- Manages the command's military and civilian manpower programs. Responsible for the Strength Management of the Directorate's U.S. Army, U.S. Air Force, U.S. Navy and U.S. Marine Corps, Civilian and Active Component billets on the Joint Table of Distribution (JTD), and Reserve Component billets documented on the command's Joint Table of Mobilization and Distribution (JTMD).
- Manages and advises on the headquarters civilian personnel programs to include, staffing, classification, position management, employee relations, performance management and civilian workforce planning. Provides program oversight, assessment, and consultation services for civilian HR programs.
- Manages the Reserve Affairs Program. Serves as JTF-N Reserve Component (RC) Unit Coordinator providing the command with Army, Navy, Marines, and Air Force personnel for manpower support, which comprise of understanding the complexities of RC authorities and policies, managing the Joint Reserve manning document (JTMD), procuring funding streams, and coordination across various commands for total force integration in alignment with USNORTHCOM mission.
- Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
- Represents JTF-N with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with proper offices and officials not limited to but including the Civilian Personnel Flight (Holloman Air Force Base), Peterson Civilian Pay Office (Peterson Air Force Base), Financial Service Center (Peterson Air Force Base), USNORTHCOM staff, USARNORTH Staff, NAVNORTH Staff, the Air Force Personnel Center, and US Army Human Resources Command.
- Serves as Directorate Resource Management officer. Plans and prepares annual/monthly budget for the directorate to include civilian pay, travel, per diem, training, supplies, and equipment.
