The Manager, EEO Counseling and Intake plays a pivotal role in managing a team counseling and processing EEO informal complaints adhering to defined timelines, policies and procedures.
- Serves as Equal Employment Opportunity (EEO) Specialist and the principal advisor on EEO Informal Complaints. Manages, directs, oversees, coordinates, and evaluates the EEO Informal Complaints programs, including the EEOC 462 report, accounting for the agency’s EEO counseling activities, including ADR outcomes and other relevant metrics, ensuring transparency and adherence to federal reporting standards.
- Establishes metrics and data collection on alternative dispute resolution success and EEO counseling outcomes. Establishes customer service expectations and performance metrics for all subordinate employees.
- Conduct briefings to discuss issues affecting the workforce, the effectiveness and status of EEO program goals, efficiency, and legal compliance of all areas of the EEO Informal Complaints program.
- Keeps abreast of developments in the Federal EEO process, regulations, policies, procedures, and corporate policies that affect the complaint processing program or issues that might arise in alleged complaints.
- Ensures contract EEO counselors and OEEO staff are trained and certified. Identifies the best options for yearly training and certifications for OEEO staff.
- Manages, directs and oversees a senior level staff comprised of EEO specialists. Assigns or coordinates work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Incumbent exercises full range of human resource and personnel management. Evaluates work performance of subordinates. Gives advice, and counsels employees on both work and administrative matters. Interviews candidates for positions, and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed and develops performance standards.
- Ensures that Equal Employment Opportunity (EEO), Diversity, Equity, Inclusion, and Accessibility (DEIA), employee development, employee performance, and other personnel plans, processes, and programs are executed equitably consistent with Corporate policy, legal requirements, and the mission of the Division; organizes, coordinates, and manages the work of diverse teams of employees by assigning work, developing employee skills, assessing/monitoring employee performance, and promoting inclusion.
