The following are the duties of this position at the full working level.

• Landscape Management/Snow Removal Duties: Responsible for the daily landscape management program on sites generally 80 acres or less including, but not limited to, grass cutting and edging, tree and shrub pruning/removal, pest and weed control, fertilization, mulching, erosion control, irrigation schedules, seasonal flowers, etc. Pro-actively researches appropriate plant material for geographic area and initiates replanting programs. Prepares and monitors budgets. Coordinates with State or local Departments of Agriculture on pest issues. Maintains required documentation on herbicide and pesticide applications. Independently coordinates removal of stray animals or pests with state or local wildlife management agencies/shelters/contractors. Pro-actively responds to emergency situations. Coordinates with Management Assurance (physical security) to coordinate perimeter landscaping with security requirements. Plans and implements the campus snow removal efforts. Keep upper management advised of campus conditions during snow/ice-related weather events.
• Food Services Duties: Responsible for the daily food services program including cafeteria and canteen providers. Typically sites will have one to five canteens split between one or two canteen vendors. Monitors menu variety, pricing, food temperatures, sanitation procedures and trash disposition. Consults GSA and state agencies for the blind, local health department inspectors and Food and Drug Administration inspectors on cafeteria inspections and resolutions of problems. Consults with state agencies for the blind to provide canteen and/or cafeteria services and resolve problems. Meets with building occupants or employee committees on food service issues. Maintains required documentation on official inspections and problem resolution.
• Recycling/Shredding Duties: Responsible for the daily recycling program, which may include, but not be limited to, office paper, cardboard, aluminum cans, glass, pallets, computer tapes, printer cartridges, etc. Stays current on recycling procedures and rebate prices. Promotes the recycling program to building occupants. Tracks volumes of material by type recycled and any proceeds. May coordinate proceeds to reduce contract costs. Researches, recommends and initiates orders for program support equipment including shredding equipment, recycling bins, and trash collection and movement containers.
• Back-up Support for Energy Management and Utilities Duties: Utilities may include electricity, natural gas, fuel oil, steam and water from one or more providers or transporters. As assigned by the Building Delegation Consultant, receives and monitors the utility invoices; initiates receiving reports to pay utility invoices. Tracks demand, consumption and cost data to aid Building Delegation Consultant in preparing quarterly and Annual Report with Scorecard and narrative. Identifies opportunities to conserve energy and reduce water consumption and shares ideas with management and Building Delegation Consultant. Works under the guidance of the Building Delegation Consultant to coordinate energy audits in accordance with required frequencies and to develop implementation plan for recommendations. Works with Building Delegation Consultant on building occupant Energy awareness campaigns.
• Contracting Officer's Technical Representative (COTR) Duties: Acts as COTR on one or more contracts. COTR duties will vary depending on the size, cost, and criticality of these contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts.

The incumbent serves as a Regional Inspector General with the Office of Evaluation and Inspections (OEI). S/he

• Plans, directs and coordinates the program evaluation activities assigned to the Regional Office, ensuring conformance with headquarters guidelines and objectives.
• Directs environmental scanning and analyses to identify proposals for future work. Reviews and evaluates staff recommendations; and develops regional recommendations with rationale for headquarters consideration. Participates in meetings with key headquarters staff to determine strategic direction for the organization and to approve specific evaluation proposals.
• Directs overall evaluation projects and other work assignments, including special requests directed from headquarters in response to the Inspector General (IG), the Secretary, key Department officials, the Congress, OMB, or the White House staff.
• Responsible for the management of all national evaluations and projects where the assigned regional office has been delegated lead responsibility.
• Directs the regional participation in the conduct of evaluations where other regions have lead responsibility. Coordinates with RIGs, in other regional offices, in planning evaluation resources requirements, and provides support for evaluations on a cooperative work basis with other regions, to improve efficiency and economy in the conduct of evaluations, and best utilization of the human resources.
• Provides management and policy direction in the full range of planning, and implementing evaluations, to include: initial background research; evaluation design; appropriate methodological approach; development of data collection instruments, including surveys and onsite reviews; resource and budget planning; analysis of qualitative and quantitative data; synthesizing evidence into findings; writing evaluation reports; OPDIV/STAFFDIV coordination, and final briefings and follow up action with respect to recommendations presented.

The following are the duties of this position at the full working level.

• Incumbent serves as project leader for the planning, development, coordination, and implementation of major real estate projects that impacts multiple IRS locations and/or organizations. In this role, he/she typically directs at least two (2) project teams responsible for implementing real estate projects impacting over 50,000 square feet of space, involving a project budget of $2 million to $7 million, and generally lasting no more than one to two years in duration. However, some larger and more complex build-to-suit locations or projects could last more than 24 months. Provides key oversight to team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely.
• Incumbent is responsible for managing the initial design and construction projects awarded under the IRS FMSS REFM Internal Leasing Program by interfacing with the Lessor, GSA and contractors in support of the IRS lease award. The incumbent provides general oversight of the project in cooperation with a GSA representative by managing IRS lease projects for both build-to-suit and existing building alterations from development of the Solicitation for Offer (SFO) to final acceptance of the site. This person may receive a warrant to contract up to $100,000 in alterations work toward project completion.
• Incumbent is responsible for administering an IRS lease following occupancy of the facility and may be designated as the Contracting Officer's Representative (COR). In this capacity, the incumbent is a lease administrator, who handles any lease issues and enforces the provisions of the lease. This may include sending reminder notices of work to be done, requests for corrective action of lease deficiencies, development of "cure" letters for the CO's signature, etc. This person would also coordinate background investigations with the Lessor to ensure compliance with Homeland Security Presidential Directive #12 (HSPD-12) requirements.
• Incumbent is responsible for the planning, development, coordination, implementation, and assessment of major property management projects characterized by extreme complexity/sensitivity as well as broad in scope. Proactively consults with management at all levels to identify/define customer needs and requirements relative to equipment and furniture needs. Communicates workplace standards required in the property management program. Develops creative approaches to problem resolution when resources, space, and/or funding is not available or limited.
• Incumbent provides authoritative technical advice and seasoned policy interpretations pertaining to the availability, acquisition, and use of all forms of property. Takes a leadership role in articulating authoritative technical information and policy areas in discussions among management officials. • Serve as a Cost Engineer with responsibility for developing cost estimates for all phases of large and complex civil works, support for others, HTRW and military projects, preparing estimates for in-house designs.

The BESS Imaging position provides clinical and administrative support to staff, patients, and administrators for all matter of concern relating to the facility wide lifecycle management of advanced imaging of radiological devices and other medical devices. Biomedical support requires the application of engineering and mechanical concepts and methodology to provide lifecycle management and technical support of diagnostic, therapeutic devices, monitoring, and other equipment utilized in the practice of medicine, and to improve health service delivery system for communities and within individual VA faculties (medical centers, outpatient clinics, and domiciliary). The BESS (Imaging) maintains advanced imaging or radiological devices and other medical equipment using established local, regional and national policies and procedures designed to meet criteria and standards from multiple accrediting agencies and governing bodies. The duties of the BESS (imaging) position include, but are not limited to:

• Lifecycle management of advanced imaging radiological devices to include physical and network support

The Community Nursing Home (CNH) Coordinator Registered Nurse (RN) focus is on individual growth and development in practice with increased levels of self-direction. This nurse brings principles and theory with limited application of critical thinking skills. Provides patient management, care coordination, and discharge/disposition planning for inpatient and outpatient settings. The CNH Coordinator assists Veterans, family members, and caregivers with receiving the most appropriate options and services to meet their complex health care needs. This includes, but is not limited to, acute, chronic, multiple, complex, catastrophic, or life-threatening illnesses; combat stress, residuals of traumatic brain injury; community adjustment; addictions and other health problems. Coordinates care with multiple providers across all levels and sites of care. Coordination includes assuring services interface within the Veterans Affairs (VA) and CNH programs to provide continuity of care to patients.

Duties include but not limited to:

• Serves as the Administrative Officer for the Logistics Service in a VA Health Care System (VA HCS) and supported catchment area.

(1) Perform inspections, functional checks, and preventive maintenance on assigned aircraft to include pre-inspection, daily inspection, pre- and post-flight inspections and such special inspections as required, including fuel contamination checks, oil sampling, an inspection of onboard emergency equipment. Conducts checks on hydraulic, electrical, transmission, power systems, etc.

(2) Troubleshoots, diagnoses, and performs unscheduled maintenance on assigned and transient aircraft. Performs the full range of repair and testing of aircraft system, assemblies, and surfaces. Using a variety of methods involving test equipment, visual checks and instruments, diagnoses and identifies problem areas and determines the extent of repairs required. Removes components and assemblies, repairs or replaces defective parts and components and reassembles repaired items into the aircraft. Accomplishes adjustments to related systems which may be affected by repairs. Conducts ground functional tests of all aircraft systems. Services aircraft with oil, de-icing fluid, fuel, and hydraulic fluid. Launches and recovers assigned and transient aircraft; performs inspections prior to takeoff. Inspects for conditions such as oil, fuel, and hydraulic leak, cut lines, tires and loose panels.
