The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASI’s, aviation safety technicians, and others on queries that are technical or guidance related.

Assists in the preparation of a variety of technical and high priority correspondence to the other functional offices, aviation industry, other governmental agencies, members of Congress, and the general public. Assures that correspondence is properly coordinated, technically and grammatically accurate, clear and concise, and that it reflects the philosophy, policies, and objectives of the Division, Service, and the FAA.

Participates in the FAA flight program to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical.

SSC Coordinator performs work of broad scope and complexity with a high degree of independence. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying or evaluating the most complex systems for which the FAA is responsible.

Incumbent is recognized as the technical expert on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area. Work requires maintaining technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.

Responsibilities include the integration, restoration, testing and evaluation of new advanced service or service components, hardware/software systems and processes. Performs a variety of functions directly relating to the operation of the NAS. Serves as the principal technical specialist, project manager, resolving unique technical problems without managerial intervention, providing coordination and suggesting solutions.

Works within established policies and procedures to select the most effective and efficient approach or to develop new solutions. Carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to deal with unanticipated situations and organizational needs. Responsible for evaluating diagnostic data from multiple systems that are integrated to support a network of services or service products. Can be called upon to assist w/repair and/or restore service or systems, providing guidance on availability of backup systems and to upward report the status of critical events.

Evaluation of this data is used for correcting deficiencies on Contractor Acceptance Inspection (CAI) or Joint Acceptance Inspection (JAI), FPIP, FSEP, Redline Drawings, Peabody and DMT reports dealing with LCMs. LADs, LEMs and resolving event based certification issues necessary for the timely restoration of equipment, systems/services with the NAS. Monitors other employees as a project or team leader.

Responsible for all aspects of SSC projects from initial planning, drawing and specifications review, implementation, JAI, and disposition of assets. Acts as SSC point of contact for all projects completed locally or by outside contractors.

Identifies requirements to accomplish projects and tracks the use of project resources. Provides training, mentoring, guidance and advice to FAA employees, contractors, and other organizations as needed. Uses technical expertise and understanding of user and stakeholder needs to prioritize SSC workload. Integrates Operational Risk Management (ORM) into all planned activities ensuring all customers and users are included in implementation and planning.

Fully understands and utilizes proper Personal Protective Equipment (PPE) and personal safety practices when engaged in all restoration/maintenance activities helping to set the example of safe work practices.

Position may be second level support for NAS systems, District, or Service Area providing broad program expertise. Contacts are internal and external to FAA. Collaborates with system users, planner, engineers for acceptance of new/modified systems.

Develops White Papers for the recommendation of enhancing efficiency of the systems by modification and application of existing or emerging technology.

Position requires emphasis on customer service and organizational skills and a clear understanding of FAA orders and how the orders apply to their position. Utilizes software such as Excel, Power Point and Word.

The person selected for this position will serve as a Business Partnership Manager (BPM) for the Business Partnership Management, Branch B, which supports Aviation Safety (AVS), Office of Airports (ARP), Commercial Space Transportation (AST), Security and Hazardous Materials Safety (ASH), and Human Resource Management (AHR).

The BPM position will focus on complex requests which require coordination through all of IT organizational units and at the executive level. As the BPM, you will build relationships with the customer as well as serve as the customer’s initial technical representative for projects, programs, and other work activities. Knowledge of the digital workplace or the integration of remote work, digitalization, automation, and artificial intelligence (AI) in the day-to-day operations is critical to the position. You will be responsible for understanding the collection of all the digital tools provided by the IT organization that allows FAA employees to meet their mission objectives. You will be the voice of the customer within IT. You will communicate IT initiatives and be familiar with the customer’s business processes and systems.

You will also perform multiple, varying and complex assignments under the minimal direction of a manager. The Group Manager exercises managerial duties, which typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Uses detailed knowledge of budget policies and procedures to define, plan and organize staff, and other resources. Actively promotes,

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures. Manages budget, and either reallocates resources among Technical Operations or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within Technical Operations (AJW) and Air Traffic Organization (ATO).

Contacts are routinely internal and external to AJW. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. External contacts include representatives from other government agencies (e.g. DHS, DoD, FCC and NTIA) and civil aviation organizations and industries, both domestic and international (e.g. ITU, ICAO, and North Atlantic Treaty Organization (NATO)). Represents the AJW, ATO, and the FAA, as a primary point of contact on spectrum issues during collaborations with the White House and other agencies and partners, such as Department of Defense (DoD), Department of Homeland Security (DHS), Federal Communications Commission (FCC), National Telecommunications and Information Administration (NTIA), International Civil Aviation Organizations (ICAO), and International Telecommunications Union (ITU).

AFM is responsible for financial and travel policy, financial and acquisition systems, cost accounting, capitalization of the agency's $12.3 billion portfolio of national airspace system assets, financial reporting, financial internal controls, and oversight of the agency's financial internal controls programs and reimbursable agreements.

The incumbent will serve as Manager, responsible for managerial oversight and direction of staff responsible for supporting AFM initiatives. Manages, directs, and facilitates multiple programs, projects, and activities that support the organization's goals and objectives.

The incumbent will be responsible for the direction of one or more of the following areas, applying detailed knowledge of the technical aspects of the work that is directed: research, analyze and process information related to accounting transactions/events to ensure completeness and accuracy of data; prepare, review and reconcile financial statements and other reports to meet reporting requirements and to support management decisions; design, operate, maintain, inspect and improve accounting and related financial systems to extract data, produce reports, implement or review internal controls, resolve problems, improve efficiency and maintain data integrity; apply federal accounting standards, fiscal law, policies, regulations, principles, internal controls and procedures to financial management activities; examine, analyze, interpret and report on data and records; research and use data analysis, tools and techniques to assess risk; evaluate, document and improve internal controls; prevent and detect fraud, waste and abuse; coordinate with and support review/audit activities with internal and external audit stakeholders, providing data, information and reports as well as addressing findings and recommendations for improvement through formal corrective action plans.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures and a comprehensive understanding of the major subdivision/ the LOB/ SO and the FAA. Also applies a thorough understanding of the principles of management and strategic planning.

Work is typically governed by established policies, procedures, and mission objectives which leave considerable room for discretion. The incumbent develops and approves solutions to current and anticipated problems that cross organization lines and disciplines, and operates within established budgets. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. Represents the major subdivision or FAA externally as a primary point of contact for policies/procedures or other projects/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge policies and principles relative to a variety of telecommunication applications ranging from Internet Protocol (IP) networks, Time Division Multiplexing (TDM) technology, fiber optics, microwave technology, telephone systems and/or Private Branch Exchanges (PBX) systems. Utilizes telecommunications experience and knowledge to accomplish assignments and develop plans and techniques to improve programs and policies. Understands how this technical area interacts with, or is affected by, other disciplines and considers the objectives of the major subdivision and/or LOB when developing, integrating, and implementing solutions to diverse, complex problems. Performs technical and analytical work pertaining to the planning, development, testing, integration, installation, utilization, or modification of telecommunications systems, facilities, services, and procedures.

Defines, plans and organizes assigned resources for the installation of new or modified hardware/software and telecommunications systems. Allocates systems resources for accomplishing small work activities within established schedules. Maintains accounts, network rights and access to systems and equipment, administers passwords. Maintains integrity of mainframe, hardware, software and/or telecommunications systems. Monitors assigned systems to ensure they remain in an operational status. Analyzes problems and restores systems/service. Responsible for system design and integration; investigation and inspection activities, and compliance and enforcement actions. Designs, develops, monitors, and conducts a variety of technical and operational tests and evaluations of a wide range of communications equipment, systems, networks, and facilities.

Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.

Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOBs/Staff Offices. In some areas, the work may affect the safety and security of customers and may have a direct impact on the National Air Space (NAS).

Serves as an ATSS with the Technical Support Operations Group. Performs a variety of functions directly related to the operation of the NAS. Responsibilities include integration, restoration, testing and evaluation of new advanced services or service components, hardware/software systems and processes. Applies comprehensive technical knowledge to protect the integrity of all components and systems to provide NAS service delivery. The work performed at this level requires technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.

Performs work of broad scope and complexity with a high degree of independence. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

As a principal specialist/expert for major projects and/or program areas resolves unique technical problems without managerial intervention, providing coordination and suggesting solutions. Plans, coordinates, and performs work with a high degree of independence, keeping the supervisor advised of only the most critical issues. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of back-up systems, recommending reconfiguration to minimize service interruptions to ensure the safe and efficient operation of the NAS.

Carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to handle unanticipated situations and organizational needs. This work includes responsibility for evaluating diagnostic data from multiple systems that are integrated to support a network of services or service products.

Collaborates with system users, planners, engineers, and contractor personnel for the acceptance of new or modified systems and provide assistance for resolving problems with the installation or improvements. Develops recommendations for enhancing efficiency of systems by modification and application of existing or emerging technology.

Provides training, mentoring, guidance and advice to FAA employees, contractors and other organizations as needed. Supervisor rarely reviews completed.

Integrates Operational Risk Management (ORM) into all planned activities ensuring that all customers users of services are included and involved in implementation and planning. Utilizes appropriate Personal Safety Training and supplied Personal Protective Equipment (PPE) when engaged in restoration and maintenance activities. Ensures all involved parties utilize PPE for the task appropriately. Contacts are both internal and external. Represents the organization as the primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Meets and consults with representatives of external organizations such as DoD, airport management, contractors, utility companies and foreign governments to resolve problems of mutual concern and to elicit cooperation and action favorable to FAA needs. Performs other duties as assigned. Incumbent must possess a valid driver's license.

Duties may include climbing, lifting up to 50 pounds, walking up several flights of stairs, working on elevated surfaces, and/or working in/outdoor environments. Work assignments can be physical and strenuous in nature. Work assignments may require a flexible work schedule, i.e. nights, weekends, variables start/stop times.
