This position is located the Small Business Operations Division, Contact Center within the Office of Small Business (OSB), Export-Import Bank of the United States (EXIM).The Small Business Operations Division is responsible for supporting OSB by managing the maintenance of OSB's systems such as Salesforce, EOL, and the Electronic Loan Management System (ELMS), internal projects, the Contact Center, and finally OSB's Budget. The Contact Center manages OSB's reporting through the data and reviews the Export Credit Insurance (ECI) Division's policy documents for exporter short-term multi-buyer and single-buyer insurance products within EOL. The purpose of the work is to assist U.S. exports to support EXIM staff, the contact center and other OSB offices.

At the full performance level, duties include, but are not limited to:

• Serves as a Junior Business Development Specialist advance trainee performing a variety of developmental assignments and projects to assist U.S. exports by providing support to the contact center and other OSB offices. Receives a diverse range of business developmental exposure to gain and develop the knowledge, skills and experience needed at this level; and to effectively prepare for an upward mobility opportunity within the division.
• Uses automated Customer Relationship Management (CRM) system, marketing tools and current software to support the Regional Directors to enter the appropriate data for loan transactions and enters new and amended Special Buyer Credit Limit (SBCL) into the EOL. Conducts general random checks on various entities monthly to track and verify online shipment data matches the Office of Congressional and Intergovernmental Affairs (OCIA) report. Orders credit reports and uploads data to the Document Management System (DMS) for action by the various OSB staff.

What will I do in this position if hired?

In this position, you will serve as a Supervisory Insurance Examiner. Typical assignments include:

• Supervising a team with a diverse set of skills and roles, including insurance examiner expertise, program analysis, process improvement, casework management, and customer support, all in support of insurance policyholders during the claims appeals process.
• Serving as a senior representative for the Federal Insurance Directorate with contractor staff, insurance companies and their industry advisory groups, and others in the interpretation of policy matters within the National Flood Insurance Program.
• Overseeing daily operations of the appeals team, and coordinate short-term and long-term enhancements to program support.
• Supporting program decisions, and serve as an advisor to senior leadership in the Federal Insurance Directorate.
• Soliciting feedback and support the strengthening of relationships between FEMA and its insurance industry partners, including insurance companies, flood vendors, independent adjusting firms, and other professional organizations supporting the flood insurance business and the National Flood Insurance Program.

The Assistant Director, of EEO Complaints, serves as a first-line supervisor for staff conducting EEO Formal Complaints programs, ensuring that program operations and projects are conducted in compliance with laws, regulations, policies, and procedures.

• Serves as Equal Employment Opportunity (EEO) Specialist and the principal advisor on EEO Formal Complaints. Manages, directs, oversees, coordinates, and evaluates the EEO Formal Complaints programs.
• Continuous monitoring to ensure timely processing of extremely complex final agency decisions, appeal process and execution of EEOC Orders and negotiated settlements, orders of full relief and corrective action, and to effectively formulate or modify plans and policies to satisfy changing conditions and requirements.
• Provides analysis of Formal Complaint process. Monitors appeal process and ensure compliance of Regional and Field Offices in Equal Employment Opportunity Commission Decisions.
• Ensures instances of non-protected class harassment and/or professional misconduct reported during a Report of Investigation are referred over to the Office of Professional Conduct for action. Analyze procedures for filing Formal EEO complaints to identify areas of efficiency or automation.
• Conducts briefings to discuss issues affecting the workforce, the effectiveness, and status of EEO program goals, efficiency, and legal compliance of all areas of the EEO Formal Complaints program. Directs the formulation of policies and programs in the administration of EEO Complaints Processing and reporting system for the individual and class complaints filed (based on race, age, sex, national origin, color, religion, disability, reprisal, and genetic information); considering the inter-relationships of extremely complex national policy, statutes, precedent-setting case law, FDIC directives in developing policies, procedures, and guidelines for processing complaints of discrimination.
• Manages, directs, and oversees a senior-level staff comprised of EEO specialists, technical writers, and administrative and operational personnel. Provide technical and administrative supervision to subordinate staff. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Incumbent exercises full range of human resource and personnel management. Evaluate the work performance of subordinates. Gives advice, and counsels employees on both work and administrative matters. Interviews candidates for positions, and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. The Senior Level Appellate Counsel (False Claims Act) serves as a technical expert and coordinator for attorneys in the Appellate Staff and across the Division in False Claims Act litigation, and as a resource for other offices and agencies that require advice on difficult matters under the False Claims Act. Additionally, the incumbent assists, as appropriate, with the Division's False Claims Act cases in the Supreme Court, including preparing certiorari petitions and briefs for submission to the Court. The Senior Level Appellate Counsel (False Claims Act) prepares recommendations for or against appeal or rehearing in cases that fall within the incumbent's area of expertise, in which lower court decisions are averse to the government. The Senior Level Appellate Counsel (False Claims Act) also serves as a technical expert on other significant appellate litigation as assigned.

This vacancy presents an opportunity for experienced trial attorneys who want to defend the United States in complex, often high dollar value cases. Trial attorneys in the FTCA Section handle personal injury, wrongful death, and property damage suits arising from activities of federal employees acting within the scope of their federal employment. FTCA Section attorneys frequently handle large or complex cases of national significance. They also provide guidance on complex legal issues in suits handled by USAOs and on administrative claims pending with federal agencies, make recommendations on whether settlements proposed by federal agencies and USAOs should be authorized, and prepare appeal recommendations on adverse judgments in FTCA cases.

Examples of law enforcement matters handled by the FTCA Section include cases arising from mass shootings, suits involving alleged FBI misconduct, suits brought by individuals detained in immigration custody, and responses to protests and riots. The Section also defends the United States in complex litigation stemming from catastrophic natural disasters. Further, the FTCA Section handles complex medical malpractice suits with medical causation issues in which high damages awards are sought. The Section provides guidance to U.S. Attorney's Offices (USAOs) and federal agencies on a variety of legal issues and advises in the development of strategy.

The FTCA Section provides appeal recommendations on adverse FTCA judgments, including for cases handled by USAOs. The Section also reviews draft legislation that may have an impact on the public fisc. It is responsible for the adjustment and settlement of administrative claims arising out of the conduct of employees of the Department of Justice (DOJ), and for approving administrative settlements of claims arising out of the activities of all other Federal agencies which are in excess of the settlement authority delegated to those agencies. Finally, the FTCA Section provides recommendations to the Assistant Attorney General in charge of the Civil Division concerning requests for authority to consummate all settlements of tort claims that require the approval of the Assistant Attorney General or Associate General.
