As a Personnel Security Specialist, you will:

• Review, screen, and evaluate reports of investigations conducted by National Background Investigations Bureau (NBIB), Federal Bureau of Investigation (FBI), Office of Personnel Management (OPM), Defense Security Service (DSS), and other Government agencies, as well as other information relating to security clearance and eligibility for a security credentials.
• Provide advice and support to leadership, regarding inquiries for case status, program issues, and provide input on how to best resolve complex concerns regarding the processing and adjudication of Personal Identity Verification (PIV) and security clearance cases.
• Determine when additional investigative information is required, and initiate written requests for additional coverage.
• Conduct status checks in response to inquiries from others, and answer inquiries from the public and private sector.
• Make recommendations for process improvements based on results of analysis, training, experience, industry best practices, and application of new methods or processes in the field.

The following are the duties of this position at the GS-9. Since you are being selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a Budget Analyst, you will:

• Perform budget formulation, execution, and administration work involving the monitoring of obligations incurred and the actual expenditures of funds as well as development of budget materials.
• Monitor, track, and review obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not aligned with annual work plans and actions taken regarding budget requests.
• Review and perform initial analysis of budget estimates and requests for allotments submitted by managers for accuracy of format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with DOE budgetary policy and guidelines.
• Review organizational historical data and/or match funding requests or projected costs of select line items with past records to determine trends in spending and forecasts annual funding needs.
• Assist in the preparation, review, and consolidation of budget formulation narratives, estimates, and justifications including requests that result from annual guidance, DOE and program decisions, and Congressional action.
• Provide assistance and guidance on performance and budgeting and related information, and conducts analyses, reviews and special studies of assigned area of DOE budget and/or related information.
• Provide advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, and status and use of funds.

As a Safety and Occupational Health Specialist, you will:

• Evaluate contractor's safety and health programs through management appraisals, surveillance activities, technical assessments, and compliance inspections as required.
• Identify and assess high-risk activities of an organization construction projects.
• Ensure the review of construction activities for safety, health, and fire protection regulation compliance prior to award.

As a Management and Program Analyst, you will:

As a Management & Program Analyst, you will:

• Responsible for managing National Lab programs for research, development, and demonstration (RD&D) and technical assistance (TA) focused on the integration of renewable energy into the electric grid. Work with National Labs and TA recipients to finalize awards and scopes of work for assigned projects.
• Coordinate with the Renewable Energy Grid Integration (REGI) Program Manager, EERE DAS team, and across DOE to ensure that activities under mission-critical EERE portfolios like the Grid Modernization Initiative (GMI), Clean Energy to Communities (C2C), and Supercharging the Grid Edge align with strategic objectives for the electric bulk power and distribution grid systems.
• Responsible for day-to-day coordination and management of renewable energy grid integration activities related to electric bulk power and distribution system planning and grid operations. Coordinate weekly DOE-wide Grid Team meetings. Through internal networking with other DOE offices, identify high-value cross-office collaboration opportunities.
• Provide substantive input to quick-response deliverables for information requests from other EERE and DOE offices, senior DOE leadership, other agencies, and Congress on behalf of DAS-RE related to the electricity system, decarbonization, REGI programs, and the integration of renewable energy into the grid.
• Coordinate and craft responses to Budget Office data calls, maintain spend plan, coordinate with Budget Office on execution, and carry out funding actions for REGI.
• As needed, prepare briefing materials, talking points, and prep materials for DAS-RE and REGI and other Program Managers relevant to REGI portfolio and/or related activities.

Duties assigned to this position could include:

Provide legal analysis and advice on matters and problems that arise in the development of highly visible legislative and regulatory proposals, focused on energy conservation standards for residential appliances and commercial equipment.

Advise program offices on rulemaking requirements under the Administrative Procedure Act and compliance with applicable enabling statutes, Executive Orders, and other statutes governing the regulatory process.

Develop, draft, review, participate in negotiations, and provide comment on legal documents primarily concerned with DOE's responsibilities in this area.

Coordinate with the Office of the Assistant General Counsel for Litigation and the U.S. Department of Justice to defend against legal challenges to energy conservation standards issued by DOE.

Provide legal analysis and advice as program counsel for certain other programs within DOE. This analysis and advice will span several statutory authorities and will require coordinating legal advice among several offices within DOE's Office of the General Counsel.

Review and advise program offices on the development of regulations, directives, reports, guidance, correspondence, and other agency documents, and ensuring compliance with applicable enabling statutes, Executive Orders, and other requirements.

Participate in the development of pending legislation, draft legislative proposals and supporting documents, obtain interagency clearances from the Office of Management and Budget, review bill comments, and provide technical drafting assistance to Congressional committees.

Review and comment on rulemaking and regulatory/deregulatory activities of DOE or other agencies to ensure adequate consideration of DOE concerns, and to assess the impact of those activities on DOE's statutory missions or policies.

Communicate Cybersecurity, Energy Security, and Emergency Response (CESER) policies, programs, and actions to multiple audiences and informs the public of relevant CESER programs that underpin national energy goals.
• Analyze CESER information needs and recommend strategies, programs, and products needed to communicate with the media, constituent groups, other agencies, and elected officials.
