• You will serve as a Hull Systems Requirements and Engineering Manager who manages and oversees the efforts of other engineers, engineering technicians, analysts, and life cycle managers.
• You will oversee all aspects of life cycle planning of aircraft carrier maintenance and modernization in accordance with the principles of the Aircraft Carrier Class Maintenance Plan (CMP).

This position is with the Department of Interior Office of Inspector General, Division of Human Resources in Herndon, Virginia. This office is responsible for providing Human Resources support for the Department of Interior Office of Inspector General nationwide. As a Human Resources Specialist you will be responsible for recruitment, staffing, and classification as well as performing or overseeing personnel action processing.

Major duties include:

Major Duties and Responsibilities:

I. Library Program Development, Implementation, and Administration
The incumbent is knowledgeable and skilled in all areas of library science and is delegated the primary professional responsibility to plan, develop, implement, evaluate, and revise the library program for this medical center. The incumbent:

• Develops and maintains knowledge-based systems and services relevant to the organization's needs.
• Acts as the point of expert knowledge in searching and evaluating the health care literature.
• Establishes, implements, and reviews program guidelines, policies, and operating procedures.
• Develops, recommends, and monitors program budgets.
• Supports the activities of library staff, including providing and giving advice, counsel, and instruction.
• Collaborates with the VISN, VA Library Network (VALNET) and the VA Library Network Office (LNO) to continuously improve delivery of health care information.
• Ensures compliance with copyright legislation and license agreements.
• Tracks statistics and completes local and national reports.

• Serves as the expert in searching highly specialized biomedical, nursing, and allied health and health management, databases, and the Internet. Carries out complex searches providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts, and encourages the self-directed learning of staff. Applies expertise to searching and developing multiple health-related databases including, but not limited to, MEDLINE, CINAHL, Psych Info, Cochrane Library, UpToDate, as well as databases in affiliated fields such as business and the social sciences. Incumbent applies in-depth knowledge of the terminology and practices of health care disciplines, including all fields of medicine and surgery, dentistry, nursing, mental health, health administration, pharmacy, and allied health fields, to accurately interpret questions and complete reliable and comprehensive searches. Ensures that librarians maintain current skills in all aspects of searching relevant to Beckley VAMC provides training and development opportunities as needed.

• Develops and maintains a robust clinical librarianship program. Works with physicians, nurses, and other staff in clinical settings and in routine clinical conferences, such as Morning Report, to provide patient-specific information. Functions as a resource to clinicians by searching medical databases to identify and retrieve knowledge-based information to resolve questions and controversies in diagnosis and treatment, clarify clinical decisions, decide upon the best course of care, and elucidate rare medical conditions. Uses knowledge of evidence-based practice and resources to provide highly specific, case-related medical literature which contributes to quality patient care as well as quality clinical education for medical students, residents, and clinical staff.
• Leads Supervisor trainings throughout the year to ensure all supervisors (especially new supervisors), are aware of their duties.
• Pursues outreach efforts to market and fully exploit the benefits of library tools and resources for information seekers, trainers, and project leaders. Meets with teams and committees to present information about library resources and services and how they can be used most effectively.
• Participates in local, state, regional and national information networks, fostering good working relationships with other health care information professionals to facilitate interlibrary cooperation and the smooth exchange of medical and allied health information.
• Facilitates New Employee Orientation and can cover all presentations when presenters are absent.
• Serves as Back up TMS domain manager.

• Ensures the development of a comprehensive, high quality library collection (monographs, journals, audiovisuals, etc.) that is broad in scope and penetrating in coverage to meet the information needs of staff, students, researchers, and patients.
• Stays abreast of and evaluates new library technologies to determine applicability to patrons.
• Consults hospital staff, tracks usage, and uses established tools to aid in collection development decisions.

• Ensures state-of-the-art policies and procedures pertaining to the cataloging and classification of highly technical medical materials collections.
• Adapts existing cataloging records and ensures the accomplishment of original cataloging of books, journals, audiovisuals, and ephemeral materials for easy location by library patrons.
