• Assuring implementation by subordinate organizations and operating units of the goals and objectives of DHS and CBP

Serves as a Operations Manager (OM) in a Large TRACON, responsible for planning and directing operations. The incumbent may be requested to provide direct support to the Air Traffic Manager. In the terminal option, the OM provides first-line supervision to assigned Operation Supervisors (OS) and Traffic Management Coordinators (TMC), if applicable. The OM provides second-line supervision to Air Traffic Control Specialists (ATCS). The OM is responsible for operational services of the facility including traffic management initiatives. Provides training, coaching, and guidance to subordinates and facilitates team building throughout his/her area(s) of responsibility. Integrates support resources with operational needs to maintain effective ATC service, and may work other than administrative shifts to meet this requirement. Using measures of organizational performance, the OM continuously reviews work processes to assure that results meet the agency's mission and the customers' needs, adds value to facility services, and are efficiently achieved. Serves as a member of the management team and provides advice on ways to improve organizational performance and to meet strategic goals.

Incumbent typical work assignments may include the following:

• Provides expert advice and assistance to the Scientific Analysis (SA) Director, Laboratory Director and Deputy Laboratory Directors in Hawaii and Nebraska.

• Provides leadership to the Quality Assurance Program (QAP), implement Standard Operating Procedures (SOP) established by the SA Director, provide administrative assistance to scientific staff, and provide advice to the Laboratory Director on matters of policy and procedure as they relate to quality assurance and accreditation under the International Organization for Standardization (ISO) 17025: General Requirements for the Competence of Testing and Calibration Laboratories and all supplemental requirements of external accrediting bodies.

• Utilizes appropriate project management techniques to coordinate and develop program execution plans for routine and special laboratory projects to ensure that the organization's strategies, goals, objectives, work plans and work products and services are articulated and communicated to the team when assigning projects, solving problems and/or program issues.

• Serves as the Contracting Officer's Technical Representative regarding contracts that pertain to the services rendered by external accrediting bodies that include annual fees for compliance monitoring of the SA Directorate and fees for accreditation inspections and annual surveillance visits as well as laboratory support services contracts.

• Is the Lead Security Manager for the SA Directorate and liaises with DPAA Security Directorate officials. Incumbent is the Point of Contact with the DPAA Logistics Directorate regarding aspects of security for the laboratory.

• You will be responsible for planning phases of complex Chief of Naval Operations (CNO) scheduled availabilities, continuous maintenance and emergent work for repair, alteration and modernization work on assigned ships and other vessels.
• You will oversee advance planning for activities, executing work assigned to the Regional Maintenance Center (RMC) during availabilities, and participate as a core member of a ship's Maintenance Team.
• You will assure planning estimates are established for timely request of funds, receipt of funds, and will distribute relevant availability information, including contract work specifications, pre-test and inspection reports.
• You will serve as the Maintenance Team's funds manager for funds from all sources, assuring availability of sufficient funds to cover all expenditures required to accomplish work.
• You will resolve problems that affect the end cost, quality, schedule and performance of availabilities or contracts by focusing management attention on these problems and directing corrective action.
• You will determine the course of action necessary to accomplish assigned projects with the overall view of creating new standards and objectives, recommending policy changes and procedural changes in work performed and how work is processed.
• You will coordinate and oversee the contractor and other Government agencies during the advanced planning functions.
• You will draft correspondence and brief Shipyard/RMC top-level management or applicable Surface Ship Operations Department Management Department Head on all project matters.

2. Performs analysis activities. Establishes metric and system analysis systems for unit and higher level management to assess the efficiency, effectiveness, and compliance with regulatory procedures.
3. Provides technical guidance and recommendations to senior leadership regarding unit deployment program.
4. Ensures personnel readiness. Ensures the unit is ready to meet wartime and peacetime mobility taskings by scheduling and tracking unit deployment training.

• You will be responsible for the administrative and technical supervision of the Code 104 ACIO/IT Division, evaluates subordinate supervisors and Code 104 staff personnel, approves leave.

• Formulates tenant directives and instructions within the framework of the IHS housing requirements concerning assignments, termination, inspections, maintenance, cleanliness, conservation of utilities, security, safety and other housing activities.
• Conducts technical studies of family housing demands, turnover rates and physical requirements to develop recommendations for changes or improvements. Interprets and has a working knowledge of community resources relative to housing availability.
• Directly supervises 3 Maintenance Worker Helpers WG-4749-05, 1 Housekeeper WG-3566-03 and 1 Laborer WG-4749-05 Plans work to be accomplished by subordinates and prepares schedules for completion of work, assigns work to subordinates based on priorities and capabilities of employees, evaluates work performance of subordinates.
