The Human Resources Specialist (Strategic Business Partner) applies a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Human Resources Specialist provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area, and resolves difficult and controversial internal and external staffing and placement problems. Major duties and responsibilities include, but are not limited to:

• Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants;
• Processes a variety of requests for personnel action to fill a variety of positions;
• Provides technical advice and assistance to the HR staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.;
• Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as conducting targeted job fairs and community outreach, utilizing social media, planning recruitment campaigns, etc.;
• Consults on a variety of factor in the recruitment process, such as position management and organizational design; pay administration for Title 5, Title 38, and Hybrid employees; VetPro Credentialing; position descriptions, functional statements, scopes of practice; and job analysis;
• Evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs;
• Applies quantitative and qualitative data to advise local, regional and national leadership in regard to recruitment trends, such as providing data in annual workforce planning cycles and advanced recruitment strategies; and
• Recommends strategies for overcoming employment barriers;
• Completes a variety of difficult and complex work assignments to provide consultative services to HR staff and Service Chiefs at Network facilities on technical matters which involve recruitment decisions, and pay related issues such as pay responding to employee inquiries, initiating recruitment incentives, LEAF requests, and SLRP packages;
• Conducts detailed planning to gather and interpret information and data for assessing complex staffing problems, issues and unusual circumstances such as Equal Opportunity Employment (EEO) data gathering, Labor Partnership Council, Congressional Inquiries, and Awards Board related activities.

Minimum Qualifications

  Required Education: Bachelor's Degree - Information Technology, Computer Science, MIS, Business or equivalent work experience, such as relevant technical background and/or work product/SME knowledge in lieu of a degree.

The Marketing Senior Specialist is a core member of the Marketing and Communications team at Boston Medical Center Health System (BMCHS). The ideal candidate has demonstrable experience developing and managing provider and B2B focused campaigns leveraging healthcare provider-centric channels and tactics (i.e. Doximity, Sermo, medical conferences, etc). The Marketing Senior Specialist will be crucial to our BMC hospital marketing efforts by developing and managing the execution of referral pipeline strategies and driving patient volume goals. Reporting to the Director of Marketing, the Marketing Senior Specialist will work closely with the Director to create and execute strategic data-driven marketing plans designed to achieve key business objectives and impact the hospital bottom line revenue to meet targeted goals, with an emphasis on provider referrals and patient volume.

ESSENTIAL RESPONSIBILITIES / DUTIES:

• Lead provider-focused reputation and referral building campaigns and strategies utilizing provider-centric platforms like Doximity.
• Strategically develop, project manage and execute multichannel (digital + print + events) marketing campaigns that clearly communicate objectives with a focus on provider engagement tactics (i.e., driving patient referrals within a specific specialty).
• Lead and execute annual U.S. News & World Report voting campaigns
• Support and expand efforts building relationships and stronger connections with community health centers to strengthen system referral network
• Lead and partner with team (creative, digital, social, email, media, etc) on campaign creative development and execution
• Conduct market research, analyze trends to enrich understanding of referring physician motivations, beliefs and behaviors, and competitive landscape to inform campaign outreach, planning and execution
• Own campaign content creation from ideation to distribution to ensure voice and tone align with the brand, and engages provider audiences
• Explore new communication channels and engagement strategies to help us more effectively reach and connect across all audience segments
• Develop new strategies and tactics for increasing patient and referring physician loyalty and engagement with BMC, helping to maximize patient retention and referrals

JOB REQUIREMENTS

EDUCATION:

• Bachelor’s in Communication, Marketing (or related field) is required; Master’s preferred

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

EXPERIENCE:

• 6-8 years of relevant marketing and communications experience is required.
• Healthcare experience preferred

KNOWLEDGE AND SKILLS:

• Demonstrable experience utilizing digital, provider-centric channels like Doximity
• Experience in event planning and medical conference participation (sponsorships, booth support, etc)
• Proven experience developing and executing on integrated marketing strategies and multimedia campaigns
• Proven experience fostering strong relationships with clinical teams, senior physician and administrative leaders
• Proven experience developing plans and strategies to effectively reach referring physicians
• Longstanding experience leading campaigns and projects in a matrixed environment with the ability to keep creative services, digital and social team members aligned to execute on visual projects such as print collateral, videos, landing pages, social media campaigns
• Demonstrable experience developing email marketing, social media and newsletter strategies
• Media buying and advertising experience preferred
• Proven digital and content marketing background
• Exceptional project manager
• Strong writer
• Strong presentation and communication (written and verbal) skills
• Experience with data analysis: can make sense of quantitative and qualitative information affecting the brand and can develop meaningful ways to act on insights
• Ability to be strategic with strong business acumen
• Knowledge of clinical trials and research and how they can be leveraged for reputation building, patient acquisition, etc
• Experience utilizing marketing systems/channels such as Hubspot, MailChimp, Constant Contact, social media advertising, Google Analytics

Project managing the completion of timely, accurate, well-written and well-presented responses to RFPs, other similar questionnaires through interaction with members of the Sales, Relationship Management and Client Service teams, as well as subject-matter-experts (SMEs) throughout the organization.

Working as a part of our team in Quincy, training and support will be provided on the RFP process enabling you to collate and craft response documents, ensuring deadlines and risk excellence standards are met.

Role specifics:

RFP Completion:

• Project management of detailed client proposals covering a wide range of products including (but not limited to) global custody, accounting, fund administration, performance measurement, compliance monitoring, and data analytics, and transfer agency services.

• Sourcing accurate response content

• Managing the response process from the kick-off meeting to dispatch of final response documents, ensuring milestones and deadlines are met.

• Draft, proof-reading, editing and reviewing content.

• Working in close cooperation with the Sales teams, product managers and Subject Matter Experts (SME’s) to ensure proposal input is well-written, accurate, balances, persuasive and timely.

RFP Database:

• Submission of new and updated material to the RFP database

Projects:

• Creative solutions related to continuous improvement projects.

Individual Contributor:

• Display a culture of individual ownership of tasks to embed a clear individual sense of accountability in performing the role

• Experience in a sales support and/or RFP role would be an advantage

• A working knowledge of Ovidian Proposal Management software RFP tool would be an advantage.
