wide systems and architecture analysis, such as Analysis of Alternatives, Strategic Portfolio Analysis, Investment Reviews, and other complex end-to-end operational research activities to improve program requirements, capabilities, and effectiveness.

Provides critical inputs into the Intelligence Community IPPBE and ICAM processes

Represents the DNI or Office at related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.

Leads a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.

Maintains effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.

Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Oversee the identification, analysis, and participation in the development of acquisition strategies based on requirements (e.g., technical, management, cost, past performance) and develop contracting documentation (e.g., Acquisition Plan, source selection plan, Statement of Work) consistent with laws, regulations, policy, and other guidelines.

Lead the execution of the award, provide notifications, conduct debriefings to offerors, defend protests, and designate a COTR.

Lead team to finalize pre-award documentation packages and solicitations consistent with requirements documents and amend solicitations when it is in the best interest of the Government.

Engage relevant parties to prepare negotiation strategies and positions and lead a team to reach agreements on cost/price, and terms and conditions during pre-award and contract administration.

Plan and coordinate the review and evaluation responses to solicitations against the criteria established in the solicitation to make source selection decisions considering factors such as cost, technical/management approach, schedule, security, and past performance.

Manage contractor performance and compliance with the agreed upon terms and conditions. Administer contracts including executing contract modifications and changes.

Manage the financial aspects of contract administration such as cost/pricing remedies, authorizing payments, recovering debts, and detecting fraud.

Ensure all contract requirements have been completed, settle outstanding actions, perform contract closeouts, and archive records.

Support the National Intelligence Manager (NIM) for Economic Security and Emerging Technologies (ESET) by facilitating integration of the Intelligence Community's analytic, collection, counterintelligence and supporting capabilities as the program director for global supply chains.

Support DNI, PDDNI, DDNI, and Office of Economic Security and Emerging Technologies (OESET) participation in high-level policy and partnership (private and foreign) meetings with talking points, background information, and the results of relevant engagements with IC agencies.

Support briefings to senior IC officials and other major stakeholders' collaboration progress, issues and challenges.

As requested by leadership, represent the ODNI in national level working groups, committees, and exercises, including other governmental agencies and associated centers of excellence, academia, the private sector, and with international partners as appropriate.

Shape resource planning for the ESET mission and propose innovative solutions to resource shortfalls or inequities.

Support efforts to ensure that the IC has the correct policy, human capital, data, technical, and resource posture for economic security and emerging technology missions.

Inform integrated national security response planning and IC strategy development; deliver on planned and ad hoc tasking for IC leadership and the policy community; fulfill responsibilities for ensuring effective alignment and timely implementation of specific portfolio efforts to flagship collaboration initiatives; and to that end, identify relevant performance measures, validate outputs, and demonstrate accountability.
