Key responsibilities include:

• 1. Deputise for the Development Control Team Leader as needed.
  2. Manage a varied caseload of complex development applications and appeals, preparing clear and accurate reports.
  3. Ensure planning applications and appeals meet service targets and comply with relevant guidance and legislation.
  4. Prepare reports and recommendations for committees and present them as required.
  5. Present evidence at appeals/public inquiries when necessary.
  6. Stay updated on legislation and best practices, advising the team and ensuring ongoing professional development.
  7. Support Technical Assistants to meet service targets and provide training as needed.
  8. Respond to enquiries and complaints under the guidance of the Team Leader.
  9. Represent the service at meetings with other organizations, maintaining high customer care standards.
  10. Perform additional relevant duties as assigned.
  11. Assist with corporate initiatives, including work on the Local Plan.
  12. Demonstrate commitment to customer care, showing flexibility to achieve service priorities.
  13. Calculate fees and charges for planning applications as necessary.
  14. Validate planning applications as required.

What will I do in this position if hired?

In this Local Hire (Planning Support Unit Leader) position, you will be responsible for preparing and developing plans for an incident; including Incident Action Plans (IAP), Incident Strategic Plans, Continuity of Operations (COOP) Plans, Contingency Plans, Transition Plans and other supporting plans.

Typical assignments include:

• Coordinating and supporting the implementation of disaster response services and programs.
• Analyzing resource requirements and capabilities to enable program delivery and performance.
• Compiling and updating information to support plan developments for: Continuity of Operations (COOP) Plan; Strategic Plan and Timeline; Transition Plan; Closeout Plan; Demobilization Plan when assigned to the Demobilization Unit; and other plans.
• Providing planning guidance and training to other functional elements in the development of incident plans when requested or directed.
• Supervising Planning Specialist and overseeing activities to include: gathering and analyzing information for accuracy, redundancy and relevance.

This announcement is for a position as a FEMA Local Hire. Local Hire employees help FEMA respond to, recover from and mitigate hazards by performing a variety of emergency management functions which are not limited to disaster survivor assistance, conducting and verifying damage assessments, and providing administrative, financial and logistical support.

Local Hires are Temporary Positions. The Local Hire Program is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act. Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature. A local hire's term of employment is 120 days. • You will prepare detailed job orders in connection with the maintenance, repair, alteration and minor new construction involving the carpentry trade to include buildings, towers, and other similar facilities.
• You will perform planning and estimating duties for other shops.
• You will prepare detailed cost estimates for projects.
• You will notify supervisors on the work order of potential safety/health hazards associated with the job being estimated and planned.

• Monitor technical and operational aspects of programs and projects using Human-Centered Design (HCD) to ensure successful completion.
• Use design leadership, outstanding creativity, and exceptional judgment to develop, define, and modify program and project objectives.
• Coordinate HCD research and operations across business lines, aligning HCD to the Lean and Agile efforts across the agency.
• Provide insight and advice on HCD planning and implementation to generate increased operational and process efficiencies.
• Solve complex immigration or humanitarian protection problems that are often highly sensitive, controversial, visible, and extremely complex.
