In this position, you will:

• Execute all aspects of the Agency's annual marketing and sales activities, including brand management, product promotion, advertising, digital marketing, social media, and customer relationship management.
• Implement the planning and execution of a multi-year strategy to increase awareness among the Public and Federal Agencies of the Agency's value proposition, authorities, products, services, and capabilities.
• Evaluate and optimize sales and marketing programs by establishing best practices; build collaborative relationships with individuals, teams, and partners outside of OPD to accomplish the Agency's goals.
• Support Agency-wide planning and implement strategies, tactics, and activities, in coordination with NTIS Offices, to meet or exceed the Agency's annual revenue targets.
• Develop marketing product plans, including strategies and tactical plans targeted toward growing the Agency's customer base and enhancing revenue.
• Implement an Agency-level lead generation and customer acquisition strategy to generate sufficient annual revenue to support the Agency's operations and activities.
• Develops and implements a multi-year customer relationship management strategy that identifies and targets key stakeholders, including past, current, and potential customers.

In this position, you will:

• Serves as a Project Manager, with overall responsibility for managing technical, specialized projects, i.e., IT and data for short- and long-range planning, scoping, development, and direction of important inter-agency and inter-governmental large multi-year projects.
• Obtain and maintain Level 2 Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) program certification with IT Core-Plus Specialization.
• Lead Integrated Project Teams (IPT) of matrixed NTIS staff as needed for supporting project development and coordination.
• Work with clients and team members to develop and implement a project management plan in accordance with NTIS policies.
• Develops and maintains project planning artifacts related to planning, project scheduling, cost estimates, performance tracking, and reporting.
• Create cost and baseline schedules, update forecasts, perform monthly analysis, and manage scope change controls.

In this position, you will serve as the Deputy Associate Director of Program Development and Chief Product Officer. Additionally, this position:

• Leads the Agency's entire product lifecycle, from ideation and development to launch and post-launch optimization.
• Develops and articulates a clear and compelling product vision and strategy that aligns with the Agency's overall goals and market opportunities.
• Conducts market research and competitive analysis to identify opportunities for product innovation and improvement.
• Responsible for strategic marketing, product pricing, product promotion, customer experience, and business development.
• Leads a team of experts consisting of marketing, business development, communications, and customer experience specialists.
• Supports the Associate Director's efforts to identify, attract, recruit, and develop a multi-disciplinary Office of Program Development team that focuses on and delivers millions in annual revenue needed to fund NTIS's operations and services.
• Serve as the Associate Director when the position is unavailable, or when the position becomes vacant.

In this position, you will serve as the Deputy Associate Director for the Office of Program Management. Additionally, this position:

• Lead a team of experts consisting of project managers, product managers, analysts, and support staff.
• Responsible for the management and execution of multiple projects and programs.
• Supports the Associate Director's efforts to identify, attract, recruit, and develop a multi-disciplinary Office of Program Management team that focuses on project execution and customer satisfaction.
• Coaches, mentors, trains, and develops a highly technical staff to consistently deliver superior project management service.
• Serves as a Project Manager, with overall responsibility for managing technical, specialized projects, i.e., IT and data for short- and long-range planning, scoping, development, and direction of important inter-agency and inter-governmental large multi-year projects.

• Analyzes and evaluates the effectiveness of complex projects in meeting goals and objectives and develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of a project.
• Serve as the Acting Associate Director when the AD is unavailable, or when the position becomes vacant.

In this position, you will exercise broad leadership oversight of the Office of the Chief Information Officer (OCIO), with responsibility for the Agency's Information Technology (IT), Cybersecurity, Privacy, and Network Management activities. Additionally, this position:

• Serves as the Agency's Chief Information Officer (CIO), which shares parity with other NTIS Office Heads, i.e., Associate Director.
• Provides centralized oversight and management of the Agency's information resource management activities and executes duties, including those delegated by the Department of Commerce (DOC), that are included in various laws, including the Clinger Cohen Act, Federal Information Security Management Act, E-Government Act, Paperwork Reduction Act, and Federal Records Act.
• Develops and maintains information security reports, dashboards, and metrics that speak to the Agency's risk and threat environment.
• Oversees a comprehensive network management program, including oversight of all planning, installation, and management of the Agency's networks and systems.
• Develops and implements strategies, procedures, and processes that enable the Agency's network to operate 24x7x365. Ensures there are protocols in place to monitor, report, and respond to incidents within the speed of need.
• Advises the NTIS Director and Deputy Director on various IT and technology matters.
• Determines, in partnership with NTIS Offices and the Chief Financial Officer (CFO), the financial and personnel resources needed to achieve the Agency's mission objectives and support mission operations.
• Represents NTIS to intra-Department of Commerce (DOC) external stakeholders, including leading efforts to promote NTIS best practices through outreach to other agencies; reporting IT as required under applicable laws, regulations, and policies; and representing NTIS interests at the relevant CIO Councils, including DOC, and other interagency IT organizations throughout the Federal Government.
