As a Lead Civil Engineer, you will:

• You will administer the Federal-aid highway program, interpreting and advising on Federal-aid laws, regulations, and policies for State and local organizations.
• You will maintain regular contact with State department of transportation representatives to provide day-to-day policy guidance,
• You will ensure that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services
• You will serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
• You will work with members to evaluate reviews conducted on proposed locations, preliminary plans, rights-of-way, construction plans and agreements for utility and railroad work, plans for traffic detours and temporary structures. traffic safety during construction. and procedures to eliminate or reduce adverse impact.

The ideal candidate is a mid-career engineer with experience monitoring State wide Federally funded highway programs or managing the delivery of a program of highway projects from initial scoping through NEPA, detailed design, construction support and maintenance; and experience conveying ideas and concepts in meetings and discussions, and in writing.

• You will establish long and short range plans for the division to include workload, policies, and priorities.
• You will keep abreast of new developments in quality assurance, SUBSAFE, SOC, FBW field and take the initiative to develop better methods to assure a quality product or service.
• You will find and implement operational improvements and promote team building.
• You will assure that the work is planned, coordinated, and completed effectively and on time.

• You will direct, coordinate and review the efforts of assigned subordinate engineers and engineering technicians in major programs for the long range development, acquisition modification repair, modernization and management.
• You will plan, direct and coordinate at development of intensive, complex, in-depth studies of the overall support requirement for command and tenant command buildings and facilities.
• You will provide technical consultation involving interpretation of facilities plans and specifications, analyzing and defining the scope of planned development programs.
• You will determine the suitability and acceptability of substitute facilities when limitations of time or funding are imposed.
• You will provide sound engineering advice and program guidance on complex facilities problems and to impartially analyze and evaluate proposals and ideas submitted.

• Implement policy, procedures, and processes for security assistance, which result from higher government laws, regulations, and policies.
• Serve as the Command focal point for the review of DOD, DA, Command, and other agency regulations to determine the impact on assigned systems and the overall security assistance mission.
• Lead team members to achieve specific tasks, produce work products and services to meet program and system goals.
• Brief all levels of US and foreign governments on assigned projects.
• Communicate team consensus and recommendations to the supervisor on actions affecting team.
